1961-10-19 A regular meeting of the Board of County Supervisors of Albemarle County, Virginia, was held at the Office Building of said COunty on the 19th day of October, 1961. Present: Messrs. John W. Williams, Edgar N. Garnett, H. Ashby Harris, George C. Palmer~ II, M. Y. Sutherland, Jr. and Robert Thraves. Absent: None. Officers present: Commonwealth' s Attorney. The meeting opened with the Lord's Prayer led by Mr. Suther!and. Minutes of the meeting of September 21, 1961, were read and approved. At the request~:~of the Virginia Department~of Highways, the following resolution in connection with relocation of Route 20 was offered by Mr. Balmer, seconded by Mr. Sutherland, and unanimously adopted: WHEREAS, Primary Route 20, from Intersection Route 250, East of Charlottes- ville to 1.382 miles north of Intersection Route 250, a distance of 1.382 miles, has been altered, and a new road has been constructed .and approved by the State Highway Commissioner, which new road serves the same citizens as the road so altered, and WHEREAS, certain sections of this new road follow new locations, these being shown on the. attached sketch titled, "Changes in Primary and Secondary Systems due to Relocation and Construction on Route 20, Project 0020-002-019, dated at Rich- mond, Virginia August 28, 1.961." NOW, THEREFORE, BE IT RESOLVED: That the portions of Primary Route 20, ie', Sections 1 & 2 shown in red en the sketch titled, ~Changes in Primary and. Secondary Systems Due to Relocation and Construction on Route 20, Project 0020-002-019, dated at Richmond, Virginia, August 28, 1961", a total distance of 1.197 miles be, and hereby is transferred from the Primary System to the Secondary System ef State High- ~ays. Mr. H. W. Runkle, Resident Highway Engineer, advised that the Highway Department would be ~naB~ to accept into the Highway System the entire length of 490 feet of Warren Lane due to the fact that the right of way was obstructed on the last part developed. After discussion of the matter, resolution of August 31, 1961, was rescinded on motion of Mr. Harris, seconded by Mr. Palmer, and the following resolu- tion una_~!mously adopted: BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that the Virginia Department of Highways be and is hereby requested to accept into the Secondary System of Highways Warren Lane located in Meadowbrook Heights Subdivision, beginning at Meadowbrook Road and continuing for approxi- mately 310 feet to dead end. BE IT FURTHER RESOLVED that the Virginia Department of Highways be and is hereby guaranteed a 30-foot unobstructed right-of-way along this requested addition, the same having been dedicated along with drainage easements and re- corded in Deed Book 2Z1, page 563, December lC, 1938, in the Office of the Clerk of the Circuit Co~rt. Mr. Haynes Settle appeared and requested acceptance into the Secondary System of Streets in Northerly SubdiVision, Allen Drive in Green Valleys Subdivision and River Road from the end of present State maintenance to property belonging to the Veteranm of Foreign Wars. Mr. Settle was advised that drainage did not meet State standards in Northerly Subdivision, that the Highway Department would make an inspection of Allen Drive to determine if it conforms with State standards, and that River Road would hav, to be viewed by Viewers when they are next appointed. Mr. O. R. Randolph, appearing on behalf of Berkeley Communities, requested acceptance into the Secondary System of certain streets in Section II of Berkeley Community. The Resident Engineer advised that said streets had be~ ~o~+.~.~+~ ~ ...... ~ ..... -' ~ seconded by Mr. Sutherland, the following resolution was unanimously adopted: WHEREAS, the following sections of streets in Section II, Berk~t~y Community, have been completed in accordance with standards and specifications of the Virginia Department of Highways, NOW, THEREFORE, BE IT ~RESODVED by the Board of County Supervisors of Albemarle County, Virginia, that the Virginia Department of Highways be and is hereby requested to accept into the Seconda~ System of Highways the following sections of streets in said subdivision: (1) Commonwealth Drive from Sta~. 0~00 at the intersection of St. Rts. No. 851 and 852 to Sra. ll~O0, end of construction, a distance of 0.21 miles. (2) Williamsburg Road from its intersection with Commonwealth Drive (Sta. 10~20 Commonwealth Drive - Sra. 9~98.94 Williamsburg Road) to its~ intersection with Providence Road (sra. 16~02.60 Williams- burg Road - Sra. 6~65 Providence Road), a distance of O.114 miles. (3) Providence Road from its intersection with Commonwealth Drive (Sra. 1~47.13 Commonwealth Drive .