1967-10-04SPECIAL1'91 October 4, 1967 A special meeting of the Board of County Supervisors of Albemarle County~ Virginia, was held at 10:00 A.M. one,this date in the County Office Building~ Charlottesville~ Virginia~ in accordance with the following waiver: We~ the undersigned, members of the Board of County Supervisors of Albemarle County~ Vi~ginia~ do hereby waive notice and special service thereof~ of a meeting to be held at 10:00 A.M. on the ~th day-of October, 1967~ for the purpose of considering matters pertaining to Totier Creek, County Auto Licenses~ and Street Name~ Signs~ and we do hereby consent to any and all business and the taking of such action at said meeting upon the matters hereinabove ~entioned as may be lawful, incident and necessary thereto. Officers present: County Executive~ Commonwealth's Attorney, and Ad- ministrative Assistant. Mr. Floyd Johnson, Chairman of the Planning Commission~ advised that the Commission, s ~ecreation committee visited site of the Totier creek project along with consultants from Richmond~ and after a study of the site~ wished to submit the following recommendations: 1. Measures to assure building set-back on the perimeter by ordinance (subdivision regulations, zoning regulations~ etc.) 2. Immediate acquisition of land to encompass flood plain elevation in lieu of flood plain easement. 3. Purchase of approximately 25 acres bounded by impoundment on the north and east and by State Route 726 on the south. 4. Purchase of approximately 10 acres bounded by impoundment on the west: by State Route 726 on the south~ and industrial properties on the east. 5.Purchase of approximately ~ acres bounded by impoundment on the east at the dead ending of State Route 737. Sttmmary: 160 acres for impoundment at no~al level. 40 acres for recreational purposes. 40 acres for flood high water. 2~ acres total. Mr. Palmer expressed the opinion that land for recreational purposes should not be purchased unless property is controlled by zoning. After a lengthy discussion of this matter, motion was offered by Mr. Paulett~ seconded by Mr. Yancey, and unanimously carried~ authorizing the County Executive~ Mr. D. B. Marshall, attorney~ and Mr. F. E. Paulett to proceed with obtaining options on land as recommended by the Planning Commission. The County Executive advised that Commonwealth Consultants had recommended that a local dealer sell County auto licenses. He stated that he had received a proposal from Thomas F. Wingfield~ agent for State auto tags, to sell the County licenses in his office for a fee of 30¢ each. It was pointed out that agents in Scottsville and Crozet had been selling the County stickers for a fee of 2~¢. On motion of Mr. Palmer, seconded by Mr. Yancey, and unanimously carried, the proposal of Mr. Wingfield was approved and it was also directed that the Scottsville and Crozet agents be paid a fee of 30¢ for each license sold, ~ud further that all agents also handle transfer of such licenses. Communication was received from Crozet Lions Club advising that formal request of this Board is necessary in order to have the Highway Department erect and maintain street signs recently purchased for Crozet. The follow- ing resolution was offered by Mr. Thraves, seconded by Mr. Yancey~ and unani~ mou~iy adopted: WHEREAS~ street signs haVe been purchased for the Crozet area of~Aibemarle County$ and WHEREAS~ said signs meet the specifications for design G-57 of the Highway Department as described in Highway Manual, page 6~8~ NOW~ THEREFORE~ BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that the Virginia Department of Highways be and is hereby reGuested to erect and maintain said street name signs in the Crozet area. The County Executive advised that it was also requested that resolution be forwarded for erection and maintenance of street signs in Carrsbrook. The following resolution was offered by Mr. Kirksey, seconded by Mr. Yancey~ and unanimously adopted: 293 ' BE IT RESOLVED by the Board of County Supervisors of Albemarle County~ Virginia, that the Virginia Department of Highways be and is hereby requested to ere~ct and maintain street name signs in Carrsbrook Subdivision.
