1972-02-09February 9, 1972 Pursuant to the following notice, which was hand delivered by the Sheriff's Office on February 4, 1972, the Board of County Supervisor s of Albemarle County, Virginia, met in special session at 3:30 P.E. on this date in the County Office Building, Charlottesville, Virginia, with the following members present: ~essrs. Carwile, Fisher, Henley, Thacker, Wheeler and ~Vood. Absent: None. "This is to give notice of special meeting called by Nr~ Gordon L. Wheeler and Nr. Stuart F. Carwile for the purpose of considering the following matters: To approve the resolution adopted by the County School Board of Albe- marle County, Virginia, on January 31, 1972, accepting the terms offered by the Treasury Board of the State of Virginia, acting on behalf of the Board of Trustees of the Virginia Supplemental Betire- ment System for the purchase by the Virginia Supplemental Betirement System of $2,250,000.00 School Bonds of Albemarle Cmunty, Virginia, and to pledge the full faith and credit of the County of Albemarle, Virginia, as to the payment of said $2,~250,000.00, both principal and interest. To take such steps as may be necessary to secure the appointment of counsel to represent the County of Albemarle in ~ivil matters. ~ess~s. Wheeler and Car~rlle have asked that this meeting be held at 3:30 P.~. on Wednesday, February 9, 1972 in the Board Boom of the County Office Building and that the Commonwealth's Attorney be requested to be present at said meeting." The following resolution, dated January 31, 1972, was received from the Albe- marle County School Board: "BE IT BESOLVED BY THE C0%~Yi~ SCHOOL BO~D OF A~BE~ARLE COUNTY, VIR- GINIA: I. This Board, having received a certified copy of a resolution adopted by the Treasu~ry Board of the State of Virginia, acting on behalf of the Board of Trustees of the Virginia Supplemental Betirement System on the 31st day of January, 1972, fixing the terms for the purchase by the Virginia Supplemental t~etirement System of Two Nillion Twu Hundred Fifty Thousand Dollars ($2,250,000) School Bonds of Albemarle County, dated February 1, 1972, maturing in installments of $700,000 on February 1 in each of theyears to 19921,~ inclusive, and bearing interest at the rate of ~-7/B% per year, at par and accrued interest, hereby approves and agrees in all respects to the terms fixed by the Treasury Boa~, ..and, subject to the approval of the B~ard of Supervisors of Albemarle County, such bonds shall be issued pursuant to Chapter 6, Title 15.1, Code of Virginia of 1950, as amended, and in conformity ~th the provisions of such resOlution of the Treasury Board. A certified copy of such resolution shall be filed with the minutes of this meeting. 2. A certified copy of this resolution shall be presented to the Board of Supervisors of Albemarle County for its approval. 3. This resolution shall take effect immediately." The following resolution was offered by Er. Carwile, seconded by Er. Wood, and adopted by the following roll call vote: AYES: Nessrs. Carwile, Fisher, Henley, Thacker, ~rneeler and ~ood. NAYS: None. BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF AI~~ COUNTY, VIRGINIA: 1. The resolution adopted by the County School Board of Albemarle 21 County on the ~lst day of January, 1972, approving the terms fixed by the Treasury Board of the State of Virginia, acting on behalf of the Board of Trustees of the Virginia Supplemental I~etirement System, for the purchase by the Virginia Supplemental l~etirement System of Two ~illion Two Hundred Fifty Thousand Dollars ($2,250,000) School Bonds of Albemarle County, dated February t, ~972, maturing in installments of $100,000 on Febru- ary 1 in each of the years 1973 to 1987, inclusive, and $150,000 on February 1 in each of the years 1988 to 1992, inclusive, and bearing interest at the rate of 4-7/8% per year, at par and accrued interest, is hereby approved in all respects, and the issuance of such bonds pursuant to Chapter 6, Title 15.1, Code of Virginia of 1950, as amended, and in confirmity with the terms fixed by the Treasury Board is also hereby approved. A certified copy of such resolution of the County School Board shall be filed with the minut ~s of this meeting. . The full faith and credit of Albemarle County are hereby irrev cab~.y pledged for the payment of principal of and interest on su~h bonds. There shall be levied and collected annually on all locally taxable property in the County an ad valorem tax over and above all other taxes authorized or limited by law sufficient to pay slch principal and interest as the same respectively become due and D~yabte. . A certified copy of this resolution shall be filed with ~e Clerk of the County School Board. $. This resolution shall take effect immediately. On motion by Nr. Carwile, seconded by ~r. Thacker, the Board adjourned to an executi~e session with the Commonwealth's Attorney to discuss employment of a County Attorney. Eotion carried by the following recorded vote: AYES: Eessrs. A~ 4:40 P.E. the Board was informed that the Service Authority, who had re- quested that tD~is Board meet v~th them at 4:00 P.E. for a briefing session, were waiting in the hall and some members would have to leave shortly. Henley, seconded by Mr. Fisher~ returned to executive session to continue discussion on person- nel. Motion carried by the following recorded'Vote: AYES: ~essrs. Fisher, Henley, Thacker, '~heeler and NAYS: None. ABSENT: Mr. Carwile. At 6:40 P.M. the meeting reconvenel, at which time motion was offered by Mr. Wood, seconded by Mr. Thacker, to employ a County Attorney. Motion carried by the following recorded vote: AYES: Messrs. Fisher, Henley, Thacker, Wlaeeler and Wood. NAYS: None. ABSENT: Mr. Carwile. On motion by Mr. Wood, seconded by Mr. Henley, Mr. Herbert 'Pickforl was appointed County Attorney.