- Sta. 1~30.19 ProVidence Road) to its intersection with Williamsburg Road (Sra. 6~65.00 Providence Road- sra. 16~02.60 Williamsburg Road), a distance of O.lO'miles. BE IT FURTHER RESOLVED that the Virginia-Department ~of Highways be and is hereby guaranteed a fifty foot-unobstructed right-of-way along this requested addition, the same having been dedicated along with drainage easements and recorded in Deed Book 345, pages 485-488, in the office of the Clerk of the Circuit Court- Mr. Bernard Chamberlain and a large delegation appeared with regard to the location of Route 64. ~ir. Chamberlain presented to .the Board the following resolution adopted by Directors of the Albe- marle Community Association on October 18, 1961: "WHEREAS, the Albemarle Community Association was formed to resist the location Of U. S. Route 64 through any part of Albemarle County; and WHEREAS, despite its efforts to the contrary, the decision has been ma~e that ~Route 64 will pass through this County, either North or South of the City of Charlottesville; and WHEREAS, without reference to any particular location, it is the opinion of the Directors of this Association that a route South of the City will be in the best overall interest of the community both economically and aesthetically; NOW, THEREFORE, BE IT RESOLVED by the Directors of this Association that they recommend to the duly~ constituted authorities that every effort be made to find a suitable route south of the City of Charlottesville." Considerable discussion was given the matter by those present. Mr. Williams advised that he had talked with ~r. Harris, State Highway Commissioner, who had advised that surveys were being made and that a public hearing would be held after the completion of all surveys at which time such surveys wou~d be mad, public. On motion by Mr. Palmer, seconded by Mr. Harris, this matter was deferred until the regular November meeting. Plat was received on Section 4, Berkeley Subdivision, as prepared by Mr. O. R. Randolph and approved by the County and City Planning Commissions. On motion of Mr. Thraves, seconded by Mr. Garnett this plat was approved and the Chairman and Clerk were authorized to sign same on beh~tf of this Board. Plat was received on redivision of land in Northfields Subdivision as prepared by Mr. Aubrey Huffmen and approved by the County and City Planning Commissions. On motion of Mr. Sutherland, seconded by Mr. Harris, this plat was approved and the Chairman and Clerk were authorized to sign same on behalf of this Board. Pla~ was received on Section C, Carrsbrook Subdivision, as prepared by Mr. 'William S. Roudabush On motion of Mr. Palmer, seconded by Mr. Garnett, the Chairman was authorized to redate this plat due to the fact that the same had been previously approved and was not recorded in the Clerk's Office within the time stipulated. Plat was received on addition to Lot 14, ~lock #, Key West Subdivis~ion, as prepared by Mr. William S. Roudabush and approved by the County and City Planning Commissions. On motion of Mr. Suther- land, seconded by Mr. Thraves, this plat was approved and the Chairman and Clerk were authorized to sign Mr. William Brown appeared on behalf of the Electoral Board. He stated that his Bca rd felt it would be most helpful if the Board of Supervisors and the Electoral Board held a joint meeting with the chief judges in all of the County's precincts to discuss policies and problems relating. ~to voting and suggested that such a meeting be in the form of a dinner meeting. After discussion, motion was offered by Mr. Sutherland, seconded by Mr. Thraves, and unanimously carries, authorizing such a meeting and sett~ the date for same on November 2, 1961. _ Also, at the request of Mr. Brown, the following resolution was offered by Mr. Palmer, seconded by Mr. Harris, and unanimously adopted: BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that permission of the Albemarle County School Board be and is hereby requested for the use of facilities at Meriwether Lewis School for voting in the Ivy Precinct. Mr. Brown also reported that a committee from the Town Council had met with a committee from this Board with further regard to the proposed Subdivisi~en Ordinance for the Town of Scottsvil~ and a two-mile radius of said Town. He stated that the Town proposed to adopt a similar ordinance although there were several problems which would have to be settled before definite