1969-03-27SPECIALMarch 27, 1969 Pursuant to the following waiver, the Board of County Supervisors of Albemarle County, Virginia, met in special session at 7:30 P.M. on this date in the Board Room, County Office Building, with the following members present: ~essrs. E. N. Garnett, Joseph E. Gibson, Peter T. Way, Gordon L. Wheeler, Lloyd F. Wood, Jr. and R. A. Ya~ey. Absent: NoneS;; We, the undersigned, members of the Board of County Supervisors of Albemarle County, Virginia, do hereby waive notice and special service thereof, of a meeting to be held at 7:30 P.M. on the 27th day of March, 1969, for the purpose of considering the following: 1. Short-term contract with City of Charlottesville for purchase of water. 2. Announcement of transfer of Region III HEW Offices from Char- lottesville to Philadelphia. 3. Annual Road Hearing. And we do hereby consent to any and all business and the taking of such action at said meeting upon the matters hereinabove mentioned as may be lawful, incident and Pe .er Wood, Jr. The County Executive submitted proposed short-term contract with the City of Charlottesville for the Durchase of water to serve an area located within the County along the U. S. Route 29, North corridor and recommended acceptance of this contract. On motion of Nr. Wood, seconded by Nr. Wheeler, unanimously adopted, the contract as submitted was approved and the Chairman was authorized to execute same on behalf of this Board. The Board's attention was called to announcement by the President of the transfer of Region III HEW Offices from Charlottesville to Philadelphia. After discussion, the following resolution as prepared by the County Attorney, was offered by Nr. Wood, seconded by Nr..Wheeler, for transmittal to every Senator, Cong~esmman and Governor in Region III, and was unanimously adopted: ..... ' WHEREAS the members of this Board were informed today that the U. S. Department of Health, Education and Welfare will trans- fer its regional headquarters from Charlottesville to Philadelphia, Pennsylvania, and will, over the course of the next eighteen months, vacate its building an& transfer its employees; and WEEREAS this Board deplores this precipitate action by the Federal authorities and desires by this resolution to record its prote st; NOW, THEREFOP~, BE IT I~ESOLVED that this Board hereby protests the aforesaid action by the U~ S. Department of Health, Education and 'Welfare upon the following grounds: First, the economic loss which will be suffered in the relatively small community of Charlottesville and Albemarle County will be severe in that an annual payroll of five and one'half million dollars will be suddenly withdrawn from our economy, approximately four hundred fifty employees will be transferred or dismissed which will seriously affect all of the private service businesses and industries in this community, and governmental planning for schools and other public services will be invalidated by the sudden departure of those employees and their families. Second, the economic waste and loss which will result to the Federal government itself by the sudden abandonment by HEW of its three million dollar building which was designed for exclusive use by HEW and has been used for less than three years. Third and most important, the adverse effect upon the services which have previously been provided by HEW within this region; the regional headquarters for this area, when transferred to Philadelphia, will no longer be readily accessible to the state and local government officials nor to the citizens of this area, all of whom are immediately affected by decisions and orders of regional officials; the activities of this important branch of Federal authority will be further removed from this area, psychologically was well as physically; and the officials in the HEW Department who are charged with responsibility for decisions in vitally important local programs will lose touch with the people, the local governments and the prOblems most affected by those decisions. The Chairman called for public road hearing in accordance with notice posted at the Court House on Narch 11, 1969, and published in the Daily gress on Batch 10 and 17, 1969. The following requests were received: (1) Bequest of 0. L. Lewis for hard surface of Route 79~ from Slate Hill to Blenheim, a distance of 4.15 miles. (2) Request of John Ward to hard surface Route 809 (Deerpath Road in Bell- air Subdivision), a distance of 0.2~ mile. (3) Bequest of Nfs. James Wadsworth to widen and surface Route 662 from Route 660 $o Route 66~, a distance of 2.3 miles. (4) Bequest of Wayne Brady to hard surface Route 637 from Route 6~to Route 691. (~) Request of Frank Shumaker to hard surface Route 712 from Route 713 to Route 79~, a distance of 3.0 miles. (6) Request of Nfs. Edgar Lam to hard surface Route 777 from Orange County line to dead end and to join Route 641. Request of Nr. a~.d Nfs. Samuel Walker to widen and surface Route 781 (7) (Sunset Ave. Ext.) from Charlottesville Corporate Limits to Route 631. (8) Request of Harry Garth to widen and stabilize Boute 603 from Greene County line to l~oute 663, a distance of 0.70 mile. (9) Request of J. H? Clark for.~improvements to Route 642 from Route 29 to Route 649, a distance of 2.70 miles. (10) Request of Nfs. Ernest Chapman for improvements to Route 740 from Route 22 to Route 231, a distance of 1.40 miles. (11 ) Request by Nr. Peter T. Way for residents for improvement of 1.5 mile connection of Route 630. (t2) Request by Mr. Way for t~r. and Mrs. F. C.. Weber to improve Route 719. (13) Request by Nr. Wheeler for improvement of Route 660 from Route 743 to Route 66i, a distance of 1.6 miles. (14) Request of Mr. Wheeler for improvement to Route 647 from Route 22 to dead end. (15) Request by Mr. Yancey to hard surface Route 691 from Country Store to RoUte 250. (16) Request by Mr. Yancey to widen Route 684 from Yancey Nill to Route 691, a distance of 1.5 miles. (17) Request by Mr. 'Wood t~o hard surface Route 762 from Route 732 to dead end, a distance of 0.~0 mile. (18) Request by Mr. WOod to widen Route 616 from Route 68~ to Route 22. (19) Request by Mr. Garnett to hard surface Route 1210 from Route 1204 to Route 240, a distance of 1.3 miles. (20) R. equest of the Co~unty Executive to widen and stabilize Route 637 ~road to landfill) from Route 250 to Route 682. The foregoing requests for improvements were referred to Mr. R. G. ~Warner, Resident Highway Engineer, for consideration in the preparation of the budget for the coming year. On request of Mr. Wheeler, it was ordered that the request offl~Mrs. Lam to join Route 641 be referred to Road Viewers when they are appointed. On motion, the meeting was adjourned. ~ Dhairman
