The meeting opened with the Lord's Prayer led by Mr. M. M. Pence. Minutes of '[he meet~---~ of Janm~.ir 18, 1961, were r~d ~md approved. adopted: On motion of Mr. Palmer, seconded by Mr. Harris, the following resolution was unanimously BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that Mr. H. ~. Runkle, Resident Engineer of the Department ef Highways, be and is hereby commended for the excellent manner in which snow was removed from the highways in Albemarle County during the rec~nt and numerous snow storms. BEIT FURTHER RESOLVED that copy of this resolution be forwarded to the Virginia Highway Commission and to Mr. Runkle. The matter of appointment of Viewers for 1961 was discussed. Mr. H. W. Runkle advised that there will not be funds available for further inclusions in the Secondary System this year. On motion of Mr. Suther!and~ seconded by Mr. Harris, it was ordered that no Viewers be appointed this year and it was further ordered that petitioners who currently have applieatiems on file be so notified. The County Executive presented unsigned letter mailed from Crozet, Virginia, regarding drainag. ditch along sidewalk ~ing from Crozet Gul~ Station to Crozet School which is clogged with dirt. It was the expressed feeling of the Board that ~o action could be taken with regard te an unsigned request. Request was received for inclusion in the Secondary System of that portion of McElroy Drive and Middleten Lane from the Charlottesville Corporate Limits to Old Lynchburg Road, together with all of Trecst Court, a total of 1,000 feet, the same being located in Jefferson ~eods Subdivision. Plat was submitted showing mere than fifty per cent of censtruc%i~n being complete. Mr. Runkle stated that he w~hed te make' final inpsection of this read prior to approval. On motion of Mr. Garnett, seconded by Mr. Sutherla~d, the following resolution was unanimously approved: ~rEREAS~th~following sections of s~reets in Jefferson Woods Subdivision have been completed in accordance with standards and specifications ef the Virginia Department ef Highways with the exception of final inspection by that Department, NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Albemarle County~ Virginia, that subject to final imspection by the Resident Engineer that such streets have been completed in all respects to Highway specifications, the Virginia Department of Highways be and is hereby requested to accept into the Secondary System of Highways that section of McElreyDrive from the Corporate Limits of the City of Charlottesville to Midd!eton Lane and thence along Middleton Lane te Old Lynchburg Road~ a distance of approximately 800 feet. It should be noted that this resolution does not include Troost Court since fifty percent of construction has not been completed. BE IT FURTHER RESOLVED that the Virgimia Department of Highways be and is hereby ~ranteed a fifty feet unobstructed right of way along this requested addition, the same having been dedicated along with drainage easements and recorded in Deed Book 331, page 31-2in the office of the Clerk of the Circuit Court. (*Note - Highway matters pertaining to school drives at end of minutes.) Plat was received on Barterbook Subdivision as prepared by Mr. Amos R. Sweet and approved by the City and County Planning Commissions. On motion of Mr. Palmer, seconded by Mrj Garnett, this plat Plat was received on redivision of lo~ on Route 20, North owned by Leroy Snow as prepared by Mr. William S. Roudabush and approved by the City and County Planning Commissions. On motion of Mr. Palmer, seconded by ~[r. Harris, this plat was approved and the Chairman and Clerk were authorized' te sign same on behalf of the BOard. Plat was received on revision of rear lot l~-~es of lots 3, 3A, 5, 5A and 6 and side lot lines of lots 3, 3A, 5 and 5a, Section 3, Carrsbrook Subdivision, as prepared by Mr. William S. Roudabush and approved by the City and County Planning Commissions. Oh motion 'of Mr. Palmer, seconded by Mr. Garnett this plat was approved and the Chairman and .Clerk were authorized to sign same on behalf of this Board. Plat was received on revision-of lots 16 and 17, Section C, Carrsbrook Subdivision, as p~e~~ pared by Mr. William S. Roudabush and approved by the City and County Planning Commissions. On motion of Mr. Garnett, seconded by Mr. Palmer, this plat was approved and the Chaimr~n and Clerk were authoriz, to