1952-09-17 A regular meeting of the Board of County Supervisors of Albemarle County, Virginia~ was held at the Office Building of said Cotu~ty on the 17th day of September, 1952. Present: Messrs. C. Purcell McCue, E. H. Bain, H. Ashby Harris, Edward L. Smith, J. ~W. Williams smd W. W. Wood. Absent: None. Officers present: County Executive and Commonwealth's Attorney. The meeting opened with the Lord's Prayer led by Mr. E. H. Bain. Minutes of the meeting of August 20, 1952 were read and approved. Mr. E. J. Oglesbyappeared before the Board and advised that for the next two months he would be actively engaged in the political campaign for Mr. Dwight Eisenhower and offered his resignation as a member of the School Board if this Board felt that his participation in the campaiEnwould in any way be embarrassing. Upon motion, made by Mr. Bain and seconded by Mr. Smith, no action was taken on this matter. Mr. Williams reported that he had met with the residents on Locust Avenue Ex~ended and that said residents were willing to pay the cost of stone to be put on the approximately .~ mile extension. Mr. Williams also presented a signed s2atement~.from these residents agreeing to pay for the stone and Mr. Shields advised him that such payment should be made directly to the stone quarry rather than to the Highway Department. Mr. Shields also advised that viewers should be appointed to view this extensior and that approximately $1200.00 would have to be shifted in the 1952-53 budget. Mr. McCue appointed Mr. J. B. Kegley, Mr. J. G. V~ite IiI~ Mr. Hugh Clark, Mr. C. C. Wade and Mr. A. Gaines Fray, any three of whom to serve, as viewers to report upon the expediency of takingtthis road into the Highway System and upon motion, made by Mr. Wood and seconded by Mr. Harris, the following resolution was unanimously adopted'. BE IT RESOLVED by the Board of County Supervisors of Albemarle Couuty, Virginia, that the Stat~ Highway Department be and is hereby requested to trans- fer fund in the 1952-53 Albemarle County Secondary Budget to provide funds for the requested addition to the Secondary System o£ .4 of a mile of street in the Locust Avenue Extension as follows: From Route 616 between Route 22 and Route 250 - $1200.00 to Grading and Draining under "Additions". Mr. Shields advised the Board that Mr. Cale stated to him that the ground in front o£ the Central High School would be lowered and he would also like for Route 743 at this point to be lowered to the same leve~. Mr. Shields informed the Board that this project would cost approximately $2200.00. Upon motion, made by Mr. Williams and. seconded by Mr. Wood, this matter was referred back to the School Board. After a discussion with Mr. Shields regarding changes mn the 1952-53 Seconday System Budget, the following resolution was unanimously adopted on motion of Mr. Williams and seconded by Mr. Wood: BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that the State Highway Department be and is hereby requested to make the following changes in the 1952-53 Secondary System Budget for Albemarle County in order that funds be made available for the widening and surfacing of Route 743 from Route 29 to the Central High School; the widening and surface treating of Route 656 from 793 near the Central High School to Route 654; and also the raising of bridge and approaches on Route 640 over Preddys Creek at Gilbert: (1) Transfer from Route 616 between Route 22 and 250, $2550.00 to Route 640 at Preddys Creek Bridge. (2)' Transfer from Route 616, between Route 22 and 250, $566.00 to Route 7~3 from Route 29 to Central High School. (3) Transfer from Route 810 between Route 2gO at ~rozet and Route 68~ to the right, 3'9 Smith lamb. Claim against the Dog Tax Fund for thirty-three turkeys was received from Mr. J. Stewart Barney. Upon motion, made by Mr. Bain and seconded by Mr. Williams, Mr. Barney was allowed $2.50 for each of these turkeys. Claim against the Dog Tax Fund for one ewe and two lambs killed by dogs was received from Mr. Jack Clark. Upon motion, made by Mr. Harris and seconded by Mr. Wood, Mr. Clark was allowed $25.0 l~r. Williams Stevens and a delegation appeared and presented petition for black-top on Route 614 in the White Hall District, a distance of five miles. Mr~ Shields advised that efforts should be made to make an acco~ate traffic count on this road. Mr. Bain requested that Mr. Shields proceed to make an acc~ira~te traffic count and to take steps for temporary relief in flood weather by dredging bad p~aces in the riwer near this road. Mr. Shields advised that he would also go over this road with the residents. Communication was received from Mrs. Miriam L. Williams expressing to the Board appreciation for the paved road from Route 29 to the Red Hill School and for the highway sign indicating the location of the school ~ 't Pet was received requesting an extension of one-fourth mile of