An adjotmmed meeting of the Board of County Supervisors' from
April 18, 1968, was held at 3:00 P.~. on May 9, 1968, in the Board
Room of the County Office Building, Charlottesville, Virginia.
Present: Messrs. Joseph E. Gibson, Peter T. Way, Gordon L.
Wheeler and R. A. Yancey.
Absent: ~essrs. E. N. Garnett a~nd Lloyd F. Wood, Jr.
This meeting was held Jointly with members of City Council.
Public hearing, notice of which was published in the Daily
Progress on April 26 and May 3, ~968, was opened by the Vice~Chairma~',~
The floor was opened for any corm~ents and questions regarding designa-
tion of Community Action Agency to serve the County and City..
Several persons presented grievances against the Community Action
Organization as to the internal operations and personnel procedures.
~any of these procedures were defended by Con~nnnity Action's employees
and directors. Ma~. Louie Scribner, Chairman of the Organization, in-
vited one and all who had any personal grievances or complaints to
present same to him or to the entire board. The~cwere some complaints
about Commtu~.ity Action in general and the vast sums that are being ex-
pended for this program, in relation to benefits received. Upon
thorough discussion and all questions being answered to the best of
the ability of the people to whom they were directed~ and no one having
any further questions or statements, motion was made by Mr. Way,
seconded by Mr. 'Wheeler, that the present Community Action Organization
be designated the new Community Action Agency with the proper one-third

representation from local government on the Board of Directors.

The following plats were presented:
(1) Division of Henry W. ~aciin~ Jr. property on Route 60~, prepared
by O. 1~. Randolph and approved by the County Planning Co~mission.
(2) Division of Walter M. Norve!ie property on Route 633, prepared by
O. R. Randolph and approved by the County Planning Commission.
On motion of Mr. Wheeler, seconded by Mr. Yancey, the foregoing
plats were approved and the Chairms~n and Clerk were authorized to sign
sa~ae on behalf of this Board.
Claims against the County amounting to ~761,804.31 were presented,
ex~mined~ and allowed, and certified to the Director of Finance for
payment and charged against the follov~[ng funds:
