1953-02-26 An adjourned meeting of the Board was held at 7:30 P.M. On February 26, 1953, in the Court ~oUSe with the following members present: Messrse C. Purcell McCue, E. H. Bain, H~ Ashby Harris, Edward L. Smith, J. W. Williams and W. W. Wood. Officers present; County Executive and Commonwealth's Attorney. The matter of ~general registrar was d~scussee beginning with MT. Mercer Gannett, Jrt, Chair- man of the Committee appointed by this Board, introducing the members of his committee. Col. He~y B. Goodloe, Secretary of the'EleCtoral Board and member of the aforesaid committee explained to the audienc& and Board the many advantages of a General Registrar and pointed out how complicated the procedure of absentee voting is when working with a large number of precinct registrars. A~ lengthy discussion followed with the following persons expressing favorable comments on a general registrar: Mr. John Faris, Mr. ~. D. Christian, Mr~ A..G. Fray, Mr. Jack Rage, Mrs. Isabelle Nunnally, Mr. R. T. N. Duke, Mr. H. V. Herold, Mr. Jack Camblos, Mr. C. Venable Minor, Mrs. Demas T. Craw, Mr. E. J. Oglesby, Mrs. Florence Casey, Mr. Albert Bolling, Mr. A. K. Davis, Mr. Junius Fishburne, and. Mr. W~ C. Chamberlain. Among those expressing opposition to a general registrar were: Mr. j. W. Cummings, Mr. Wiley Beale,~ Mrs. Mayfield, Miss Louise Beale, Mrs. Lawrence Proffit and Mr. N. A, Trout, all of the Scotts- ville vicinity~ Mr. Pierson Scott of Porters Prec~ct suggested that Miss Louise Beale be made assistant to a general registrar to accomodate the people in the Scottsville area. Mr. E. 0.. McCue, Jr., Attorney, appeared representing a group in the County opposing a general registrar. He stated that he felt one registrar could not possibly.settle all a~Eument~ over the county on an election day and that a registrar in the city, working part-time on another jub could not take car~ of the job of registering all. persons. He further stated that poor registrars should be asked to re- sign, that there is indeed reom for improvement, but that a general registrar located in the Court House would be a great expense to the County, This matter was taken under advisement by the Board.
