Present: Messrs. H. Ashby Harris, Edgar N. Garnett, Edward L. Smith, N. Y. Sutherland, Jrl, Robert Thraves, and John W. Williams. Absent: None. O~ficers~.pEesent: Co%mty ExecutiMe and Commonwealth's Attorney. The meeting opened with the Lord's P=ayer led by Mr. M. ~ Pence. Minutes of the meeting of July 18, 1956, were read and approved. Mr. William Brown, Attorney, appeared regarding property originally owned by Haden Anderson located on the Albemarle-Fluvanna County line at Scottsville. He stated that the house was located in Albemarle County, a portion of the ~And in Fluvanna County, the entire property being assessed for taxa- tion in Albemarle Go~nty. He further advised that a cabin was constructed on that portion of the land lying in Fluv~aua County and sold off of the original tract of land and that the new owner of the cabin desired to be assessed for taxation in Fluvanna County. Mr. Pence stated that he would like to know the wishes of the Board in this instance. The Conm~onwealth's Attorney advised that this was a matter for th~ Director of Finance to handle rather than the Board of Supervisors. After considerable discussion, it was the expressed feeling of the Board that Mr. Pence proceed to act in this matter on the basis of infoz mation presented to him in support of this ~equesto Mr. ~. ~. Shields presented to the Board the tentative budget of the Secondary System for the year July l, 1956 - Jm%e 30, 1957. After study of' this budget, the following resolution was offered by Mr. Williams, seconded by Mr. Thraves and unanimously adopted: BE IT RESOLVED by the Board of County Supervisors of Albemarle Co~uty, Virginia, that the Secondary System Allocations for the year July l, 1956 - Ju~ue 30, 1957, as presented by Mr. W. W. Shields, Resident Highway Engineer, be and is hereby approved. Copy of letter to Mr. J. Hubert Carver, developer of Forest Hill Subdivision, from Mr. ~. W. S~elds~ Resident Engineer, regarding corrections which the Highway Department felt should be made, was presented to the Board. Mr. Williams advised Mr. Shields advised that he ~ould go over the roads in this subdivision withhim. Mr. M. ~. Pence advised the Board that in furtherance of instructions of this Board at its last regular meeting, he had checked on the act providing funds for access roads to industries. He stated th~ Mr. Crute of the Highway Department had advised by letter that the funds were meant for roads to new in- dustries and there was some doubt as to whether or not the West Virginia Pulp and Paper Company's loading station at Ivy could be classified as a new industry. He further advised that the act does not state that the funds are set aside for new industries and recommended that a committee be appointed to co~snlt with Mr. Crute in Richmond regarding thi~ matter. Er. Thraves stated that a number of pulpwood dealers in the County had expressed the feeling that the Company should bear the expense of a road to its plants rather than using public funds since the loading station was not to the advantage of the dealers. Don~ siderable discussion was given this matter and on motion of Mr. Williams, seconded by Nro~n. therland, the Chairman was requested to appoint a Committee to investigate this matter before taking it up further with Mr. C~ute. Mr. Harris appointed t~r. Smith and Mr. Thraves to serve on this ~ofimittee~ said committc~ to report back to the Board at its next regular meeting. Mr. Norman Gillum appeared andadvised that rights of way in the Wayland Park Subdivision had oeen c_eared by the purchase of land and asked for advice from the Board as to the method of getting FHA loans released on the dwellings in this subdivision.._ On motion of Mr. Garnett, seconded by Mr. Smit~, the following resolution was adopted t~uanimously and ordered forwarded to the Federal. Housing Administra- tion with a letter of transmittal; BE IT RESOL~ED by the Board of County Supervisors of Albemarle County, Virginia, that this Board will recommend to the State Department of Highways ac- ceptance intO the Secondary Road System of roads in the Wayland Park Subdivision, Croze~, Virginia, when said roads have been completed in accordance with sta~udards and specifications of the Department of Highways and have been given approval by that Department, unobstructed rights of way having been secured in this Subdivision. Mr. Vernon ~upin appeared and discussed the Free Union~bSchool situation with the Board. Er. Maupin was advised that this was a matter which· should be taken up with the School Board. Mr. M. M. Pences Director of