1959-11-18 A regular meeting of the Board of County Supervisors of Albemarle County, Virginia, was held at the office Building of said County on the 18th day of November, 1959. Present: Messrs. John W. Williams, Edgar N. Garnett, H. Ashby Harris, Edward L. Smith, M. Y. Sutherland., Jr. and Robert Thraves. Absent: None. Officers present: County ExecutiVe and Commonwealth's Attorney. The meeting opened With the Lord's Prayer led by Mr, M. M. Pence. Minutes of the meetings of October 21, October 23 and. November 2, 1959, were read and ap- proved. Mr. Robert Musselman, CPA, appeared and advised that the audit of the County's a~counts for the year ended June 30, 1959, had been completed and referred to the State Auditor for review. He ad- vised that copies of same would be mailed to members of the Board within the next few days. Petition signed by numerous landowners and others waS'received~-requesting widening and paving of Route 742 which runs by the County Dump and I. ake Reynovia property from Avon Street to Route 20. Mr. H. W. Runkle, Resident Highway Engineer, advised that this road has a large traffic count and is definit~ ly in need of ~improvement. He suggested that said road be considered as the next Federal Aid Project. Mrs. Whitt, who presented the petition, was advised that nothing could be done on this road in the im- mediate future but that same world be considered in the Federal Aid program.~ ReqUest was received from Mr. S. W. Heishhman for the acceptance of certain streets LnForest Hills Subdivision into the Secondary System. Mr. H. W. Runkle advised that said streets had been con- structed in accordance with standards of the Highway Department. On motiOn of Mr. Smith, seconded by Mr. Thraves, the following resolution was unanimously adopted: WHEREAS, the following sections of streets in Forest HillsI Subdivision, Albemarle County, Virginia, have been completed in accordance with standards and specifications of the Virginia Department of Highways, NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that the Virginia Department of Highways be and is hereby requested ~o aceeptinto the Secondary System of .Highways, LaurelCircle fr°m its intersection with Rock Creek Road to dead end at cul-de-sac and Rock Creek Road from the Corporate Limits of the City of Charlottesville to its inter- section with Daurel Circ~e,~ a total distance of approximately 700 feet. BE IT FURTHER RESOLVED that the Virginia Department of Highways be and is hereby guaranteed a 50 foot unobstructed right of way along this requested ad- dition, the same having been dedicated along with drainage easements and recorded in Deed Book 331, page 503, in ~he office of the Clerk of the Circuit Court. o Request was received from Mr. Haywood Nelms, Jr. for the acceptance of a section of Elizabeth Avenue in Woodhayven Subdivision into the Secondary System. Mr. H. ~. Runkle advised that said street had been completed in accordance with State standards with the exception of ditches. On motion of Mr. Sutherland, seconded by Mr. Garnett, the following resolution was unanimously adopted subject to advice from Mr. Runkle that ditches have been corrected: WHEREAS, the following section of street in Woodhayven Subdivision, Albemarle County, Virginia, has~ been completed in accordance with standards and specifications of the Virginia Department of Highways, NON, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that the Virginia Department of Highways be and is hereby requested to accept into the Secondary System of Highways Elizabeth Avenue from its intersection with Holmes Avenue to dead end, a distance of approximately 360 feet. ~E TT ~TMk~ RESOLVF~ that the Virginia Department of Highways be and addition, the same having .been dedicated along with drainage easements and. recorded in Deed Book 337, page 210,~ in the office of the Clerk of the Circuit Court. Petition was received requesting inclusion into the Secondary System of road located on the South side of the C&4~ Railway in the Woolen Mills area.. On motion of l~r. Sutherland, seconded by Mr. Harris, it was ordered that this request be referred to Viewers at the regular viewers meeting. Numerous letters were received requesting acceptance into the Secondary System of the first 2,100 feet of Carrsbrook Road in Carrsbrook Subdivision. Due to the fact that this subdivision does not come under the County's subdivision policy, the same would have to be referred to viewers. The Board took its previous position as to this request in that such request would be considered by Viewers at its regul'ar meeting and the County Executive was requested to so advise the petitioners. ' Communications were received from the Virginia Department of Highways advising that the follow- ing additions hhd been accepte~ into the Secondary System: (1) Oak L~a~ Lane .