Utilization of the line, however, cannot be made until the Moores Creek Sewage Treatment Plant has been recertified or until the advanced wastewater treatment plant has been completed. Mr. Tucker said the Planning Commission recommended approval of the permit with the following conditions: 1) 2) Reseeding of all disturbed areas immediately after the placement of the sewer line; and Grading permit obtained from the Zoning Department. Mr. Fisher declared the public hearing open. The first to speak was Mr. John Pollock, representing the Rivanna Water and Sewer Authority. He said this sewer line is a part of the Regional Quality ~~Management plan which was approved by the Albemarle County Service Authority, the Rivanna Water and Sewer Authority, the City of Charlottesville, the County of Albemarle and the State Water Control Board. Mrs. Jessie Puckett asked how long the land will be disturbed. Mr. Pollock said there will be a meeting set with all property owners of land directly affected by the proposed sewer line. Ail property will be completely restored and reseeded to its original conditions No one else from the public wished to speak either for or against the special permit request and Mr. Fisher declared the public hearing closed. Motion was then offered by Mr. Roudabush, seconded by Dr. Iachetta, to approve SP-05-76 with the conditions recommended by the Planning Commission. Chairman March 31, 1976 (Afternoon - Adjourned from March 24, 1976) An adjourned meeting of the Board of Supervisors of Albemarle County, Virginia, was held on March 31, 1976, at 2:00 P.M. in the Board Room of the County Office Building, Charlottes- ville, Virginia; said meeting being adjourned from March 24, 1976. PRESENT: Mrs. Opal D. David and Messrs. Lindsay G. Dorrier, Jr., Gerald E. Fisher, J. T. Henley, Jr., F. Anthony Iachetta and William S. Roudabush. ABSENT: None. OFFICER PRESENT: J. Harvey Bailey, County Executive. The meeting was called to order at 2:10 P.M. by the Chairman who announced that the purpose of this meeting was to hold a work session on the proposed 1976-77 County budget with members of the Albemarle County School Board. Also present were: Carl Van Fossen, Chairman of the School Board, and Elizabeth Rosenblum, Ronald Bauerle, Charles Norford, Jessie Haden, ChArles Maupin and Peter Way. Categories discussed in the Education part of the budget were: 1) 2) 3) 6) Education Debt Service Federal Education Programs Cafeterias Textbook Rental Fund McIntire Trust Fund During the work session, the following requests were made: 1) The School Board requested the Board to take over the costs of recreational activities carried on in school facilities which are a part of the County's recreational programs. 2) The County Engineer was requested to study the heat/air system in the Western Albemarle high school. 3) ~he staff was requested to check State legislation concerning payment of life insurance premiums for school employees. 4) Mr. Fisher requested a list of State mandated programs added to the budget in recent years which carry no State funding. 120 March 31,1976 (Adjourned from March 24, 2976) At 5:45 P.M., the Board recessed for supper and reconvened at 7:30 P.M. in the Albemarle County Courthouse. Dorrier, Fisher, Henley, Iachetta and Roudabush. None. Agenda Item No. 1. ANNUAL HIGHWAY HEARING. The meeting was called back to order at 7:35 P.M. in the Board Room of the Count~ Office Building for the Annual Highway Hearing required by Virginia Code Section 33.1-70. Notice of this public hearing was advertised on March 10 and March 17, 1976; with notice also being given through a display advertisement on March 20, March 27 and March 28, 1976. Present were representatives of the Virginia Department of Highways and Transportation: Robert W. Warner, Resident Highway Engineer and Charles Perry, Assistant Resident Highway Engineer. Mr. Fisher introduced Mr. Warner who said the only items of major significance in process at this time are: reconstruction of Hydraulic Road from Route 29 North to the Reservoir; Route 684 from Crozet to Mint Springs Park; Route 637 south from Interstate 64 to the Ivy Landfill; and a bridge project on Route 601 across Mechums River near Free Union. Mr. Dorrier asked how many miles of unimproved roads there are in Albemarle County. Mr. Warner said there are 709 miles of Secondary roads in Albemarle County of which 300 miles are not yet surfaced. Funding allows about nine and one-half miles of improvements each year. At this time, the public was invited to make their requests. 