1956-02-06SPECIAL470 February 6, 1756 Pursuant to the following waiver, members of the Board of County Supervisors cf Albemarle County, Virginia, met in special session cn this date in the County Office Building, CharlettesvitIe, Virginia, at 12:00 l~eon with the following members present: Messrs. H. Ashby Harris, Edgar N. Garnett, Edward L. Smith, M. Y. Sutherland, Jr. and Robert Thraves. We, the andersigned, members ef the Board of County Supervisors ef Albemarle County, Virginia, hereby waive notice, and special service thereof, of a meeting te be held at 12:00 Noon en the sixth day of February, 1956, in the County Office Building, Charlottesville, Virginia, for the purpose of considering matters pertaining te the Crezet Sanitary District, and we do hereby consent to the transaction ef any and all business and the taking of such action at said meeting upon the matter hereinabove mentioned as may be lawful, incident and necessary thereto. Officers present: County Executive and Commonwealth's Attorney. The following communication from the Crezet Water Committee dated January26, 1956, was pre- soured: Crozet, Va. Jan. 26th, 1956 Hon. Chairman and Supervisors County of Albemarle Charlottesville, Va. Gentlemen: The Crezet Water Committee met Thursday, Jan. 26th, 1956 at 7:30 P.M. in the office of the Crezet Insurance Co. The following matters were considered: Ne. 1 - We recommend that all extensions of present water lines by sub-dividers be handled as fellows: That all expense connected with construction of water lines and/or extensions thereof be paid by the sub-divider. That all proposed lines - mains and extensions there-of - are to be installed according to specifications ap- proved by the Albemarle County Board of Supervisors. After installation ef lines the addition will be accepted by the Crozet Water System and upkeep thereafter will be done by the Crezet Water System. Ail revenue from water delivered to sub-division will be billed to the individual customers for the account of the Crozet Water System. No. 2 - We the committee feel that the installation of a second well is imperative and that the work be pursued with all speed. It is recommended that if possible a deal be negotiated with Sydnor Pump and Well Co. whereby they will proceed without delay the drilling of this second well. This providing that satisfactory prices can be obtained for the work and that prices are not in excess of the prices for the first well. Tomlin, Member After the reading of the above, it was the sense of the meeting that Item #2 be given censide~ tion and that Item #1 be carried over to the regular February meeting. The Commonwealth's Attorney advised that in his opinion, since the scarcity ef water demanded immediate action along this line, that it was permissable for the Board to abide by the recommendation of the Crozet Water Committee to proceed te negotiate with the Sydnor Pump and ~ell Compahy, Richmond, Nr. Edgar Garnett stated that in response to a telephone ca~l of this morning, he had contacte~ a member of the Crozet Water Committee with regard to the procedure of negotiating for work on the well in quest~ion and was advised that all members of the Crozet Water Committee were cognizant of the fact that there may be several concerns who wo~t~d like an opportunity te bid on the work. However, that the members of such Committee felt that the emergency warranted the Cemmi%tee recommending that work begin immediately in accordance with their recommendation and to the end that any future shortage of water may be averted. After considerable discussion, a motion by Mr. Thraves, seconded by Mr. Garnett, that the County Executive be authorized to negotiate with the Sy~ner Pump and Well Company, Richmond, Virginia, for the immediate drilling of a second well in accordance with the recommendation of the Crozet Water Committee was unanimously adopted. Considerable discussion was given to the other phases ef the project after which a motion by Nr. Sutherland, seconded.by Nr. Garnett, tha% the annual budget of the Crozet Sanitary District be amended so as to make available $4,500.00 to proceed with the above mentioned work and thai rules be suspended as te the second reading, was unanimously carried. A motion by Nr. Thraves, seconded by Mr. Sutherland, that the County Executive be reimbursed $1~.00 for work paid by him in connection with the laying of the line from the first pump into the filter plant was unanimcu~ly~¢arried. On motion, the meeting adjourned.