Finance, submitted Statement of Expenses of the Department of Finance for the month of Ju~, 1956, of which one-half is to be borne by the State~ On motion, duly made and seconded, this Statement was examined, verified and approved. Mr. M. M. Pence, Director of Finance, submitted Statement of Expenses of the Sheriff's Office for the month of July, 1956, of which two-thirds are to be borne by the State. On motion, duly made and seconded, this Statement was examined, verified and approved. Mr.. Mo Mo Pence, Director of Finance, submitted Statement of Expenses of the Commonwealth's Attorney's Office for the month of July, 1956, of which one-half is to be borne by the State. On motion, ~uly made'and s'econded, this Statement was examined, verified and approved. Statement of Expenses incurred in the maintenance of the County Jail for the month of July, 1956, was submitted along with S?mmmary Statement of Prisoner Days. On motion, duly made and seconded, these statements were examined, verified and approved. Reports of the Department of Public Welfare for the month of J~uly, 1956, were presented in ac- cordance with Sections 63~67.1 and 63?67.2 of the Code of Virginia. Claim of the University of Virginia Hospital in the amount of $!,2%~o60, of which one-half is reimbursable by the State, was presented and on motion of Mr. ~'illiams, seconded by Mr. Sutherland, was unanimously approved for payment. Report of the County Executive for the month of July, 1956, v~s presented, approved and ordered filed. On motion of Mr. ~illiams, seconded by Mr. T,hraves, the following resolution v~s ~nanimously adopted in accordance with request received from the School Board: BE IT RESOLVED by the Board of County Supervisors of AlBemarle County, Virginia, that $75, 153.55 be and is hereky appropriated for operation of Schools for the month of September, 1956. Jail inspection report was received from the Di,~lsion of Correctlons, Department of Welfare and institutions, and was ordered filed. The offer of E. E.o Bibb to purchase two acres of land belonging to the County and located in the Scottsville District, 'parcel 75, map 121, was again ~rought before the Board and the committee con- sisting of Mr. Pence s~ud Nro Harris reported that they felt this to be a fair offer. Pence advised the Board that the floor in the office of Taylor and Deets and the ceiling in the Sheriff's Office in the Court House had fallen and that $5~500.00 had been estimated as the cost of repairing same. On motion of Mr. Williams, seconded by Mr. Smith, rules with regard to second readings were suspended and the following resolution unanimously adopted: BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that $5,500.00 be and is hereby appropriated for cost of repairing the Sheriff's Office and the office of Taylor and Deers in the Co~0.ty Court House. Mr. Pence called the Board attention of the L.G.O.C. meeting to be held at the University of Virginia August 27-29, 1956o Mr. Pence advised the Board that due to the fact that the Department of Welfare and Institutio~ had cut General Relief allocations and also because of the fact that District Home payments were paid from this category of relief, that only a very small amount wo-~d be left for other General Eelief ex- penditures. He f~u_~ther advised that it was the request of the Welfare Board. that the original approp- riation of the County be left as it is in view of the foregoing. On motion of Mr. Willi~ms~ seconded by Mr. Sutherland~ it was ordered that the ~elfare Board be allowed to use all funds appropriated in the Co%uuty~s~1956~57 budget for General Relief. Nr. Williams stated that he felt the Board should investigate the possibility and economy of utilizing labor of prisoners of the County Jail,~and requested the Chairman to appoint a committee to study this matter. Nr. Harris appointed Nr. Sutherland and ~r. Williams to serve~ on a committee with ~tr. Pence to study this matter. Mr. Thraves, reporting for the Rabies Committee, advised that it was the feeling of the majorit of persons in the County which he had contacted that the rabies innoculation program be susDended as a prerequisite to purchasing dog tags~ and offered this suggestion in the form of a motion. However~ Er. Thraves motion received no second. This matter was discussed at length and the fact was brought out tha' dog tag sales had decreased considerably during the last year. The committee was requested to contact other Treasurers to determine if sale of dog tags in other counties had declined and to report back to the Board regarding this matter.
