1956-02-29SPECIALFebruary 29, 1956 Pursuant to the following waiver, members of the Board of County Supervisors of 'Albemarle County, Virginia, met in special session on this date in the County Office BUilding, Charlottesville, Virginia at 7:30 P.M. with the following members present: Messrs. H. Ashby Harris, Edward L. Smith, M. Y. Sutherland, Jr., Robert Thraves, Edgar N. Garnett and John W. Williams. Absent: None. We, the undersigned, members of the Board of County Supervisors of Albemarle County, Virginia, ~hereby waive notice, and special service thereof, of a meeting to be held at 7:30 P.M. on the twenty-ninth day of February, 19§6, in the County Office Building, Charlottesville, Virginia, for the purpose of receiving and discussing the School Budget for the fiscal year 1956-57, and we do hereby c~nsent to the transaction of any and all business and the taking of such action at said meeting upon the matter hereinabove mentioned as may be lawful, incident and necessary thereto. Edward' L. Smith John W. Williams. Officers present: County Executive and Commonwealth's Attorney. Others present: Supt. of Schools, Asst. Supt. of Schools and members of the School Board. The meeting opened with the Lord's Prayer. Mr. Paul Cale, Superintendent of Schools presented the School Budget for the year in question and advised that the total for school operation w~s in the amount of $1,075,797.50 and that the amount anticipated for special school capital outlay was $121,410.00 as based on an estimated assessment of $21,300,000.00. ~. Cale explained in detail the various items in the school operation budgst and stated that the budget was based on a $2.80 levy as in the current year and that the revenue of $121,410.00 for special school capital outlay was based on the $0.57 levy, making no increase in the tax rate insofar as schools were concerned. Various aspects of the budget were discussed with certain memb~ of the public participating. The Chairman advised that there would be a deficit in the general fund budget for the fiscal year 1956-57 in the sum of approximately $31,O00.O0~and stated that the Board has been advised by the Director of Finance that the following four methods could be employed to obtain sufficient revenue te meet such deficit: (1) Sale of automobile tags. (2) The employment of local capitation tax. (3) Increase the current general fund levy. (4) Decrease services. He state that the Board looked with askance upon the employment of any one of the four sug- gested methods to increase revenue. After further discussion the Board retired for private discussion of the matter. Upon return, they asked if it would be feasible to reduce the school capital outlay levy.~by fourteen cents in order to meet the general fund budget or i~ part cf the school operating surplus could be used in the current bu~ger, thereby reducing the levy of that operation by a like amount. These suggestions met with eposition from various members of the School Board who suggested that the deficit be appropriated from general fund surplus, but e~plained, however, that any. decrease in the school levy ~.mUst be a decision of the Board of Supervisors. Further discussion was entered into after which it was the sence of the Board of Supervisors that the budgets be taken under consideration. Upon motion, the meeting adjourned. March 13, 1956 Pursuant to the following waiver, members of the Board of County Supervisors of Albemarle County, Virginia, met in special session on this date in the County Office Building, Charlottesville, Virginia at 7:30 P.M. with the following members present: Messrs. We, the undersigned, members of the Board of County Supervisors of Albemarle County, Virginia, hereby waive notice,and special service thereof, of a meeting to be held at 7:30 P.M. on the thirteenth day of March, 1956, in the County Office Building, Charlottesville, Virginia, for the purpose of considering matters pertaining to the 1956-57 Budget, and we do hereby consent to the transaction of any and all business and the taking of such action at said meeting upon the matter hereinabove mentioned as may be lawful, incident and necessary thereto. ~ ~ E~a~d L. Pursuant to Sections 15-282(2) and 15~300 of the 1950 Code of Virginia, the County Executive presented to the Board the proposed budget for the year 1956-57. Considerable discussion was given to the budget, including the matter of a unit levy. Various members of the public spoke with regard to the various sections of the budget, including the general fund, the school operating fund, and the school capital outlay. Several communications were presented and on motion, duly made and seconded, were order~ received and filed. After the discussion, motion Was made by Mr. Williams, seconded by Mr. Thraves, ordering that a synopsis of the proposed 1956-57 Budget be advertised in the Daily Progress in accordance with Law, and April 18, 1956 at lO:O0 A.M. in the Board Room was set as the Time and the place for public hearing on same. On motion, the meeting adjourned,
