1970-02-05February 5, 1970 A meeting of the Board of County Supervisors of Albemarle County, Virginia, adjourned from January 15, 1970, was held at ~:30 P.~. on this date at the Albemarle County Court House. Present: ~essrs. E. N. Ga~nemtt, Joseph E. GibsOn, Donald .Garr.oll, Gordon L. '~heeler, Lloyd F. ~Wood, Jr., and R. A. Yancey. Absent: None. Officers present: County Executive and County Planner-. On recommendation of the County Executive, the following resolution was offered by Nr. Wheeler, seconded by Nr. Yancey, and unanimously adopted: ~, the Board of Supervisors of Albemarle County, in 1964, created the Albemarle County Service Authority under the authority and provisions of the Virginia Water and Sewer~ Author- ities Act (Chap.t.er 28 of Title 1 5.1 of the Code of Virginia of 19'50 as amended), and WHEREAS, this Board' has from time. to time specified various projects to be undertaken by_ the Albemarle County ~ervice Authority in order to provide public water and sewer service for various sections of Albemarle County, including projects in the Orozet area, in the residential subdivisions nor~..~and west of the City of Charlottesville, in.the Scottsville area and in the area .lying between the South and North Forks of the Rivanna River, ~cluding the Charlottesville-Albemarle Airport; and 'WHEREAS, ,due to the limited financial resources of the Service Authority, t~zis Board has, in many cases, advanced from the general funds of the 0ounty substantial sum~ of money to pay for acquisi- tion of land and' construction of facilities, and has taken title to property and entered into contracts in its cram name, and has then turned lities over to the Service Authority for operation, in kion that they would be transferred to the Service upon repayment to the County's general fund of the amounts advanced by this Board; and ~WEEREAS, the above policy was followed in connection with the construction by this Board of'the water transmission line recently constructed from the South Fork of the Rivanna River to the Char- lottesviI~-Albemarle Airport and to the North For~ of said River; and '~AS, the Albemarle County Service Authority has now applied to the Farmers' Home ~]m~nistration, an agency of the United States Government, for a ~oan which will enable it to repay to the County's general fund all moneys paid therefrom for construction of said water line s; NOW, THEREFOBE, BE IT BESOLVED that, pursuant to the established policy described above, this Board hereby agrees to transfer and con~ vey to the Al~bemarle County Service Authority the aforesaid water lines running from the South Fork of the Rivanna River in Albemarle COunty to the Charlottesville- Albemarle Airport and to the North Fork of said River, together with all easements and other property owned'i.-Dy this Board in connection therewith, upon re-payment to the County general fund of all moneys advanced by this Board for acquisi- tion and construction of said water lines. The following resolution was offered by Nr. Wood, seconded by Nr. Gibson, and unanimously adopted: WHEREAS, the Governor's request for funds will allow locali- ties to receive State funds and more Federal funds to build sewer facilities; and 187 '~AS, sewer Facilities are badly needed in the County now, some of which, cannot be built because of~ lack of fttuds and the need.for grants; NOW, THEREFOBE, BE IT BESOLVF~..by the. Board of County Bupervisors of Al_bemarle County, Virginia, that the legislative delegation be requested to snpport the Governor's request for ihmds For abatement of water pollution. The following resolution was offered by Nr. Gibson, seconded by Mr. 'Wood, and unanimously adopted: BE IT P~SOLVED by the Board of County Supervisors of Albe- marle County, Virginia, that the Virginia Department of Highways be and is hereby requested to accept into the Secondary System of Highways that section of Carrsbrook Drive beginning at the end of State maintenance on Route 8~$ and extending southeasterly For a distance of . 12 mile. BE IT F~qTHE~ BE~0LVED that the Virginia Department of High- ways be and is hereby guaranteed a 50-foot unobstructed right-of- way on. this requested addition, a&ong with drainage easement, the same having been recorded by plat in the office of the Clerk of the Circuit Court of Albemarle County in Deed Book 402, page 91, and Deed Book 414, page 29. Nr. R. G. Warner, Resident Highway Engineer, appeared before the Board to explain the Secondary Road Fund Projects for the next six years. Projects that have been approved and portions Funded in the past are as follows: (1) Route 602, at Howardsville, I .7 miles across the mountain connecting the improved portions of this road. T.C.-60. Cost estimated at $120,000.00, expected to be advertised early 1971. (2) Route 633 at Covesville, from 29 across railroad track, 4.5 miles, replace trussle crossing railroad and improve approaches and road, $200,000.00. Half of this is for the bridge. (3) Route 635, Miller School Road, from 250 past ~iller School property 3-5 miles, approximately $550,000.00. Bids to be received Fall of 1970' (4) Route 729 - 250 to University of Virginia Airport, 0.8 mile. l~eplace bridge and improve, approximately $425,000.00. No bid date as of yet. 53o-~. o. (5) Route 643, Polo Grounds Road, 12%-T.0., 2.7 miles. Improvement of road and bridge. $380,000.00. No date. (6) Route 637, from Ivy Interchange of 64 into.Ivy at 250 - 1.75 miles. Short bridge and road improvements, $350,000.00. (7) Route 614 - from 678 to 810, 'White Hall Road - 3.8 miles, $500,000.00. Bridge and realignment plus road repairs. 600-800-T.C. (8) Route 601 from 829 to 678, 1.2 miles, $300,000.00. Bridge ap- proaches. 519-T. C. The Board of Supervisors. discussed these projects.with Nr. Warner and it was agreed that~ the Board. shonld go out and look at some of these pro- jects. ~ter lengthy discussion with citizens in attendance, it was the consensus of opinion that without additional support of the Secondary Road System that the County was getting further behind~ in having adequate roads rather than catching up. It was suggested by Nr.. Wheeler that a meeting be set up in order for the Board to better tuuderstand the. allocation of Secon- dary Road ~tuds to the County and what we might expect in the future, The 0hairman ~h~ed Mr. Warner for the department's cooperation with the Board and with the' people of the County and particularly for his personal interest and sincerity in handling highway matters in the County. He stated that Er. Warner had done a great deal personally to make an under-financed road system as tolerable as possible and to work with the citizens in explaining the difficulties of taking care of problems that arise in the County. Claims against the County amounting to $935,477.27 were presented, examined and allowed, and certified to the Director of Finance for payment and charged against the following funds: General Revenue Fund General Operating 2~nd School 0Derating Fund Virginia Public Assistance ~nd Capital Outlay ~Gnd Cafeterias McIntire Trust FLuud Dog Tax Fund County Water Systems Town of Scottsville 1% Local Sales Tax Commonwealth of Va.