1) Road off of Route 627 in Esmont near New Hope Church. (Request for an addition to the Secondary System.) Speaking was Mrs. Edith Rush. She said this was at one time an old county road. There are three houses on the road and it is less than 1/2 mile long. She requested that the road be gravelled, widened and taken into the State System. Also speaking were Mrs. Clara Carey and Miss Virginia Randolph. 2) Road off of Route 616. (Request for new addition.) Speaking was Mr. James Chapman 3) Route 615 from Route 639 to the Louisa County line. Request for blacktop from Lindsay Railroad crossing to the Louisa County Line. Traffic count 70. Speaking in favor, Mr. Dewey S. Kingrea, who presented a petition signed by 12 persons. 4) Route 622 between Route 618 and the Fluvanna County Line. Request road to be hardsurfaced with more maintenance both in Albemarle and Fluvanna Counties. Traffic count 48. Requested by Judy Dusenberr¥. Also speaking was William R. Kidd who presented two petitions. One signed by 22 property owners living on the road and the other signed by users of the road. Also speaking were Mrs. James Fitzgerald and Mr. Larry Stallings. A letter from Mr. James S. Boggs was presented. 5) Route 766 from Route 614 to dead end. Request road be widened and hardsurfaced with curves being improved both vertically and horizontally. Traffic count 26. Speaking were Mrs. George Lively, Mr. Walter Moneymaker and Mr. Elmer Snow. 6) Road off of Route 746. (Request for new addition 3/10ths of a mile southeast.) Application received from Mr. M. B. Norford who agreed~to pay any costs required to put the road into the State System.) 7) widened. Wilkerson. Route 600 north of Route 231 to Route 1517. Request that road be hardsurfaced and Traffic count 32. Making this request were Mr. Clifford Spicer and Mr. Charles 8) Road off of Route 856. and Mr. T. R. Walker. (Request for new addition.) Speaking were Mr. Charles Vest 9) Route 691 from Route 690 to Route 240. Mr. W. M. Fitzgerald said this road is already hardsurfaced but full of holes. It also should be widened. 10) Route 708 from Route 20 to Route 618. Request that this road be hardsurfaced, widened and improved between Route 20 at Carter's Bridge to Woodridge. Speaking were Mrs. Ruth Robertson and Clemmer Roach. 11) Airport Acres Subdivision Road. Mr. Erwin Mayfield said the residents of Airport Acres have been attending this meeting each year for the past 16 years. There are 38 homes in this subdivision and the road has never been taken into the State Secondary System. (Petition received.) Also speaking were: a Mrs. Payne, Mr. Gerhard Schubert and Mr. Carl~ Brewer. Mr. Roudabush said Albemarle County was successful in having highway standards for subdivisions lowered. Many of the previous problems in the subdivision may have been overcom by this change in standards although Airport Acres is still considered a subdivision and is not eligible for acceptance through this new addition policy. 12) Route 610 from Route 20 to dead end. Traffic count 67. Application received requesting that this road be hardsurfaced. Speaking were Mr. and Mrs. James Earl Sprouse and Mr. and Mrs. Ben Widner. 13) Road off of Route 712 near railroad tracts in North Garden. addition - application on file.) Speaking was Mrs. Richard A. Rohm. (Request for new 14) Route 769 from State Route 20 to Key West Subvidision. Traffic count 52. Mr. William Robertson requested this road which serves 35 or 40 families in Key West Subdivision be hardsurfaced, widened and generally upgraded. Mr. Julian Maslick requested that the vertical curves be improved, the road be striped and a water problem be resolved. 16) Route 717 from Route 712 to Route 719. Traffic count 55-60. Request for road to be hardsurfaced, widened and upgraded and dust problem be corrected. Speaking were Mrs. Ann Martis, Mrs. Gene Burton, Mrs. Catherine Burton and Mrs. Olivia Watkins. 17) Route 717 from Route 708 to Route 712. requested that a blind curve be corrected. Traffic count 72. Ms. Sharon Doorman 18) Route 717 between Route 708 and Route 719. Request for upgrading. 19) Route 759 from Route 616 to Albemarle County line. Letter received from Mr. G. W. Tomlin, Boyd's Tavern. Request road be hardsurfaced. 20) Route 731 off of Route 22. Request to have unpaved section of Virginia Route 731 extending from the entrance to the Keswick Club of Virginia to the creek west of the East Rivanna Volunteer Fire Company paved. Requested by Dr. William Orr who also presented a petition signed by several residents. 