Chairman July 2?, 1954 The adjourned meeting of July 21, 1954, to be held on this date, was not held due to the fact that the Water Committee could not attend, said meeting having been adjourned until this date especially for a meeting with the Committee. August 4, 1954 Pursuant to the following waiver, the members of the Board of County Supervisors of Albemarle Century, Virginia, met in special session on this date at 7:30 P.M. in the County Office Building, with the following members present: Messrs. C. Purcell McCue, E. H. Bain, Edward L. Smith, H. Ashby Harris, John W. Williams and W. W. Wood. We, the undersigned, members of the Board of County Supervisors of Albemarle County, Virginia, hereby waive notice, and special service thereof, of a meeting~to be held on the fourth day of August, 1954, at 7:30 P.M., in the County Office Building, Charlottesville, Virginia, for the purpose of considering matters pertaining to the Crozet Sanitmry District, petition to include Rougemont Avenue in the Secondary System of Highways, resolution regarding sidewalk on RoUte 240 at Crozet, and Airport Ordinance, and we do hereby consent to the transaction of any and all business and the taking of such action at said meeting upon the matters hereinabove mentioned as may be lawful, incident and necessary thereto. Apperson, Chairman, Edward Daughtry, T. O. Perkins, and Dabney W. Sandridge. Mr. Apperson advised the Board that the water supply in Crozet was a little better than it was at this time last year although the springs, with the exception of Leech's Spring, are not supplying as much water as they were last year. H~ stated that there are leaks in the collection basin which should be repaired. Mr. Daughtry advised that the supply of water is not sufficient to supply commercial users and domestic users and estimated that there was now a thirty-day supply of water in the reservoir. He further stated that the people of the Sanitary District could not stand any more tax or any higher water rates. Mr. Appersen stated that the supply of water would be usfficient if there were facilities for impounding it." He advised there was water lost over the dam from January up until May of this year. Mr. Williams stated that he felt the administration of the water system is not a matter for entire County to participate in~ Mr. A. P. Janssen of Acme Visible Records, Inc., was present and advised that A~me would con- tinue to use County water so long as the County can supply it and that the well was drilled for insura~nc~ against lack of water, although the well water would be used some where cooler water is desired. Mr. Pence advised that if the County should lose Acme and Norton as water customers, that the system would not be able to operate and retire its debt. He further advised that a permanent line to Ray Warrick's well would cost between $30,000.~0 and $32,000.00, and that only cast iron pipe should be used. He advised also that he had discussed the water situation with Mr. C. O. Hall who believed the present dam and lake could be enlarged to hold an additional ten million gallons of water. Mr. Apperson a~vised that Mr. Thurston had a well closer than Mr. Warrick's well and suggested that the County also explore the possibilities of this well. Mr. Bain suggested that an engineer inspec~ this well to determine if test is worthwhile. Mr. Williams stated that he felt a mass meeting should be held in Crozet to advise the people of the situation. Mr. Daughtry stated that he felt nothing could be gained by a mass meeting. The possibility of the drilling of a well on property owned by the County was also discussed and approved by the Water Committee. After considerable discussion, motion was offered by Mr. Bain, seconded by Mr. Williams, unanimously carries, and concurred in by the Water Committee, ordering that the County Executive prepare for emergency supply of water from Mr. Ray Warrick~s well as quickly as possible and authorizing Mr. Pence to proceed with drilling of wellto ascertain its possibilities and to r~port back before installa- tion, limiting expenditures in this regard to $17~00.00. Petition was received from residents on Rougemont Avenue requesting inclusion of same in the Secondary System of Highways, On motion of Mr. Williams, seconded by Mr. Bain, the following resolutio~ was unanimously adopted: WHEREAS, the property owners on Rougemont Avenue duly filed their petition that the road in Albemarle County, Virginia, beginning at Rougemont Avenue and con- tinuing over Rougemont to dead end, a distance of .~ mile, be included in the State Highway Secondary System, and that the said road is serving approwimately nine homes; and WHEREAS, the existing subdivision was partially developed with three occu- pied residences prior to July 1, 1949, and it is the considered opinion of this Board that ~ere are extenuating circumstances and conditions which warrant the granting of reasonable modifications to the present regulations governing acceptance of such street~ into the Secemdar~ System; NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors' of Albe- marle County, Virginia, that the State Highway Department be and it is hereby requested to take into the Secondary System the .1 mile of road described above. BE IT FURTHER RESOLVED that the Virginia Department of Highways be and is hereby guaranteed a 40 ft. unobstructed right of way along the above described road. BE IT FURTHER RESOLVED that ~ copy of this Resolution be forwarded to the State Highway Commission~ The suggested resolution submitted by Mr. T. W. Ross, Right of Way Engineer of the Department of Highways, regarding sidewalk on Route 240 in Crozet was again presented to the Board and it was ordered that Mr. Shields and Mr. Ross be requested to again appear before the Board to discuss this matter further. An ordinance which would establish a Joint Airport Commission was again discussed and on motio~ of Mr. Bain, seconded by Mr. Smith, it was ordered that the Board's intent to pass such ordinance at the! next regular meeting be advertised in the Daily Progress in accordance with law. Mr. Harris reported that his Committee appointed regarding establishment of election districts had met and discussed this matter with Mr. Bill Perkins. He advised that the law provides for three judges in each precinct and that the precinct lines are well established. Upon motion, the meeting adjourned. W. Shields, Resident Highway Engineer, and we do hereby consent to the transaction of any an~ all business and the taking of such action at said meeting upon the matters hereinabove mentioned as may be lawful, incident, and necessary thereto. Davis, Crozet, Virginia, explained to the Board proposed changes in Route 240 by hit place between Crozet and Brownsville which would result in the construction of a new bridge. He stated $~ his objections to the proposed changes as planned by the State Highway Department but advised that he had informed the Highway Engineers that if his objection would result in the bridge not being widened rather than making a cha~uge in plans, he would withdraw such objection rather than impede the plans of the Highway Department. Dr. Davis stated, however, that it is. most evident that the change as proposed not only would ruin his entrance but would result in a more dangerous barrier than now exists. On motion of Mr. Bain, seconded by Mr. Williams, the following resolution was unanimously adopted: WHEREAS, the plans for widening of a bridge on Route 240 south of Crozet, between Crozet and Route 250 west, has been brought to the attention of this Board, and it being the considered opinion of this Board that a study of the proposed plan
