1953-04-06i9@ An adjourned meeting of the Board of County Supervisors was held at 2:30 P.M. 'on April 6, 1953, with the following members present: Messrs. C. Purcell McCue, E. H. Bain, H. Ashby Harris, Edward L. Smith, J. W. Williams and W. W. Wood. Also present were Mr. D. A. Robinson, County Executive, and Mr. Downing L. Smith, Commonwealth Attorney. The m~eting opened with the ~ord's 'Prayer led by Mr. E. H. Bain. Mr. Bain presented the following report of the Library Committee: "The special committee appointed by you to consider the~lib~arYbudget met on April 3rd, with Mrs. Oatlin, Dr. Tunstall,. Mr. Healey and Mr.'Robins6n4 "At thismeeting the pro- posed Budget and the County's part of it were discussed at length. From this discussion we make the following recommendations: (1) That the $3216.56 previously deducted from theLibr~Budget~-request be restored, with the understanding that this in no way establishes a precedent for future con- tributions to the Library budget. (2) That the Bureau of Public Administration of the UniverSity of Virginia be requested to make a study of the division of the costs of the Regi0nal~Librarynow in Char- !ottesville, similar to the study made by this BUreau a few years ago for the Joint Health Department of Charlottesville and Albemarle. (3) If such a study cannot be made, or if it will cost anything, then we recommend that the Director of Finance submit the study to the ~narton School of the University of Pennsylvania. (4) That the Library Board and the Charlottesville City Council join With the Board of Supervisors in making the request for this study." (Signed) E. H. Bain, Chairman W. Warr~ Wood Edward E. Smith Mr. E. H. Bain re-opened the matter of Mr. T. O. Scott~ salary. He state~ that Mr. Scott was required to go to meetings out of the State and that.he was reimbursed for no mileage or traveling ex- penses out of the State. After a lengthy discussion of this~matter, motion was made by Mr. Williams, and seconded 'by Mr. Wood, ordering that $288.00 be transferred in the proposed budget from Fair Prize Money to Mr. Scott's Compensation, thereby increasing his overall salary to $6,000.00 per year. Mr. Robinson advised the Board that he had obtained enough copies of the Crozet Sanitary Dis- trict Survey to furnish one to each home in the District and that he planned to write a letter of trans- mittal and have them delivered by Mr. Everett L. Belew. Mr. Fred ¢. Kimbo appeared regarding a Booker T. Washi.'ngton Scholarship for Albemarle County and was referred to the School Board. Mr. Robinson was then excused from the meeting. Upon motion, made by Mr. E. H. Bain and seconded by Mr. J. W. Williams, the following reso- lution was adopted by the following recorded vote: Mr. C. Purcell McCue - Not Voting; Mr. E. H. Bain - Aye; No. Mr. H. Ashby Harris - No.; Mr. Edward L. Smith - Aye; Mr. J. W. Williams - Aye; Mr. W. W. Wood WHEREAS, the County Executive, Mr. D. A. Robinson, has been requested to resign on or before June 30, 1953, by a majority vote ef this Board .at a regular meeting of this Board en March 18, 1953; ~. WHEREAS, Mr. Robinson has requested a written statement of the reasons for requesting his resignation and a public hearing. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY SUPERVISORS orA!be- marle County, that the following written statement be delivered to Mr. D. A. Robinson and a public hearing be set for Wednesday, April.~IS, 1953 at 7:30 P. M. in the Court House, Charlottesville, Virginia: Mr. Robinson is not accused of any malfeasance, misfeasance or nonfeasance in office, and no charge or accusation of any kind is made or implied to reflect in anyway upon his integrity, honesty, character, or his technical ability as an ac- countant or bookkeeper. On the contrary, he has been conscientious, diligent, and efficient in the management, collection and disbursement of County Funds. ~s The reason for requesting his resignation is that a majority of the members of the Board have lost confidence in him to eff~eetivelymanage the af- fairs of the County in a harmonious manner. A majority of the members of the Board feel that he has not conducted the public relations of the County in a completely satisfactory manner. They also feel that if a majority on a Board of six feel that a man's usefulness has come to an end, then for that reason alone his usefulness and effectiveness have come to a~ end. Upon motion, made by Mr. Harris and seconded by Mr. Wood, the meeting adjourned. Chairman A regular meeting of the Board of County Supervisors of Albemarle County, Virginia, was held at the office building of said County on the 15th day of April, 1953. Present: Messrs. C. Purcell McCue, E. H. Bain, H. Ashby Harris, Edward L. Smith, J. W. Williams and W. W. Wood. Officers present: County Executive and Commonwealth's Attorney. The meeting opened with the Lord's Prayer led by Mr. E. H. Bain. Minutes of the meetings of February 26, March 13, March 18, March 24 and April 6 were read and approved. Mr. Creasy appeared regarding road in Albemarle County connecing with road in Fluvanna County. He stated that he had done quite a bit of clearing on the proposed route for this roa~ but that had sick and would probably not be able to continue his work. Mr. Shields stated that the Highway Depart- ment would begin work on this road when Fluvanna completes its work up the the County line. After a discussion of this matter, Mr. Ashby Harris advised that he would again check with Fluvanna County in order to determine when they planned to complete their portion of the road. Communication was received from the Virginia Department of Highways setting forth tentative allocations of primary construction funds for the year 1953-54 and advising that public hearing on same would be held in Richmond at 9:00 A.M. on May 13, 1953. Communication was re6eived from the Virginia Department of Highways advising that in the matter of assuming responsibility of the County Dumps as requested by this Board, they would be glad to include as the Highway Department's share of this cost a fair percentage of the cost in covering dumped. In connection with the proposed 1953-54 Budget, the following communication was received: "Albemarle County Board of Supervisors Charlottesville, Virginia Gentlemen: First, we the executive board of the Crozet P.T.A., would like to commend the County Board of Supervisors and the County School Board jointly for their find hand- ling of matters affecting our county schools this past year and previous years. We wish to go on record as supporting 100% the proposed county budget for 1953-54 and retaining the present tax rate. Sincerely yours, (signed) E. Baldwin, President Virginia D.