s~gn same on behalf of this Board. Mr. B. B. Moon appeared and gave report on his work in the C~unty Court office in connection with collection of parking tickets issued on University grounds. The County EXecutive was requested to contact Mr. Ray Houchens, Chief of University Police, to determine if a log of parking tickets issued ~ his force could be obtained for use by Mr. Moon. Mr. Moon was ~equested to give further report on his work at the April meeting of the Board and quarterly thereafter. Mr. Robert Smith appeared and requested installation of two street lights in Woodbrook Sub- division, ~me to be located at the intersection of Woodbrook Drive and Route 29 a~d one to be located at the intersection of Woodbrook Drive and Brookmere Road. On motion of Mr. Palmer, seconded by Mr. Thraves, the County Executive w~s directed to request survey to be made by-the Virginia Electric and Power Company for the installation of lights as requested. Mr. George Palmer repor.~te~ for the Committee appointed at the last meettn~g with regard to Clerk's records. He stated that the records are being kept in an exoe!lent manner. Also, in checking .on books stored in the attic, he found these to be of no value since all information has been trans- ferred to newer books.. Mr. Palmer advised that Mrs. Maupin does not feel that a microfilming process is needed in the Clerk's Office at this time due to the f~ot that the number of deeds being recorded is not great enough to warrant s~me. However, Judge Waddell did recommend a flat file for Court records and also that doors a~d windows to the vault be closed at all times when. not in use to insure safety against fire. After discussion, the Committee was requested to obtain costs on flat files and report back to the Board. The Commonwealth's Attorney wa~o.requested to contact Mrs. Maupin regarding use of. the vault by attorneys after hours im an effort to see that all doors and windown are left close, The Committee was requested to follow up on the present indexing system. Mr. George P~lmer gave report on S.P.C.A. inspection. He stated that the problem of curs still exists but that the shelter is attempting to-~pu% s~ dogs to sleep just as fast as possible. He recommended that the cooperation of City Policy and Game Wardens be sought in trying to locate the owners of dogs. Dr. D. C. MaoFarland, Executive Secretary of the Virginia Commission for the Visually Handi- capped, appeared at the request of this Board with_ regard to land owned by Said Commission and located on Route 29, South of Charlottesville. The Chairman explained to Dr. MaCFarland that this Board was interested in seeing the property developed if the Commission had no plans for use of same. Dr. Mac- Farland explained that this land was obtained: by the Commission by an Act of~ Legislature amd could' only be sold or transferred ~ like manner. He further stated that it was not the desire of the Commission te prevent development of this area but their main interest would be for the Commission to receive fair compensation or trade of real estate from ano~er'area'. Dr. Mac~arland stated that noth~gg could be done in this regard at the present time. Mr. Dean of the Forestry Division also appeared and explained that the Forestry Division is currently leasing a ~portion of ~he property in question. Mr. Robert M. Statements of Expenses of the Department of Finance, the Sheriff's Office and the Office a~ the Commonwealth's Attorney for the month of Jan~y, 1961, were presented, and on motion ef Mr. Garnett, seconded by Mr. Harris, were examimed, verified amd a~prove~. Statement of Expenses incurred in ~he maintenance of the County Jail was submitted along wi%h Summary Statement of Prisoner Days for the month of January, 1961. Om motion of Mr. Garnett, seconded~ by Mr. Harris, these statements were examine~, verified and approved. Reports of the Department of Public Welfare for the month of January, 1961, were presented i~ accordance with Sections 63-67.1 and 63-67.2 of the Code of Virginia. Claim of the University of Virginia Hospital in the amount of $1,755.00, of which one,half is reimbursable by the State, was presented and on motion of Mr. Sutherland, seconded by Mr. Thraves, was approved for paymemt. Report of the Ccunty Exeeutive for the month of January, 1961, was presented and on mo$ion, d~ly made amd seconded, was approved and ordered