- From Rose Hill Drive to NCL of Charlottesville - 0~02 mile~ (2) Extension of Rose Hill Drive from NCL of Charlottesville to dead end - 0.07 mile. -(3~. Extensio.n of Rt. 1204, 200' south, thence in an easterly direction to dea~ ~n~ - 0.42 mile. Communication was received from the Virginia Department of Highways enclosing resolution adopted by the Highway Commission and effective on and after November 15, 1959, regarding acceptance of streets in subdivisions. The County Executive was directed to notii~y subdividers of these regulations. Mr. H. W. Runk~e, Resident Engineer, presented final Secondary System Budget for the year end- On motion of Er. Roudabush, which had been approved by the City and County Planning Commissions were presented, and on motion of Mr. Sutherland, seconded by Mr. Harris, were approved and the Chairman and Clerk were authorized to sign same on behalf of this Board: (1) Redivision of Lot 5. on Keith Valley Road, property of Louise J. O'Connell. (2) "Longview" Subdivision - O. Charles Casto, developer. (3) Redivision of Lot 166 and portion of Lot 165 - "Locus~ Grove Extension." The following plats, prepared byAmos Swee~:~ wh'ich 'had been approved by the City and County Planning Commissions were presented, and on motion of Mr. Garnett, seconded by Mr. Smith, were approved and the Chairman and Clerk were authorized to sign same on behalf~of this Board: (1) Redivision of Lots 1 and 2, Block C - "Woodhayv~n" Subdivision - Hayw&od Nelms, Jr., developer. (2) Section ~SA, "Greenbrier" Subdivision- Greenbrier Corporation, developer. The County Executive presented draft of proposed Trailer Ordinance, copies of which had been mailed previously to Board members and members of the Planning Commission for S~udy. Due to the length and content of this proposed ordinance, the Chairman appointed a committee consisting of Messrs. Suther- land, Thraves and Garnett, to study this ordinance and bring back recommendations to the Board at its December meeting. On motion of Mr. Harris, seconded by Mr. Thraves, it was ordered that intent to adopt a Trailer Ordinance at the December meeting, be published in the Daily Progress in accordance with law. Statemen~ of Expenses of the Department of Finance, the Sheriff's Office and the Office of the Commonwealth's Attorney for the month of October, 1959, were presented, and on motion ofNr. Garnett, seconded by Mr. Smith, were examined, verified and approved. Statement of Expenses incurred in the maintenance of the County Jail was submitted along with Summary Statement of Prisoner Days for the month of October, 1959. On motion of Mr. Sutherland, second~ by Mr. Garnett, these Statements were examined, verified and approved. Reports of the Department of Public Welfare for the month of October, 1959, were presented in accordance with Sections 6S-67.1 and 63-67.2 of the Code of Virginia and were approved. Claim of the University of Virginia Hospital in the amount of $2,006~00, of which one-half is reimbursable by the StaSe, was received, and. on motion of Mr. Harris, seconded by Mr. Smithy was mppro~e~ Report of the County Executive for the month of-October, 1959, was presented, and .approved and ordered filed. Garnett, the following resolution was unanimously adopted: WHEREAS, the Peoples National Bank of Charlottesville, Depository, has requested the substitution of certain securities held by the Treasurer of Virginia, Escrow Agent, in accordance with Escrow Agreement by and between the Peoples National Bank, the Treasurer of Virginia, M. N. Pence, Director of Finance of Albemarle County, and the Board of Supervisors of Albemarle County. NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that the Peoples National Bank be and is hereby author- ized to pledge the following securities: $400,000.00 U, S. Treasury Bonds, 2 3/4%, due 9/15/61. AND, u~on the pledge and delivery of the fore going,the Treasurer of Virginia is hereby authorized to release the following: $400,000.00 U. S. Treasur~ Notes, 4% due 8/15/62. On motion of Nr. Harris, seconded by Mr. Sutherland, the Chairman was authorized to sign right of way agreement for the Virginia Teleohone & ~elegraph Company for telephone line across the Charlottesville-Albema~2e Airport property, the same having been signed by the City of Charlottesville. Claim against the DoE Tax Fund was received from Mr. Eugene Houchens for one ewe sheepand one heifer calf. On motion of Mr. Sutherland, Seconded by Mr. Harris, Mr. Houchens was allowed $18.00 for the ewe. However, claim for the heifer calf was disallowed due to the fact that evidence was insufficie to verify the killing to have been done by dogs. Claim against the Dog Tax Fund was received from M~. G. E. Haney for One ewe shesp killed by dogs. On motion of Mr. Harris, seconded by Mr. Garnett, Mr. Haney was allowed $15.00.forthis ewe. Claim against the Dog Tax Fund was received from Mrs. Walter Layne for six pullets killed by dogs. On motion of ~r. Harris, seconded by Mr. Thraves, Mrs. Layne was allowed $1.00 for each of these pullets. The County Executive was directed-to write letters to the principal and to the choir director of Albemarle High School~, expressing the Board's appreciation for the entertainment furnished during the League of Virginia Counties Silver Anniversary at which Al~emarl~ Gotnty serv~d~ as host.