21) Lakeside Subdivision Road. (Off of Scottsville Road about 3/4 mile south of the City Limits. Request for new addition.) Requested by Mr. J. E. Garland. 22) Route 684 from Route 797 to Route 691 at Greenwood. Traffic count 277. Mr. Vernon Rogers requested that the road be reconstructed. Mr. Warner said there was a highway project scheduled for this road which was dropped. Mr. Henley said last year, at a meeting of the Board, he was told that highway funds were very short and that the Board had to establish priorities. Therefore, the money for this project was transferred to the project on Hydraulic Road. 23) Mountainview Drive in Sherwood Farms Subdivision. Michael Zakin. Request for new addition by 24) Route 250 East. Mr. James G. Carswell said this road should be widened to four lanes, a deceleration lane is needed at the Quarry and the bridge over the Rivanna River should be widened. Mr. Warner said this is a primary road and the locality has no control over the primary system. 25) Route 688 from Route 689 to Route 635. Request for road to be hardsurfaced, upgraded and widened made by Messrs. James Stevens and Aubrey James. 26) Route 20 at Eastham. Mr. Waldo Johnson noted the bad curve near Stony Point School. Mr. Warner said improvements are now being made on sections of Route 20 North. If property owners on Sections 2 and 3 will dedicate the right-of-way needed to upgrade the road, these sections will be improved basically following the same alignment. This is a new concept being tried by the Highway Department. Also speaking were a Mrs. Giordiani and Mr. O. L. Crickenbarger. 27) Road off of Route 638. Application for new addition received from Larry Stallings. 28) Route 623 off of Route 250 East from Route 616 to the dead end. Request from Timothy Grey that road be upgraded and hardsurfaced. Traffic count 19. 29) Route 664 from Route 604 to Route 743. from Frank R. Fioriti and James A. Fernall. Request that road be hardsurfaced. Request 30) Route 669 from end of hardsurfaoe to dead end. Mr. T. Wostowicz said the road needs to be hardsurfaced. He lives in Westover Hills and the other roads are in the State system. He asked who is responsible for finishing this road. The staff was ordered to check the status of this road. 31) Request for deceleration lane at entrance to West Leigh Subdivision on Route 250 West. Speaking was Mr. Egan. He said this same request was made several years ago and no response was ever received. He feels the residents are willing to go ahead with the at this time if the Highway Department will not construct this lane. Mr. Fisher requested that the Board adopt a resolution on this matter. Motion was then offered by Mr. Henley, seconded by Dr. Iachetta, to adopt the following resolution: WHEREAS, there exists an extremely dangerous intersection at the junction of U. S. Route 250 and West Leigh Drive, Albemarle County, four miles west of Charlottesville, Virginia; and WHEREAS, with traffic continuing to increase, this dangerous condition greatly imperils all users of West Leigh Drive as well as the users of U. S. Route 250; and WHEREAS, this condition has been recognized by the Resident Highway Engineer, but similar requests for the installation of a deceleration lane at said junction have been disapproved by the Richmond Office of the Virginia Highway Commission; NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Albemarle County, Virginia, does again recommend the immediate installation of a deceleration lane at the junction of West Leigh Drive and U. S. Route 250 to insure the safety, health, and welfare of all users of these roads. The motion carried by the following recorded vote: AYES: NAYS: Mrs. David and Messrs. Mr. Warner said it needs improvements, but he feels it would be cheaper to replace the bridge than to make repairs. 39) Route 641 north of Route 20. Motion was offered by Dr. Iachetta to adopt the following resolution: BE IT RESOLVED that the Board of Supervisors of Albemarle County, Virginia, does hereby concur in the request of the Sheriff of Albemarle County for three additional deputies to be funded by the State Compensation Board. Ashley Williams as Assistant County Engineer, effective April 1, 1976. Motion to this effect was offered by Dr. Iachetta, seconded by Mr. Roudabush and carried by the following recorded vote: AYES: NAYS: Mrs. David and Messrs. Dorrier, Fisher, Henley, Iachetta and Roudabush. None. At the request of the Chairman, motion was offered by Mr. Dorrier to adopt the following resolution: WHEREAS, Mr. J.