action could be taken. Fnrth. action on this matter was deferred until the November meeting and on motion of Mr. Garnett, seconded by Mr. Harris, it was ordered that a letter of appreciation be forwarded to the Town Council for their cooperation in this matter. Mr. Harris advised that his attention had been called to the fact that the Post O~fice Depart- ment had reques~ted the construction of a new post office at Scottsville, Virginia, However, he further stated that it was the general feeling in that area thet remodeling of the present facilities would take care of the needs. Due to the fact that the Town Council had taken no action on the matter, action was deferred until the November meeting. Mr. Garnett advised that he had been approached by the Crozet Fire Department with regard to the County participating in the cost of a new heating system for the Fire House since this Building was owned by the County. Oh motion of Mr. Garnett, seconded by Mr. Thraves, the following resolution was unanimously adopted: BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that $150.00 be and the same is hereby appropriated toward the cost of a new heating system in the Cro zet Fire House. Mr. Williams, chairman of the Personnel Committee, reported that his committee recommended the appointment ofNr. Otis L. Brown as Assistant County Executive effective December l, 1961. On motion of Mr. Thraves, seconded by $;r. Palmer, the recommendation of Mr. Williams was unanimously accePted. Sta+~ments of Expenses of the Department of Finance, the Sheriff's Office, and the Office of the Commonwealth's Attorney for the month of September, 1961, were presented and on motion of Mr. Harris seconded by Mr. Sutherland, these Statements were examined, verified and approved. Statement of Expenses incurred in the maintenance of the County Jail was submitted alone with S~mmary Statement of Prisoner Days for the month of September, 1961. On motion of Mr. Palmer, seconded by Mr. Sutherland, these Statements were examined, verified and approved. Claim of the Jail Physician in the amount of $7.00 was presented for the month of September, 1961, and on motion of Mr. Sutherland, seconded by Mr. Garnett, was approved for payment. Reports of the Department of Public Welfare for the month of September, 1961, were presented in accordance with' Sections 63-67.1 and 63-67.2 of the Code of Virginia'. Claim of the University of Virginia Hospital~ in the amount of $3,481.25 for hospitalization of indigents was received, one-half of which is reimbursable by the State. On motion of Mr. Garnett, seconded by Mr. Palmer, this claim was approved for payment. Biennial Budget Estimates for the years ending June 30, 1963 an~ June 30, 1964, were received from the Welfare Board and on motion of Mr. Harris, seconded by Mr. Sutherland. w~r~ ~ov~ ~ +~ ~g Report of the County Executive for the month of September, 1961, was p~esented, approved, and ordered filed. He stated that Federal Aid could be obtained. However, it was the feeling of the engineering. committee that a cross runway was not necessary at this time although a/survey would be advisable in ihe event of a National emergency. It was estimated that the cost of such a survey would be approximately On motion of Mr. Palmer, seconded by Mr. Harris, the following resolution was unanimously $3,000.00. adopted: dogs. hems. BE IT RESOLVED by the Board of County ~upervisors of Albemarle County, Virginia, that an engineering survey for a cross runway at the Charlottesville- Albemarle Joint Airport be and the same is hereby authorized, subject to approval of the City Council of the City of Charlottesville, and further, that bids be ob- tained on such survey. BE IT FURTHER RESOLVED that ~opy of this Resolution be forwarded to the City Council of the City of Charlottesville. Claim against the Dog Tax Fund was received from Mr. Sandy Gibson for sixteen hens killed by On motion of Mr. Harris, seconded by Mr. Palmer, Mr. Gibson was allowed $1.00 for each of these Claim against the Dog Tax Fund was received from Mr. Woodie W. Detamore for 83 pullets and 18 roosters killed by dogs. Due to the fact that the owner of the dog' doing the damage in this case was known to the Dog Warden, action was deferred on motion of Mr. Palmer, seconded by Mr~ Garnett, and the Dog~ Warden was requested to advise the dog owner of the matter. On motion of Mr. Palmer, seconded by Mr. Harris, and unanimously carried the employment of a full time Civil Defense Coordinator through the State Merit System was authorized.
