1952-03-11 An adjourned meeting of the Board of County Supervisors was held in the Court House and the County Office Building on MArch 11, 1952, beginning at 2~00 P.M. with the 'following members present: Messrs. C. Purcell McCue, E. H. Bain, H. Ashby Harris, J. W. Williams, and W. W. Wood. Absent: Mr. Edward L. Smit~. Officers present: County Executive and Commonwealth's Attorney. The meeting was opened with the Lord's Prayer led by Mr. E. H, Bain. The meeting continued with a public hearing on the matter of banning the use of high powered rifles in the Scottsville District during deer hunting season. Mr. Harry Michaels, AttOrney, spoke ~in behalf of a large group of citizens present in oppoxition to the proposed ban on high powered rifles an, also presented to the Board petitions containing approximately 1,290 signatures, also in opposition. Among those present voicing their opposition to said ban were Mr. O. R. Randolph, Mr. Ben Jarman of the Isaac Walton League, Mr. Floyd Johnson, Mr. W. S. McGee, Mr, George Gilmer - Attorney, Mr~. J. J. Edward Mr. B. B. McCormick, Mr. Russell Brill, Mr. Cecil Maupin, Mr. Lewis Johnson, Dr. H. S', 'precedes and Mr. Charles Rausch. Those present voicing their favor of a ban on high powered rifles were Hr. George Omohundro, Mr. Eon Butler, and Mr. M. Y. Sutherland. After a discussion of this matter by the Board, Mr. Harris renewed his motion off the last ~egular meeting to request the Commission of Game and Inland Fisheries to prohibit the use of high powered rifles in the Scottsvi!le District during deer hunting season, which motion was seconded by Mr. J. W. Williams. Mr. Harris, motion was defeated by the following recorded vote:- Ayes:~ Mr. H, Ashby HarriS and Mr. J. W. Wil!Aams. Noes: Mr. E. H. Bain, Mr. W. W. Wood and Mr. C. PurcelI McCue. · ~ter further discussion of this matter, Mr. Bain offered the f~llowing resolUt[bn which was seconded by Mr. Wood and unanimously adopted: BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, %hat the Commission of Game and Inland Fisheries be and it is hereby re- quested to consider the adoption of a regulation providing that it shall be'"unI2w- ful to have in psssession loaded firearms on any public highway in Albemarle County unless such person is authorized to hunt on private property on both sides of ~uch highway. ' Pursuant to Sections 15-282(2) and 15-300 of the 1950 Code of Virginia, 'Mr,~ D.~:A~ Robinson presented to the Board his proposed budget for the year 1952-53 which included the folIowing proposed tax rates General Fund $0.60 School Operating Fund 2.20 ~pecial School Capital Outlay fund 0._0~70 Making a total of ............... $3.5~ This matter was discussed at length by the BOard and Mr. Paul H. Cale Superintendent of Scho, Mr. J. T. Henley, Chairman of the School Board~. appeared to discuss this matter a~2~:~ request of the Board. After this discussion, the following rates were approved by the Board: General Fund $0.45 School Operating Fund 2.20 Special School Capital Outlay Fund 0~0 8 Making a total levy of ........... . $3.50 The following changes in the budget were also approved by the Board~ General Fund: Revenue from Current Taxes reduced from $48,750.00 to $19,500.00. Unappropriated Reserve reduced from$150,O00.O0 to $121,614.00. Albemarle Community Fund Contribution reduced from $1,200.00 to $ -0-. Salary of T. O. Scott, County Agent, r~ised from $2,220.00 to $2,456.00. Telephone allowance of County Agent raised from $250.00 to $350.00. SDecia~ School C~ital Outla~Fu~d: Revenue and appropriation increased from $136,500.00 to $165,750.00. In considering the proposed County Budget for the fiscal year 1952-53, it was brought to the attention of the Board that any increase provided from local ffunds to increase the salary of Mrs. Ruth Burr~ss Huff, Home Demonstration Agent, such amount would be deducted from the S~ate's contribution toward Mrs. Huff's salary since she was entitled to a merit increase of $216.00 under the State's has not been given Mrs. Huff for her many years of service in the Extension~;work, and upon motion of Mr. Bain, seconded by Mr. Williams, the following resolution was unanimously adopted: BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that the State Extension Service is hereby requested to give recognition to the many years of service in the Extension work of Mrs. Ruth Burruss Huff, Albe- marle County Home Demonstration Agent, by appropriate salary adjustment, and BE IT FURTHER RESOEVED that Miss Maude E, Wallace, Assistant Director of Extension Service at Blacksburg, be advised that this board is willing to make available its proportionate part of increased salary to Mrs. Huff in order that she may be given proper recognition of her many years of service in the Extension work. Upon_. motion, made by Mr. Williams and seconded by Mr. Bain, it was .ordered th~_t a synopsis of the proposed .1952-53 .budget with the foregoing changes be advertised in the Daily Progress in accordance with the ~aw and April 16, 1952 at 10:00 A.M. was set as the time for public hearing on same. Mr. Robinson asked the Board if the budget message sho~!d be made a public record and it was the expressed feeling of the Board that it should not. Mr. Robinson advised the Board that Payroll Check No. 11526 dated December, 1946, and made payable to Mr. C. Purcell McCue in the amount of $25.00 was outstanding. Upon motion, made by Mr. Wood a~d seconded by Mr. Bain, Mr. Robinson was given authority to cancel this check and issue a duplicate. Mr. Robinson advised the Board that the Ohildren's Home Board desired to rent Room 111 for the lady employed to make a survey to determine the need for a Children's Home, and that said Board would need the room for an indefinite period of time and wo~ld be willing to pay the regular rent of $30o0~ per month unless waived by the Board. It was the feeling of the Board that t~he City of Charlottesville should participate in the cost of office space for the Children's Home and the matter was tabled for the present. Upon motion, made by Mr. Williams and seconded by Mr. Bain, the following resolution was unani- mously adopted: BE TT RESOLVED By the Board of County Supervisors of Albemarle County, Virginia, that the State Department of Highways be and is hereby recommended to im Meadowbrook Heights, a continuation of approximately 1.2 ~ take into the Secondary System .4 mile of road/previously taken into the Secondary System. This road does not comply with the present regulations governing roads in subdivisions but at the time the road was built, there were no specifications which were not met. BE ~T FURTHER RESOLVED that a copy of this Resolution be sent to the State High~'ay~Commission. Mr. McCue, Chairman, requested that the Shop Committee agree on the plans for the repair shop and general stores building and submit recommendations to the 'Board at the next regular meeting. March lath at 3:00 P.M. was set as the time for the meeting of this committee. ~he Chairman appointed Mr. H. Axhby Harris, Mr. W. W. Wood and Mr, J. W..Williams to serve on the committee regarding garnishments. Upon motion, made by Mr. Williams and seconded by Mr. Wood, the following resolution was unanimously adopted: BE IT RESOLVED by the Board of CountY-Supervisors of Albemarle County, Virginia, that $175,000.00 be appropriated from the General Fund Unappropriated Reserve to the ~oint Airport Fund.
