1960-09-21 A regular meeting of the Board of Co~unty Supervisors of Albemarle County, Virginia, was held at the Office Building of said County on the 21st day of September, 1960. Present: Messrs. Edgar N. Garnett, H. Ashby Harris, George C~ Palmer, II, Mo Y. Sutherland, Jr. and Robert Thraves. Absent: Mr. John Wo Williams. Officers present: County Executive and Commonwealth's Attorney. The meeting opened with the Lord's Prayer led by M=. M. Mo Pence. Minutes of the meeting of August 17, 1960 and of September 9, 1960, were read and approved. Mr. H~ W. Runkle, Resident Engineer, appeared and advised that he felt the resolution adopted by the Board at the regtdar August meeting with regard to additions and abandonments in connection with construction of Route 708 should be changed in order to discontinue rather than abandon certain sectio~ After discussion of this matter, resolution of August 17, 1960, in this regard was rescinded on motion of Mr~ Harris, seconded by Mr. Palmer, and the following resolution unanimously adopted: WHEREAS, Secondary Route 708, from Int. Route 20 (near Carters Bridge) to 0°341 mi. west int~ Route 20 (near Carters Bridge), a distance of 0~35 miles, has been altered, and a new road has been constructed and approved by the State Highway Commissioner, which new road serves the same citizens as the road so altered, and WHE~S, certain sections of this new road follow new locations, these being shown on the attached sketch titled, "Changes in Secondary System Due to Relocation and Construction on Route 708, Project 0708~002~101, dated at Richmond, Virginia June 6, 1960." '~ ~ ~ ~ NON~ THEREF0~E, BE IT RESOLVED: That the portions of Secondary Route ~, m.e., ~c~i°ns 3,~shown in red on the sketch titled, "Changes in Secondary System Due to Relocation and Construction on Route 708, Project 0708-002-10~ B1, dat~ ~t~.R~i~cHmo~d, Vf~ginia,'~tu~ 6,~T960~.~"~.alto~aI di.s.tan~ bf ~081miles ~e~.and hereby is, added to the Secondary SyStem of State Highways, pursuant to Section 33-141 of the Code of Virginia of 1950 as amended; And further, that the State Highway Commission be requested to take the necessary action to discontinue the sections of old location, i.e., Sections l, 2 and. 4~ shown in yellow on the afore-mentioned sketch, a total distance of 0.28 miles, as a part of the Secondary System of State Highways as provided in Section 33.76.7 of the Code of Virginia of 1950 as amended. Mr. Runkle reported that larger drain pipe was being installed in Bellair to take care of the drainage problem which was called to the Board's attention at the last regular meeting in a letter received from Mr. William P. Moore, Jr., President of Bellair Association, Inc. The Board was also approached by Mr. Moore with regard to the need for a new survey in con- nectionwith the intersection of Route 250 and the entrance to Bellair Subdivision. On motion of Mr. Palmer, seconded by Mr, Harris, the following resolution was unanimously adopted: BE IT RESOLVED by the Board of County Supervisors of Albemarle County,. Virgi~nia, that the County Executive be and is hereby directed to write Mr. H. A. Harris, Highway Commissioner, requesting a new survey of the intersection of Route 250, Nest, with the entrance to Bellair Subdivision. Communication was received from Mr. Haywood Nelms, Jr. requesting inclusion into the Secondar System of a section of Agnese Street in Woodhayven Subdivision. On motion of Mr. Harris~ seconded by Mr. Palmer, the following resolution was unanimously adopted: WHEREAS, the following section of Agnese Street in Eoodhayven Sub- division has been completed in accordance With standards and specifications of the Virginia Department of Highways, with the exception of certain miscellaneous work, NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that conditional upon final inspection by the Resi- dent Engineer that said street has been completed in all respects to Highway Specifications, and provided necessary bond has been posted and maintenance deposit has been made according to policy of the H~ghway Department, the Virginia Department of Highways be and is hereby requested to accept into the Secondary S68 beginning at intersection with Elizabeth Avenue and extending through intersection with Lili Lane, a distance of approximately 920 feet. BE IT FURTHE~RESOLVED that the Virginia Department of Highways be and is hereby guaranteed, a 50-foot unobstructed right of way along this requested addition, the same having been dedicated along with drainage easement and recorded in Deed Book 337, page 210, in the office of the Clerk of the Circuit Court. A delegation appeared with regard to bridge on Ray's Ford Road (Route 660) near E~rlysville, Virginia, advising that said bridge collapsed three hours before a school bus was to have crossed it. They stated that upon investigation, it was found that all bridges must be inspected every six months and that the subject bridge had not been inspected for ten months. Further, that although this last report had indicated the bridge to be in poor condition, nothing had been done to correct the situation. The delegation made two requests. One, that a new bridge be constructed immediately with black-top on the road as promised a number of times previously. Two, that this Board request the High- way Department that bridge inspections be made at regular intervals and when found to be in need of repair, that necessary repairs be made to assure safe conditions. Mr. H. W. Runkle, Resident Highway Engineer, ~dvised that his department had planned to con- struct a temporary bridge and had been requested by residents in the area to wait until after the meet- ing of this Board. Those present insisted that a permanent bridge be constructed immediately. Charles Nimmo stated that he would be willing to give the necessary land in order that better approaches might be made if a new bridge were constructed immediately. The County Executive recommended that this Board adopt a resolution requesting the State High- way Department to make a study of rebuilding this