Pursuant to the following waiver, members of the Board of County Supervisors of Albemarle
County, Virginia, met in special session on this date in Council Chamber, City Hall, Charlottesville,
Virginia, at 10:00 A.M. with the following members present: Messrs. John W. Williams, Edgar N. Garnet1
Edward L. Smith, M. Y, Sutherl~nd, Jr. and Robert Thraves. Absent: Mr. H. Ashby Harris. The City
Council of the City of Charlottesville was also present:
We, the undersigned, members of the Board of County Supervisors of Albemarle County,
Virginia, do hereby waive notice and special service thereof, of ameeting to be held
at 10:00 A.M. on the fifth day of August, 1959, at the City Hall, C~barlottesville,
Virginia, for the ~mrpose of considering Grant Agreement from Federal Aviation
Agency for the construction of a terminal building at the airport, and we do hereby
~onsent to any and all business and the taking of such action at aaidmeetingupon
the matter hereinabove mentioned as may be lawful, incident and necessary thereto.

The County Executive was also present.
The County Executive presented letter under date of August 4, 1959, from the Federal Aviation
Agency, signed Ralph W. Schrieber, District Airport Engineer, with reference to the participation of
that agency in the cost of the proposed construction of a terminal building at the Airport. The letter
advised that although the Federal Aviation Agency recognized that a part of the increased cost in
the proposed building was attributable to an increase in the requirements of that agency, that due to
the availabilty of funds and ch~uges in the law, that agency would be unable to commit itself for more
than $11,000.00 additional funds above the original tentative allocation of $75,000.00, total~ing
The meeting was advised of the importance of immediate action on the matter since the dead-
line for the signing of the contract with the Iow bidder expired on Monday, August 17.
After discussion of the matter jointly with the City Council, the Board of Supervisors con-
vened to a private session. Considerable discussion was given the matter and a number of phases were
considered. After discussing other proposed projects, committments, and the financial s~atus, it was
determined that the Board should delay giving a definite answer at this time.
Thereupon, the Board reconvened into joint session and advised City Council that it was unable
to determine whether it would agree to appropriate its one-half share of the additional $34,000.00, or
$17,000.00, to tdal $77,000.00 as its share to proceed and to complete the proposed project, but that
the matter would be considered and that definite answer would be forthcoming on August 13.