Route 670>between Schuyle~ and Esmont. Mr. A. J. Harris also appeared regarding this request. Upon motion, duly made and seconded action was deferred on this request until the next regular viewing of roads. Petition was received requesting an extension of .21 of a mile of Route 805 at Covemville. Upon motion, duly made and seconded, this request was also deferred until the next regular viewing of roads o Mr. E. L. Bradley appeared and requested that the week of October 12-18, 1952 had been de- clared Soil Conservation Week and requested that the Board also designate the same for Albemarle County Upon motion, made by E~. Wood and seconded by Mr. Williams, the following resolution was unanimously adopted: BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that the week of October 12-18, 1952 be and is hereby declared Soil Conservation Week in Albemarle County. COmmunication was received from Mrs. Agnes Rothery Pratt, President of the S.P.C.A., and Mrs. Pratt also appeared before the Board, expressing the opinion of her Society that Mr. W. R. Napier, Game Warden, on two particular occasions indicated a faulty attitude and lack of judgment toward his ii dUties. Mrs. Pratt's letter explained fully both incidentw. Mr. Napier appeared regarding this matter~ and explained to the Board his reasons for the action taken. No action was taken by the Board. Claim against the. Dog Tax Fund for ~our lambs killed by dogs was received from Dr. Herbert Chase. Upon motion, made by Mr. Bain and seconded by Mr. Smith, Dr. Chase was allowed $25.00 each for the lambs. Claim against the Dog Tax Fond for twenty-eight chickens and two ducks was received from Mr. James Kirby. This claim was disallowed due to the fact that the Game Warden did no~ view any of the carcasses, on motion of Mr. Williams, seconded by Mr. Wood. Claim against the Dog Tax Fund for one ram and four lambs killed by dogs was received from Mr. Paul C. Smith. Upon motion, made by Mr. Bain and seconded by Mr. Williams, Mr. S~ith was allowed $25.00 each for the ram and lambs. Claim against the Dog Tax Fund for one ewe killed by dogs was received from ~r. Jerry Brown. Upon motion, made by Mr. Bain an~ seconded hy Mr. Smith, Mr. Brown was allowed $20.00 for this ewe. Claim against the Dog Tax Fund for five h~ns killed by dogs was received from ~r. Jasper P. Davis. Upon motion, made by Mr. Harris and seconded by Mr. Bain, Mr. Ravi~swas allowed $1.25 each for these hens. Claim against the Dog Tax Fund for one lamb killed by dogs was received from Mr. Paul C. Upon motion, made by Mr. Bain and seconded by Mr. Wood, Mr. Smith was allowed $1~.00 for this Claim against the Dog TaxFund for thirteen turkeys killed by dogs was received from J. So Barney. Upon motion, made by Nr. Harris and seconded by Nr. Wood, Nrc Barney was allowed $2.50 for each of these turkeys. Claim against the Dog Tax Fund for one lamb killed by dogs was received from Nr. Abell and the Home Insurance Company. Upon motion, made by Nr. Bain and seconded by Mr. Smith, $25.00 was allowed for each of these ewes. ~laim against the Dog Tax Fund for one ewe killed by dogs was received from Nr. E. L. Bradley. Upon motion, made by Mr. Harris and seconded by Mr. Wood, Mr. Bradley was allowed $20.00 for this ewe. Claim against the Dog Tax Fund for one ewe killed by dogs was received from Mr. E. L. Bradley. Upon motion, made by Mr. Wood and seconded by Mr. Bain, ~r. Bradley was allowed $15.00 for this ewe. Claim ag&inst the Dog Tax Fund for two ewes killed by dogs was received from Mr. E. L. Bra~ley. Upon motion, made by Mr. Harris and seconded by Mr. Wood, Nr. Bradley was allowed $20.00 for each of these ewes. Claim against the Dog Tax Fund for one lamb killed by dogs was received from Nr. E. L. Upon motion, made by Mr. Bain and seconded by Nr, Wood, Mr. Bradley was allowed $30.00 for Bradley. this lamb. Claim against the Dog Tax Fund was received from Mr. S. N. DoUglas for one hen. Upon motion, made by Mr. Bain and seconded by Nr. Harris, this claim was denied for lack of evidence that the hen was killed by dogs. Claim against the Dog Tax Fund was received from Nrs. Clara J. Herring for ten turkeys killed by dogs. Upon motion, made by Mr. Bain and seconded by Nr. Harris, Nrs. Herring was allowed $1.00 for each of these turkeys. Claim against the Dog Tax Fund for thirty-one chickens killed by dogs ~ms received from Nelvina Jones. Upon motion, made by Mr. Wood and seconded by Mr. Harris, Mrs. Jones was allowed for each of these chickens. and four ewes Claim against the Dog Tax Fund forrd~ lambs/killed by Dogs was received from the Leavingson Livestock Market. Upon motion, made by Mr. Harris and seconded by Mr. Wood, $8.00 was allowed for each of the lambs and ewes. Nr. Robinson called the Board attention to the fact that Mr. J. W. ?