bridge. After considerable discussion~ the following resolution was offered by Nr. Palmer, seconded by Mr. I!arris, and unanimously adopted: BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that the Virginia Department of Highways be and is hereby requested to construct a temporary culvert across river on Route 660 (Ray's Ford Road) near Earlysville, Virginia, and to make an immediate study with regard to the con- struction of a permanent bridge. On motion of Mr. Harris, seconded by Mr. Palmer, the following resolution was a!sounanimously adopted% BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that the Virginia Department of Highways be and is hereby urged to make inspection of all bridges at six-month interEa!s and further, to follow up with necessary repairs to maintain all bridges in a safe condition. The following plats which had been approved by the City and County Planning CommiSsions were presented, and on motion of Mr. Harris, seconded by Nr. Thraves, were approved and the Chairman and Clerk were authorized to sign same on behalf of this Board: (1) Plat prepared by Mr. O. R. Randolph, revision of Lot 6, Block 6, Section II, Greenbrier Subdivision. (2) Plat prepared by J. Earl Barnett, redivision of I acre belonging to Jeff WaLker on Chesapeake Street into four lots. ~B~ following plats which had been approved by the City and County Planning Commissions, but which had not been signed by the City, were presented, and on motion of Mr. Harris, seconded by Mr. Garnett, were approved and the Chairman and Clerk were authorized to sign same on behalf of this Board, subject to signatures by the City Planning Commission: (1) Plat prepared by Mr. William S. Roudabush, Jr. - Section 2, Sunnyfields Subdivision. (2) Plat prepared by Mr. William S. Roudabush, Jr. - Redivision of land owned by Alma C. Sampson located near Nassau Street and Linden Street. (3) Plat prepared by Mr. William S. Roudabush, Jr. - Division of property belong, lng to Loyal Order of Moose located on Route 29, No~-th. Communication was received from the City of Charlottesville advising that committee appointed at the last meeting of the City Council recommended the reappointment of Mr. Gus K. Tebell as a member of the Joint Airport Commission, subject to-approval by this Board. The Chairman appointed a committee consisting of Mr. Palmer and Mr. Garnett, to make recommendation in this regard. After a short meeting of the committee, Mr. Gus Tebell's reappointment was recommended, and said recommendation accepted by the Board. Statements of Expenses of the Department of Finance, the Sheriff's Office and the Office of the Commonwealth's Attorney for the month of August, 1960, were presented, and on motion of Mr. Harris, seconded by Mr. Palmer, were examined, verified, and approved. Statement of Expenses incurred in the maintenance of the County Jail was submitted along with Summary Statement of Brisoner Days for'the month of August, 1960. On motion of Mr. Palmer, seconded by Mr. Harris, these Statements were examined, verified and approved. Reports of the Department of'Public Welfare for the month of August, 1960, were presented in accordance with Sections 63-67.1 and 63-67.2 of the Code of Virginia, and on motion of Mr. Thraves~ seconded by Mr. Palmer, were approved. Claim of the University of Virginia Hospital in the amount of $3,549.00, of which one~hal£ is reimbursable by the State, was presented and. on motion of Mr. Harris, seconded ~byMr. Garnett, was ap~ proved for payment. Report of the County Executive for the month of August, 1960, was presented, approved and ordered filed. Mr. Sutherland reported that his committee on the Control of Bang's Disease would not have report completed for this Board until the next regular meeting. Resolutions were received from the School Board requesting additional appropriation for the completion of the Scottsville, Rose Hill and Mcintire School projects and a reappropriation of unspent balance of N.D.E.Ao Funds. On motion of Mr. Palmer, seconded by Mr. Garnett, rules with regard to secon~ reading were suspended and the following resolution unanimously adopted: BE IT RESOLVED by the Board of County Supervisors Of Albemarle County, Virginia, the following amounts be and are hereby appropriated from the General Revenue Fund to the following: 19.1 - Scottsville High SCho&l~ Project 19.2 - Rose Hill School Project~ 19.4 - McIntire School Project t7.3-399.1 - N.D.E.A. Garnett, M. M. Pence and George C. Palmer were appointed as members of the Albemarle County Planning Commission. Report of the S~P.CoA. for the month of August, 1960, was received and ordered filed. Claim against the Dog Tax Fund was received from Kathryn F. Husted for one goose killed by dogs. On motion of Mr. Harris, seconded by Mr. Palmer, Mrs. Husted was allowed $4.00 for this goose. On motion of Nr. Palmer, seconded by Mr. Harris, action on other claims against the Dog Tax Fund was deferred until balance in the Dog Tax Fund can be determined~ and also, the Clerk was instruct~ to ~rite Mr. Guy Via advising that this Board was deferring action on his claim until firm prices at the time his claim was filed a~e determined. Nr. Palmer advised that he had been approached by a n~mber of persons with regard to the large number of neon signs along some of the roads in the county. Supt. of Schools, reported that metal policementhad been ordered but he still felt that a man'on duty at the beginning and close of school would be much more effective. After considerable discussion of this matter, motion was made by Nr. Palmer, seconded by Mr. Harris, Ordering that the possibility of a bli~er ligh~ be explored if a man is not available. At the request of the County Executive, and on motion of ~. Harris, seconded by Mr. Thraves~ rules with regard to second reading ~ere suspended and the following resolution unanimously adopted: BE IT RESOLVED by the Board of County Supervisors of Albemarle County, VirgLuia~ that $75.00 be and the same is hereby appropriated from the General Revenue F~u~d to provide flu shots for all county employees.
