Pursuant to the following waiver, the Board of County Supervisors of Albe-
marle County, Virginia, met in special session at 7:30 P'.~. on this date, jointly
with City Council of the City of Charlottesville, in the City Court House.
Present: ~esk~s. E. N. ~arnett, Joseph E. Gibson, Jr., F. E. Paulett,
Gordon L. Wheeler, Lloyd F. Wood, Jr. and R. A. Yancey.
Absent: None.
Others present besides City representatives were T. ~. Batchelor, Jr., County
Executive, Robert R. Jennings, Director of Planning and Grants Division of the
State 'Water Control Board, Donnie R. ~neeler, Assistant Director, and Bill Slagle,
S.~.C.B. Regional Engineer.
'We, the undersigned, members of the Board of County Supervisors of
Albemarle County, Virginia, do hereby waive notice .and special service
thereof, of a meeting called for 7:30 P.~. on the 6th day of August,
!971, to be held at the City Court House, for the purpose of receiv-
ing report on the State Water Contel Board's edict on merging utili-
ties and we do hereby consent to any and all business and the taking
of such action at said meeting upon the matter hereinabove mentioned
as may be lawful, incident and necessary thereto. ~ _ .

State Water Control Board representatives explained th~ problems we have, the
effects of these problems, and the need for the two communities to give serious
consideration to joining together in their utilities. After complete and
thorough discussion and questions by members of the Board of Supervisors, there was
a motion by Nr. Gibson, seconded$ Nr. Wood, that an engineering firm be hired by
the County Executive and City ~anager to investigate the possibilities of putting
the two utility systems to~ether, both physically ~ud fiscally. This m~tion
carried by the following vote:
AYES: Messrs. Garnett, Gibson, Wheeler and Wood.
NAYS: Nr. Yancey.
ABSTAINING: Nr. Paulett.
On motion, the meeting was adjourned.
