A meeting of the Board of County Supervisors of Albemarle County, Virginia,
adjourned from October 1~, 1970, was held at 7:30 P.~. on this date in the Board
Room, County Office Building.
Present: ~essrs. E. N. Garnett, Joseph E. Gibson, F. E. Paulett, Gordon L.
7~neeler, Lloyd F. 'Wood, Jr. and t{. A. YanceY.
Absent: None.
Officers present.: County Executive, County Attorney, and Ray B. Jones,
Executive Director of the Albemarle County Service Authority.
The Chairman called for public hearing on Resolution of Intent to Designate
Certain %¥ater and 'Sewer Projects to..be Undertaken by the Service Authority. No
one from the public spoke in this regard~ ~he following resolution was offered
by Nr. Gibson, seconded by Nr. Wood, and adopted by the following recorded vote:
AYES: Nessrs. Garnett, Gibson, Paulett, ~heeler, Wood and Yancey.
NAYS: None.
'~AS this Board, by resolution adopted at its regular meeting
on October 1~, 1970, stated its intention to designate certain water
and sewer projects to be undertaken by the Albemarle County Service
Authority; and
'WN~REAB, a public hearing on said projects was held this date
pursuant to notice thereof published once on October 18, 1970, in The
Daily Progress, a newspaper published in Charlottesville, Virginia,
having general circulation in Albemarle County, Virginia;
NOW, THEREFOBE, BE IT BESOLVED by the Board of County SuPervisors
of Albemarle County, Virginia, as follows:
..Sec~io.n 1: That this Board, having created the Albemarle County Service
uthority pursuant to the 'Virginia Water and Sewer Authorities Act
Chapter 25 of Title 1~. 1 of the Code of Virginia of 19~0) as amended,
hereby designates the follOwing water and sewer projects to be under-
taken by the said Authority, which are set forth in more detail in the
report of John ~cNair and Associates, dated Narch 19, 1969, entitled
"Engineering Report, North Rivanna River Water Facilities for Albemarle
County Service Authority".
PROJECT
To acquire, construct, maintain and operate water and sewerage
systems in an area within Albemarle County north and west of the City
of Charlottesville on both sides of U.S. Route 29, and being the area
shown on a plat entitled "Proposed Water Transmission Nain Along U. S.
Route 29, Albemarle County, Virginia, Plate ~" prepared, by John NcNair
and Associates, Consulting Engineers, which is attached to this resolu-
tion as a part hereof ~ud which is part of said engineering report.
The estimated cost of this project is $1,766,000.00.
SectiQn 2: No other authority has been created under the provisions of
said Act serving the whole or part of the same area, and none of the
powers granted by said Act shall be exercised by the Authority in the
construction, maintenance, extension or operation of any project or
projects which in whole or in part shall duplicate or compete with
existing utilities, public or private, serving substantially the same
~urposes and area.
Nr. Warren Cline from NcNair and Associates appeared before the Board to
present proposal for a study to include water for that part of the County from

Stillhouse Nountain to the Ivy Interchange of Interstate 65 and a study for
sewerage in the western .portion of the County and in the 29 North Corridor-
Earlysville area. Several questions were asked to and answered by Nr. Cline
as to the scope an~Lnature of the work. Study is to be complete December 1st.
On motion by Nr. Gibson, seconded by Nr. Wheeler, rules with regard to second
reading were suspended.and the following resolution unanimonsly~ adopted:
HE IT RESOLVED by the Board of County Supervisors of Albemarle
County, Virginia, ~hat $10,000.00 be and the same~is hereby appro-
priated for water-and sewer studies by NcNair and Associates for
preliminary engineering for the western portion of the County and
the 29 North Corridor; it being further understood that the General
Electric Company will participate in this expenditure up to 50%.
Claims against the County amounting to $83~,759.34 were presented, examined
and allowed, and certified to the Director of Finance for payment and charged
against the following fLtuds:
