That the proceeds of this entire issue of said bonds shall be used ex- elusively for constructing a water supply system for The Crezet Sanitary District of the County of Albemarle, and the entire proceeds of the sale of said bonds shall be placed to th~ credit of the Director of Finance of the said County of Albemarle, who shall disburse the same upon proper warrants for the purposes aforesaid. 6. It is hereby determined that said $100,000.00 water supply bonds shall not be included in the 18% debt limitation prescribed by Section 1 of said Chapter 126, but whenever and for so long as the water supply system of said District fails to produce sufficient revenue to pay for cost .of operation and administration (in- eluding interest on the bonds issued therefor) and the cost of insurance against loss by injury to persons or property, and an annual amount to be covered into a sinking fund sufficient to pay, at or before maturity, all bonds issued on agcount of said system, all such bonds outstanding shall be included in determining such limitation. While the said bonds or any o~ them shall remain outstanding or unpaid, there shall be levied and collected from the ~sers of water from said system a water rate sufficient to provide for the payment of the principal and interest as the same lJ 3 _9 June 23, 195~ An Adjourned Meeting of June 16, 1954, of the Board. ef County Supervisors was held at ?:30 P.M. on Wednesday, June 23, 1954, with the following members present: Messrs. C. Purcell McCue, E. H. Bain, H. Ashby Harris, Edward L. Smith, John W. Williams and W. W. Wo~d. Also present: Downing L. Smith, Commonwealth~!~s Attorney, and M. M. Pence, County Executive. The matter with respect to an ordinance for .the compulsory imnoculation of dogs for the control of rabies was again presented. Mr. J. W. Williams, Chairman of the Dog Committee, advised the Board of the meeting with a similar committee from the City and explained the recommendations resulting from suc~ meeting urging joint action by the twa local governing bodies for the adoption of an anti-rabies ordi- nance. Dr. S D. Sturkie of the Joint Health Department and Dr. Tierkel of the United States Public Health Service, addressed the meeting in favor of an ordinance requiring the inneculation ef dogs. Dr. Tierkel advised a new type vaccine and explained that recent tests gave every indication that such vaccine to be effective for a period of three years. A number cf the public spgke beth for and against the ordinance and a petition from the Junior Chamber of Commerce favoring such an ordinance was presented. During the discussion, the matter of whether or .not the present standard $5.00 innoculation fee would prevail after the regular yearly clinic had closed waE presented. Considerable discussion was-devoted to the subject and it was the sense of the Board that in view of a possible effectiveness of three years in the new type vaccine, and, also, due to a post-clinic cost which would possibly exceed the contem- plated $1.00 regular clinic fee, this matter should be given further consideration, A motion by Mr. Harris, seconded by Mr. Williams that action on the dog rabies ordinance be deferred to an adjourned meeting to be held on Tuesday, June 29, 1954, to permit further study by the Committee in view of new facts which have been brought to the attention of the meeting, was unanimously adopted. The Commonwealth,s Attorney presented a communication from Wood, King and Dawson, Attorneys, New York City, dated June 22, 1954, with respect to the proposed One ~ndred Thousand Dollar ($100,000.1 issuance of Crozet Sanitary District Bonds. After due discussion, the Commonwealth's Attorney was instructed to follow the suggestions set forth in said letter. The following resolution was introduced by E. H. Bain, seconded by Edward L. A RESOLUTION AUTHORIZING THE ISSUANCE OF ONE HUNDRED THOUSAND DOLLARS ($100,000.00) OF BONDS OF THE CROZET SANITARY DISTRICT OF ALBEMARI~ COUNTY,% VIRGINIA, TO BE KNOWN AS WATER SUPPLY BONDS. ~W~_~_~EAS, the issuance of not to exceed Two Hundred and Fifty Thousand Dollars ($250,000.00) of bonds of The Crozet Sanitary District of the County of Albemarle for the construction of a water supply system in The Crozet Ss_nit~ry District, hms been approved by a resolution adopted by the Board of County Super- visors of the County of Albemarle, Virginia, on the 18th day of September, 1946, and spread in Minute Book 3, p. 159, and approved by the voters of The Crozet Sani- tary District At an election held for that purpose on November 5th, 1946, in ac- cordance with the provisions of Chapter 126 of the Acts of Assembly of Virginia of 1946; and, WHEREAS, the Board of County Supervisors has heretofore issued One Hundred and Fifty Thousand Dollars ($150,000.00) of said bonds on February 13, 1947 pursuant to a resolution adopted by said Board on December 18, 1946, and spread in Minute Book 3, p. 172. Mr. Nms~ offered for adoption the ordinance regarding vaccination of dogs against rabies as approved and recommended by the joint committee of this Board and the City Council, motion to adopt be- ing seconded by Mr. Bain. After considerable discussion, motion was made by Mr. Williams, Seconded by Mr. Bain, and ~nanimously carried, adopting the following Ordinance :' AN ORDINANCE Requiring that all dogs in the County of Albemarle, Virginia, four (4) months and over, be in oculated or vaccinated against rabies; requiring the owner of any such dog, or his agent, to have such dog inoculated or vaccinated against rabies; prohibiting the issuance of license tags for the dogs in the County of Albemarle ~_nless satisfactory evidence .be furnished the Director' of Finance of said County that such dogs have been inoculated or vaccinated against rabies, and empowering the health officer to confine animals having bitten a person or exposed to r~bies; providing penalty for the violation of any of the provisions of this Ordinance. Under authority of Sections 29-195, 29-196 and 29-158.1 of the Code of Virginia 1950, the Boa~ of Supervisors of ~e.~County of Albemarle, Virginia, doth ordain as follows: SECTION 1, On and after September l, 1954, no dog over four (4) months old shall be permitted within the boundaries of Albemarle County, unless such dog shall have been vaccinated or immunized against rabies within a period of thirty-six (36) months with a chicken embryo (~Fl~y Strai~. -~abie~ vaccine. SECTION 2. It shall be unlawfml for any person to own, keep or harbor any dog over four (4) months old within the Co,runty of Albemarle unless such dog shall have been ~vaccinated or inoculated ~ against rabies within a period of thirty-six (36) months with a chicken embryo (Fluky Straiz rabies vaccine approved by the Virginia State Department of Health. SECTION 3.
