1972-02-16,23 February 16, 1972 Pursuant to the following notice, which was hand delivered by the .Sheriff's Office on February 11, 1972, to all members of this Board and to the Commonwealth's Attorney and County Attorney, the Board of County Supervisors of Albemarle County, Virginia, met in special session at 7:30 P.M. on this date in the Albemarle 0ounty Court House, Charlottesville, Virginia, with the following members present: Messrs. 'Stuart F. Carwile, Gerald E. Fisher, J. T. Henley, Jr., William C. Thacker, Jr., Gordon L. Wheeler and Lloyd F. ~Vood, Jr. Absent: None. "This is to give notice of special meeting called by Nr. Gordon L. '~neeler and Nm. William C.~ Thacker, Jr. for the purpose of conduct- ing public hearing on resolution entitled: A tKESOLUTION SIGNIFYING TEE INTENTION OF THE BOARD OF SUP~VI~S OF ~ARLE COUNTY, VIRGINIA, TO ~FECIFY ADDITIO~ PROJECTS TO HE ~T~<E__N BY THE ALBENARLE COUNTY ~ERVICE AUTHORITY INCLUDING THE ACQUIRING, FINANCING, CONSI~UCTING, OPERATING AND NAINTAINING ONE O~ ~OP~E "~ATE~ S~'~ENS ~ND ONE OR MOP~ ~EI~ERAGE S~ET~S, OR A~ CONBINATION THEREOF, AND FOE THE PURP0~E OF ~CISING THE P0~ERS CONFERRED BY THE VIRGINIA '~ATER AND ~E~ER AUTHOBITIES ACT ~D ~DNENTS THERETO. This special meeting is called for 7:30 P.M. on ~ednesday, February 16, 1972, and will be held in the Circuit Court Boom, Albemarle County Court House." Nr. Gordon~Wheeler, Chairman, called the meeting to order and read the title of the resolution proposed. He then called on Nr. Myron Tremain, Chairman of the Albemarle County Service Authority, who read a statement regarding the history of the Service Authority and projects, both completed and planned. At the conclusion of Nm. Tremain's remarks, a number of people in the audience complained that they were unable to hear, some of them not being able to get into the Court Boom. The public requested that the meeting be moved to another location which would accomo- date the large crowd present. After discussion with members, motion was offered by Nr.
