Pursuant to the following waiver, the members Of the Board of County Supervisors of Albemarle
County, Virginia, met in special session on this date in the County Office Building at 8:30 A. N, with
the following members present: Messrs. C. Purcell NcCue, H. Ashby Harris, Edward L. Smith, E. H. Bain,
John W. Williams and ~. W. Wood.
We, the undersigned, members of the Board of County Supervisors of Albemarle County,
Virginia, hereby waive notice, and special service thereof, of a meeting to be held
at 8:30 A.M. on the twenty-sixth day of October, 1953, in the County Office Building,
Charlottesville, Virginia, for the purpose of considering and acting upon matters per-
taining to the prevention of forest firestdue to the drought and also pertaining to
the water supply in the Crozet Sanitary District, and we do hereby consent to the
transaction of any and all business and the taking of such action at said meeting
upon the matters herein~bove mentioned as may be lawf~, incident and necessary thereto.

The meeting opened with the Lord's Prayer led ~Mr. E. H. Bain.
Capt. Btai~ requested t~t the Board declare state of emergency re~rding f~e haza~ ~ re-
quested the Board to ask tM Governor to dec~&re state of emergency. Mr. Wilfong stated t~t he would
l~e t~ Boa~ to do anything possible to prevent forest fires. After consider~le discussion, the
fo~owing procl~ation~s adopted:

"The Board of Supervisors of Albemarle Co~ty is gravely concerned with the da~ger to forest
and woodlands from fire, especially at ~is time of almost unprecedented drou~t. The woods are t~der
dry and any fire can very easily grow into most serious proportions. The State Forest Service is do~g
all it c~ poss~ly do to preve~ forest fires. Our loc~ forest wardens are also alert to t~ menace
and are doing their utmost to extin~ish all fires t~t are out of contr~. A further effort is re-
quired to reduce this danger.
an emergency exists as to the fire hazard in this County and all citizens are urged and requested to re
frain from all burning of 2ields, brush, leaves, trash or other combustible material in the open air
until the present emergency is ended. Be extra careful with cigaret butts, matches, campfires and help
keep Virginia green. Report all fires promptly, Phone 2-6339. A moments carelessness eau cause
thousands of dollars of damage to timber as well as destroy wildlife and soil.~
Upon motion, made by Mr. Bain and seconded by Er. Williams, it was ordered that the above
proclamation be published in the Daily Progress twice a week until we have a soaking rain and that the
radio stations also be requested to announce this proclamation. Upon motion, made byMr. Williams and
seconded by Mr. Harris, the Commonwealth's Attorney wa~ requested to send a telegrmm to the Governor
requesting that he also issue a proclamation declaring a state of emergency. Upon motion, made by ~r.
Smith and seconded by Mr. Williams, it was ordered that the proclamation adopted by this Board be for-
warded to all schools and civic organizations in the community.
Mr. Pence advised the Board that a dire emergency existed in Crozet with respect to the water
supply and that the supply would have to be supplemented. He advised that Mr. Ray Warrick had offe~d~
negotiate with the County to supply water from his well. Upon motion, made by Nr. Williams and seconde~
by Nr. Wood, this project was approved and the Director of Finance was authorized to used funds previous
appropriated for extension of water mains in the Sandridge subdivision for this purpose.
