1972-01-03SPECIAL1 January 3, 1972 Pursuant to the following waiver, the Board of County Supervisors of Albe- marle County, ¥irginia, met in special session at 9:00 A.E. on this date, in the County Office Building, charlottesville, Virginia, with the following members present: ~essrs. Stuart F. Carwile, Gerald E. Fisher, J. T. Henley, Jr., ~William C. Thacker, Jr., Gordon L. Wheeler and Lloyd F. -Wood, Jr. We, the undersigned, members of the Board of County Supervisors of Albemarle County, ¥irginia, do hereby waive notice and special service thereof, of a meeting to be held at 9:00 A.~. on the 3rd day of January, 1972, for the purpose of organization and for the purpose of discussing matter pertaining to the Federal Emergency 'Employment Act, and we do hereby consent to any and all business and the taking of such action at said meeting upon the matters hereinabove mentioned as may be lawful, incident and necessary thereto. WOOD, JR., who were on the 2nd day of November 1971, duly elected members of the BOARD OF COUNTY SUPERVI~S of the County of Albemarle, Virginia, from the Jack Jouett, Samuel Miller, White Hall, Scottsville, Rivanna and Charlottesville ~agisterial Districts, respectively, for the term of office of four:years commencing on the first day of January 1972, on this the 30th day of December 1971, appeared in the Clerk's Office of the Circuit Court of the County of Albemarle, and with the American ~otorists Insurance Company of Illi- nois, a corporation chartered under the laws of the State of Illinois, their surety, entered into and acknowledged bonds in the penalty of One Thousand ($1,000.00) Dollars each, conditioned and payable according to law, the said surety acting by Addle Alexander, its thereunto duly authorized agent and attorney in fact, who executed said bond on behalf of said Corporation by signing thereto its corporate name and affixing thereto, its corporate seal and who duly acknow- ledged the same. And thereupon the said Stuart F. Carwile, Gerald E. Fisher, Joseph T. Henley, Jr., William C. Thacker, Jr., Gordon L. 'Wheeler, and Lloyd F. Wood, Jr., took and subscribed the oath of office prescribed by law as members of the BOARD OF COUNTY SUPERVISORS of Albemarle County. (Signed) Shelby J. Earshall, Clerk The County Executive, T. N. Batchelor, Jr., presided at the opening of the meeting and called for nominations for Chairman. Nr. Fisher moved that Chairman be elected for a term of one year. This motion was seconded by Nr. Wheeler and carried by the following recorded, vote: AYES: Nessrs. Carwile, Fisher, Henley, Thacker, Wheeler and NAYS: None. Nr. Henley nominated ~ Gordon L. Wheeler as Chairman for a term of one year. Nr. ~Wood moved that nominations be closed. Nr. Wheeler was elected by the following recorded vote: AYES: Nessrs. Carwile, Fisher, Henley, Thacker, Wheeler and Wood. NAYS: None. Nr. Thacker nominated Lloyd F. ~ood, Jr. as Vice-Chairman for a term of one year. Nr. Fisher moved that nominations be closed. Nr. Wood was elected by the following recorded vote: AYES: Nessrs. Carwile, Fisher, Henley, Thacker, Wheeler and Wood. NAYS: None. On motion by Nr. Fisher, seconded by Nr. Wood, the following times and dates were set for regular meetings of this Board: Third Thursday each month, 9:00 A.N. for regular County business. Fourth Wednesday each month, 7:30 P.N. for all public hearings. (It is noted that the above schedule will begin February, 1972, since certain notices with regard to zoning hearings have been mailed by the Planning Depart- ment for the regular day meeting in January. ) Notion carried by the following recorded vote: AYES: Ness~s. NAYS: None. On recommendation of the County Executive, s~nd on motion by Nr. Carwile, seconded by Nr. Wood, the following were named as Department Heads with authority to appoint subordinates as provided by Section 1~.1-~98 of ~e Code of ¥irginia: Nr. James D. l~itchie- Supt. of Public Welfare. ~r. Bichard S. '~te - County Agent. Nr. John L. Humphrey- County Planner. Nr. Jo Harvey Bailey - County Engineer. Nr. Hugh F. Simms - Director, Dept. of Assessments. Notion carried by the following recorded~ vote: AYES: Messrs. Carwile, Fisher, Henley, Thacker, Wheeler and Wood. NAYS: None. The following persons were nominated for appointment to the Albemarle County School Board: Nr. H. Edward Chapman by Nr. Wood - Charlottesville District. Nr. Alton L. Taylor by Nr. Carwile - Jack Jouett District. Nr. Allan B. Kindrick by Nr. ~neeler - Bivanna District. Nfs. l~uth B. Congdon by Nr. Fisher - Samuel Niller District. Nr. Douglas White by ~r. Thacker - Scottsville District. l~r. Carl VanFossen by Nr. Henley - White Hall District. The County Executive advised that the previous Board had approved the employ- ment of an engineer under the Federal Emergency Employment Act. He explained that this was a one-year program and that the salary for such position was set at a maximum of $10,000 of which the County's share would be twenty-five per cent. How- ever, the County had not been able to employ anyone at this salary who also met all of the criteria listed in this Act. He recommended that the Board authorize employment of an inspector in lieu of this position, advising that he had checked with the Virginia Employment Commission and determined that this would be accep- table under the subject program. On motion by Nr. Fisher, seconded by Er. Henley, employment of an inspector as outlined above was approved. Motion carried by the following recorded vote: AYES: Messrs.
