1953-03-24 An adjourned meeting of the Beard was held at 8:0~ P.M. in the Court House on March 24, 1953, with the following members present.' Messrs. C. Purcell McCue, E. H. Bain, H. Ashby Harris, Edward Lo Smith~ Jo W. Williams and W. W. Wood. Also present were ~r. D. A. Robinson, County Executive~ Mr. Downing L. Smith, Commonwealth's Attorney~ and Nm. W. F. Long~ official tie-breaker for the Board. The Commonwealth's Attorney called the Board attention to the fact that Mr. Williams' motion to adopt the Special &ct providing for a general registrar and maintaining all the present registrars was still ~efore the Board. Mrs. E~ O. McCue stated that she had given careful scruti~ to the proposed drastic change and that she feel that certain members of the League of Women Voters and Col. Henry B. Goodloe. Secre- tary of the Electoral Beard had furnished the main stimulous for this change. She stated further that she felt the change was sponsored by a minority and suggested that the Board adopt a compromise proposal~ by adopting the Special Act. Mr. E. J. Oglesby s~ that he was in favor of the general bill since it gives flexibility and is more convenient. After a lengthy discussion of both the Special and General bills~ Mro W. F. Long was called upon to give his opinion of the motion before the Board. bills carefully and compared them and ~ad come te the conclusion that he should vote against the ~Specia~ act. He~ ~herefore. cast his vote as ~o. Up~ motion, made by Mr. Bairn and seconded by Mr. Smith, the following resolution was adopted by the following recorded vote: - ~r. McCue - Aye; Mr. Bain- Aye; Mr. Harris- No; Mr. Smith - ~ye; Mr. Williams - ~o; Mr. W~od - No; and Mr. Long - Aye. ~E TT RESOLVED by the Beard of County Supervisors of Albemarle County, Virginia,. that the Office of General Registrar he created for ~lbemarle County as provided under Chapter 22~ of the 1952 Acts of the General ~ssemhly; and BE IT FURTHER RESOLVED that the EleCtoral Board be authorized and re- quested to appoint such assistant Registrars to the General Registrar as they deem advisable and available. Upon motion, made by Mr. Wood and seconded by Mr. Bain, the following Resolution was u~ani- mously adopted: BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that the following temporary loans be and are hereby authorized: From General Fund to Central High School Construction Fund - up to $300,000.00. From General Fund to Crozet Sanitary District Fund - up to $100,000.00. Upon motion, made by Mr. Bain and seconded by Mr. Harris, the Board adjourned to reconven~ at 2:30 P,M. on April 6, 1953.
