An adjourned meeting of the Board of Supervisors of Albemarle County, Virginia,
was held on October 23, 1974, at 5:00 P.M. in the Board Room of the County Office
Building, Charlottesville, Virginia, said meeting being adjourned from October 17,
1974.
Present: Messrs. Stuart F. Carwile, Gerald E. Fisher, J. 'T. Henley, Jr.,
William C. Thacker, Jr., Gordon L. Wheeler and Lloyd F. Wood, Jr.
Absent: None.
Officers present: County Executive, T. M. Batchelor, Jr., and County Attorney,
George R. St. John.
The meeting was called to order by the Chairman.
Motion was offered by Mr. Carwile, seconded by Mr. Fisher to cancel the regular
day meeting scheduled for November 21, 1974, and to hold that meeting on November 19,
1974. The motion carried by the following recorded vote:
AYES: Messrs. Carwile, Fisher, Henley, Thacker, Wheeler and Wood.
NAYS: None.
Motion was offered by Mr. Wood, seconded by Mr. Fisher to cancel the regular
meeting scheduled for November 27, 1974. The motion carried by the following recorded

Mr. Wheeler informed the Board that he had attended a meeting in Richmond today
representing the Virginia Association of Counties on the Steering Committee negoti-
ating rates with the Virginia Electric and Power Company. The consultants working
for this Committee do not feel VEPCO is paying taxes to the localities on the fair
market value of their utilities. They have discovered that cities, towns and counties
were originally given preferential rates because of franchises and easements on which
VEPCO pays no taxes. The consultants feel they will have a strong case to present to
the General Assembly, VEPCO and the State Corporation Commission and will ask that
these preferential rates either be continued or VEPCO pay their fair amount of taxes.
Mr. Wheeler said when the consultants first began this study he was pessimistic, but
now feels differently and will continue to keep the Board informed of their progress.
Mr. Wheeler also attended a meeting sponsored by the Virginia State Farm Bureau
and the Virginia State Chamber of Commerce. The meeting was entitled "Stop Inflation
Now." Mr. Wheeler said that Governor Godwin stated he will try to cut 5% in State
appropriations, other than salaries. Overall he expects to cut sixteen million
dollars from the State budget in order to balance same. Senator Harry Byrd spoke and
noted that bills are being introduced which will cut Federal monies being received by
the State. Localities were asked to look at the cost of local government. Since the
County department heads will be working on their 1975-76 budgets in the next few

weeks, Mr. Wheeler suggested that the Board set a public meeting for the first of
November and ask that all people preparing budgets, and citizens, speak on ways to
hold down the cost of local government. He said Board members should be ready to
make statements at that time on what they expect the 1975-76~o~Tcontain. Since the
Board members could not agree on a date for this meeting, it was stated that an
announcement would be made later.
At 5:27 P.M., the Chairman requested ~he Board adjourn into executive session to
discuss legal matters in connection with the landfill suit. Motion to this effect
was offered by Mr. Thacker, seconded by Mr. Carwile and carried by the following
recorded vote:
AYES: Messrs. Carwile, Fisher, Henley, Thacker, Wheeler and Wood.
NAYS: None.
The Board reconvened at 7:30 P.M. and upon proper motion, the meeting was
adjourned.
