1974-10-16L 10-16-74 281 --U~rman An adjourned meating of the Board of Supervisors of Albemarle County, Virginia, w~s held on October 16, 1974, at 7:52 P~M. in the Board Room of the County Office Building, Charlottesville, Virginia, said meeting being adjourned from October 9, 1974. Present: Messrs. Stuart F. Carwile, Gerald E. Fisher, J. T. Henley, Jr., William C. Thacker, Jr., Gordon L. Wheeler and Lloyd F. Wood, Jr. (arriving at 8:00 P.M.) Absent: None-. Officers present: County Executive.a~.C c~'~v'~:' ~'L~'!~o~?:'~'~ Wheeler: This is a meeting tonight to discuss personnel and a pay plan that has to do with personnel. I want to report to the Board on a matter that I have been discussing with the City in connection with the landfill. That is a legal matter, so I would suggest that we adjourn into executive session with only Mr. Batchelor present. Mr. Fisher offered motion to adjourn into executive session to discuss legal matters. '~he motion was seconded by Mr. Heflley. Fisher: Before we vote, I know there are some members of the staff here and if they have comments they would like to make to the Board before we go into executive session, I think that would be appropriate. Wheeler: Do the staff members here have any remarks they want to make to the Board? Batchelor: You asked me to have Mr. Jones here tonight to talk about the time- frame of the tax rebates. Carwile: Are we going to hear Mr. Jones in executive session? Wheeler: We will hear Mr. Jones in open session. Will you withdraw your motion? Fisher: I will withdraw the motion for a little while. Jones: The staff has been working for about two weeks on the refunds. We have sent the 1970 listing back to Acme on the computer on laser Monday. We have completed the checking of the 1971 and 1972 against the real estate files. They will go to Acme completed on the 18th which is Friday. The refund checks will come babk, the 1970 on October 25, 1971, November'-8, 1972, November 15 and will go in the mail by November 20th or 21st, about two weeks before December 5th. Wheeler: Will they go out as they come in? Jones: No. They will all go out at the same time. Wheeler: Any reason why they can't go out as they come in? Jones: Yes, sir. We are also in the processing of getting the tax tickets out which will take from now until November 7th. Really the bulk of the work will come after the 7th..on the refunds and getting them out. Batchelor: We are also in the process of working the c&sh flow down to a fine tune. If too much money goes out, we might not have enough money to .cover it. Jones: We can only adjust it to November 20th. Fisher: Is there anyway you-can combine mailings of these checks? 282 Chairman Jones: They will be combined. We are also going to send with the tax tickets, which will go out about November 7th, a little flyer that tells them that the refunds will be forthcoming. ~ Thacker: The latest date that you will mail is November 20th? Jones: Yes, we are goiny to try to get them in the mail by November 20th. Everything is programmed. We are ahead of schedule right now. Wheeler: That's real good. Jones: They have been working, up until this morning, around the cloCk on this. Fisher: Is there a notice that is going to go out with the tax ticket on the 7th saying that the refunds will be in their hands prior to December 5th? Jones: That's right. Fisher: Good! Wheeler: Mr. Jones, that's all fine, but do you know that this will delay the passage of our Zoning Ordinance for 60 days? Jones: We had to make a choice of getting the tax tickets out and the refunds... although there is one ad~antage.~the rezoning will be based on 1974 property listings O~ and not/the 1973. Batchelor: You get 2000 updated addresses. Jones: That's right. Wheeler~: Any questions of Mr. Jones, gentlemen?_ Thacker: No questions. I have a comment. I think the staff and Mr~ Jones should be commended for the amount of work they have put into this thing. Jones: They're down there working now. Thacker: I hope you will convey it to them, because I think they should be commended for it. Jones: There will be a lot of overtime involved in getting the tax tickets out. You have to pull the mortgage companies, you have to exonerate the tax relief for the elderly and there is a lot more involved than ~ust getting the tax tickets in and sticking them in envelopes. Fisher: Your best estimate now of the notification of people for the new zoning map... Batchelor: Wheeler: John Humphrey will be here tomorrow to talk to you. John will be here tomorrow. This is delaying that. At 7:58 P.M. Mr. Fisher offered motion to adjourn into executive session to discuss personnel and legal matters. The motion was seconded by Mr. Thacker and carried by the following recorded vote: AYES: Messrs. Carwile, Fisher, Henley, Thacker and Wheeler. NI~S: None. ABSENT: Mr. Wood.