~illiams' term on the Welfare Board expired on June 30, 1952. Upon motion, made by Mri Harris ~nd seconded by Mr. Bain, Nr. Williams was reappointed to the %~elfare Board for a term of three years, expiring June 30, 1955. Communication was received from Calhoun Chevrolet Company offering to furnish the County's automotive ecz~ipment for the year ending June 30, 1953, on the following basis: Net cost, F.O.B. Freight Delivery and Handling ($25.00 pe~ unit) Tire Tax ' Total of the above items plus 5% is cost to the County of Albemarle. Upon motion, made by Nr. Williams and seconded by Mr. Smith, the above offer was accepted. An offer was received from M. S. Crawford of $75.00 for 3.25 acres and $~25.00 for 2.0, 3.0, and 11.75 acres of land in the Scottsville District owned by the County. Nr. Harris was requested to view this property and report back at the next regular meeting. Report was received from the State Forester showing a summary of fiscal matters4 expended under Section lO-A6 of the Code, between the County of Albemarle and the Virginia Forest Service for the fiscal year beginning July 1, 1951 and ending June 30, 1952. Nr. Robinson discussed delinquent water accounts with the Board, advising that J. G. Washmngtonl had moved away owing for six month's service and that Herman Fi~ch was delinquent for the months of September, 1951 to March, 1952 and requested that he be authorized to charge off the Washington account. Upon motioh, made by Mr. Bain and seconded by Nr. Wood, Nr. Robinson was authorized to charge off the delinquent water service account against J. G. Washington. The matter of a second Assistant County Agent was again discussed and Mr. Robinson a~vised the Board that the Board's request to Governor Battle had been turned over to the Attorney General by the Governor. The Airport Committee requested a meeting of the Board with the Cit~ Council to discuss the matter of the Joint Airport and Friday, September 26 at 8:00 P.N. was chosen as the time for this meet- ing and Nfo Robinson was requested to contact the City Council regarding this date. Nr. D. A. Robinson~ Director of Finance, submitted a Statement of Expenses of the Department of Finance for the month of August, 1952, one-third of which to be borne by the State. Upon motion, duly made and seconded, this Statement was examined, verified and approved. Nr. D. A. Robinson, Director of Finance, submitted a Statement of Ex~penses of the Sheriff's Office for the month of August, 1952, two-thirds of which to be borne by the Sta~e. Robinson, Director of Finance, submitted a Statement of Expenses of the Commonwealth Attorney's Office for the month of August, 1952, one,half of which to be borne by the State. Upon motio~ duly made and seconded, this Statement was examined, verified and approved. Statement of Expenses in curred in the maintenance of the County Jail for the month of Eu~t, 1952, along with a Summary Statement of Prisoner Days, was presented. Upon motion, duly made and seconded, this Statement was examined, verified and approved. ClaLm o£ Dr. Richard T. Ergenbright, Jail Physician, in the amotuut of $7.00 was presented and approved for payment. Report of the County Executive for the month of August, 1952, was presented, approved~ and ordered filed. Reports of the Department of Public Welfare for the month of August, 1952, were presented in accordance with Section 371 of the 1950 Acts of the General Assembly. Claim of the University of Virginia Hospital in the amount of $20~1~10 of which one-half is due by the County for hospitalization Of indigent patients wes presented and approved for payment° Application~'~was received from Luke Combs for part-time work in the Department of Finance. Robinson advised the Board that Nr. Combs would be available from September 22, 1952 to February, 1953~ Upon motion, made by Nr. Wood and seconded by Nro Harris, Mr. Combs' employment was authorized. Communications were~'received from Fred C. Kimbo. Budgets for the Central High School Fund., the Joint Negro High School Fund, and the Shop and Stores Fund were received from the School Board. Nr. Robinson recommended that action on the budgets be deferred until he could bring them up to date, showing a complete picture of past receipts and expendi- tures. Action on this matter was deferred. Nr. Robinson adwised the Board that he had discovered in the Corporation Co~mission Report that the Virginia Electric and Power Company and the Virginia TeleRho~ and Telegraph Company had assess~ part of their property located on the University grounds in the City rather than the County and that thi~ assessment was being corrected. Nr. Robinson discussed with the Board the assessments of ~r. L. D. B. Cady and Nr. Robert Cril~ He stated that Nr. Crile had assessed his turkeys at ~1.50 each and after a lengthy discussion the Board assessments. Nr. Robinson also advised that Nr. Cady had not assessed the lambs which he had on January 1, 1952 and that he expected to make this assessment.