filed. Garnet%, seconded By-Mr. Sutherland, the following resolution was mnanimously adopted, rules with regard to second reading being suspended: BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that $773.06 he and the same is hereby appropriated to cover the pur- chase of a two-way ra~io for the Crozet Fire Truck. Appointment of a 5-man Welfare Board was carried over until the regular March meeting. The County Executive discussed with the Board the fact that it had been found that Mad Run, in the Crozet Sanitary District, has been flowing a good supply of water for the past several months, although such~ supply does mot flow into the present dam due to the fact that the water in Mad Run dis- appears under the ground. He advised that it appeared feasible te construct a small intake dam approxi- mately a quarter of a mile up stream from the present reservoir and Suggested that the project be under- taken while the-present contractors are on the job. In connection with the foregoing, the following report was received from the Crezet Water Committee: "We considered at our meeting of February sixth, the way of diverting the water from Mad Run to'our present dam and agreed that, to recommend this project at this time under present weather ~enditions would cost more tham it would later. So we deferred action until all members could go to the location te study and locate the small intake dam and ditch, but getting daily reports on water level in ~present dam. So as to act immediately if necessary. We also recommend that the Board of Supervisors increase the membership of the Crozet Water Committee te seven. Our number is ~now four after .the resignation of E. D. Daughtry and Blair Funkhouser. We recommend that S. B. Phillips, J, T. Sandridge, Jr. and Lyle Wagner be added." (Signed) A. J. Rea, $7.22 - 19'53 Plymouth car valued at-$190.00. Metvin L. Nash, $28.50 - 1959 real estate tax, double assessment. The County Executive advised the Board that. the court House has Been damaged by termites and that there are also leaks in the heat pipes. COmmunication was received from Dodson Bros. Exterminating ~empany setting forth proposal for insulation against termines and certain repairs of damages already done. It was suggested by the Board that competitive bids for elimination of termites be obtained. Mr. Floyd Johnson, Architect, in company with the Board, was authorized to proceed with his recommendati regards certain renovations of the main-Court room and jury room area. Claim against the Dog Tax Fund was received from Mr. A.-M. Wrightson for one sheep killed by dogs on January 17, 1960. On motion of Mr. Sutherland, seconded by Mr. Harris, this claim was denied due to the fact that it was not presented within six months from date of damage. Claim against the-Dog Tax Fund was received from Mr. J. T. Via for six ewes, one lamb and one calf hilled By dogs. On motion of Mr. Sutherland, seconded by Mr. Harris, Mr. Via was allowed $15.00 for each of the ewes, $5.00 for the lamb and $40.00 for the calf. Claim against the Dog Tax Fund was received from Mr. Henderson Heyward for one calf killed By dogs. Action on this claim was deferred pending further investigation by the Dog Warden. Communication was received from the Albemarle Ruritan Club opposing the State of Virginia going en Daylight Saving Time. It was ordered that this communication Be acknowledged and filed. The County Exeoutive advised that the Jail had been without a physician since the death of Dr. T. E. Jones and that Dr. William B. Pollard had agreed to contract for services as Jail physician at each the rate of $7.00 for a .visit plus $3,00/for any additional patients .examined on. such visit. On motion of Mr. Sutherland, seconded By Mr. Garnett., the County Executive was authorized to execute contract with Dr. Pollard. Report of committee appointed to view land on which offer was received from Mr. James Crawfford was deferred due to the fact that the committee had been unable to make such view because of the recent snows · The County Executive advised that some time ago this Board had discussed a proposed ordinance imposing county ~ax on ~robate of wills and at that time had decided not to adopt such an ordinance. ~e further advised that, the City of Charlottesville adopted such an ordinance which became effective January 1, 1961, and suggested that the Board reconsider he matter at this time.
