1970-03-11 March 11, 1970 A meeting of the. Board of County Supervisors of Albemarle County, Virginia, adjourned from February 19, 1970, was held at 7:00 P.M. on this date in the Board Room, County Office Building.. Present: Messrs. E. N. Garnett, Joseph E. Gibson, Donald Carroll, Gordon L. Wheeler, Lloyd F. Wood, Jr., and R. A. Yancey. Absent: None. Present also were T. M. Batchelor, County Executive; B. G. Wa~.~ner, Resident Highway Engineer; and R. Coats, Assistant Highway Engineer. The Chairman announced that this was the time .~dvertised for Annual Road Hearing and called for requests from the public. The following re- quests were received: (1) Route 723, - From Route 626 to Route 715, a distance of 3.1 miles, request for surface treatment and salt i~u winterl TC-33. Roger Ford, spokesman - others appeared. (2) Route 600 - Fro~'~Boute 231 to Route 20 North, a distance of 5.60 miles, widen and stabilize. TC-38. Clifford Spicer, spokesman. (3) Route 600 - From Route ?47 to Route 700, a distance of 2.20 miles. widen and surface treatment. TC-31. Slade, spokesman. (19) New addition - off Route 685 0.50 mile and off Route 616 I mile east of railroad, 0.25 mile. Request submitted by Nr. Wheeler. ~atter for Road Viewers. Nr. Warner advised those present that in order~ to qualify for surface treatment, a road must carry a traffic count of at least 50. Several persons present voiced opposition to the methods and time of traffic count by the Highway Department. Also, considerable discussion was given to the amount of funds allocated to this 0ounty through the Culpeper District. The public was advised that a meeting is being arranged with State officials with regard to the distribution of highway funds. Nr. Gibson advised that some of the counties in this region had expressed unwillingness to pay their proportionate share for site preparation of the community college. He requested authority to tell other counties that the proportionate enrollment in the college will be determined by participation in site preparation and that at the end of the third full year of operation, an adjustment be made, applying only to capital outlay, on re-allocation of funds for site acquisition and preparation. This authority was granted Mr. Gibson on motion by Mr. Wheeler, seconded by Nr.
