Virginia, was held at the Office Building of said County on the 15th day of S~ptember, 19~3
Present: Nessrs. E. J. Ballard, P. H. Gentry, H. Ashby Harris, and C. ?urcell
McCue, and Dr. L. G. Roberts. ~
Absent: ~. J. M. Fray. ~
Officers present: County Executive.
The County Executive informed the Board that several dog owners had requested
that the ordinance requiring dogs to be confined be ammended so as to permit hunting,
providing ~at the dogs were vaccinated. Dr. T. S. Englar, Health Officer, stated that
h~ had conferred with +~he State Health Department as well. as a representative of the
State Veternarian, concerning this matter and had been advised by both authorities that
such procedure would be unwise. Therefore, he could not recommend a change in the
ordinance at this time. The recommendation of the Health Officer was a6cepted.
Nr. H. A. Haden, Director of Finance, submitted a statement of expenses of the'
Department of Finance for the month of August, 1943, one-third of which to be borne by the
State. Upon motion, duly made and seconded, this statement was examined, verified, and
approved.
~. H. A. Haden, Director of Finance~ submitted a statement of expenses of the
Sheriff's Office for the month of August, 19~3, two-thirds of which to be borne by the
State. Upon motion, duly made and seconded, this statement was examined,~verified, and
approved.
Statement of the Cost of Maintenance of Prisoners in the County Jail for the
month of August, 19%3, was submitted. Upon motion, duly made and seconded, this statement
was ex~mined, verified, and approved.
A Summary Statement of Prisoner Days served in the County Jail during the
month o£ August, 19%3, was presented, examined, and approved.
A claim, amounting to $1.50, of Dr. Richard T. Ergenbright, Jail Physician, was
presented, eEamined, and approved for pa~vment.
The following reports were presented and ordered filed:
a. County Executive.
b. Game Warden.
c. University of Virginia Hospital.
d. Board of Equalization.
e. District Home.
Eartha Bruce presented receipt showing the payment of tax on Lot 12 at. Esmont
for the year 1930 to E. L. Carter on August 27, 1931, and again on April 13, 19&3 to ~rs.
Eva W. ~aupin, Clerk. Upon motion, duly made and seconded, it was ordered~that Nartha
Bruce be refunded $1.20, the amount of the latter, payment, and claim for this amount be
filed with the Bonding Company.
Mr. Homer Eichey appeared for ~r. R. E. MeSnard and Mr. H~ W. Nesnard requesting
a refund of $20.60 on account of paj~ent of that amount on land tax for the year 1930, to
Nr. G. Stuart Hamm, former Treasurer, on December 16, 1931, and the entire amount of tax
for that year again to Ers. Eva N. Maupin, Clerk, on June 13, 1935, by the Federal Land
Bar~ of B~ltimore, resulting in the duplicate oa~ent of $20.60. Upon motion, duly made
and seconded, it was ordered that $20.60 be refunded to H. W. & R. E. Nesnard, and claim
for this amount be filed withthe Bonding Company.
The Director of Finance presented the 19~3 assessments of Public Service
Corporations made by the State Corp0ra~ion Commission.
Communications were received from Mr. George Gilmer, Attorney, concerning the
erroneous assessment of certain lands in Albemarle County. Upon motion, duly made and
seconded, th~ following resolution was unanimously adopted:
NHERF~S, Mr. George Gilmer, Attorney, who has been em-
ployed to collect delinquent land taxes, has recommended that the
following parcels of land be deleted from the County's Tax Rolls
due to the fact that in his opinion the land is erroneously
assessed:

NOW,~THEREFORE, BE IT ~RESOLVED by the Board of County
Supervisors of. Albemarle County, Virginia, that these parcels
be considered as erroneous assessments on the basis of
Gi~tmer's report and no further efforts be made to collect the
taxes on same. _
A communication was presented from Mr. S. M. Gibson requesting that a repre-
sentative from' thins ~gunty be present at a meeting of the Annexati0n~m~t{ee
League of Virginia Counties in Richmond on Friday, September 17, 1943. Since it appeared
Lmpossible for a representative from this County to be present ~ this meeting, the
County Executive was-instructed to contact Mr. Gibson by telephone and assure him of this
County's whole-hearted support to have the annexation laws of this State ammsnded.
TSe following resolution was unanimously adopted:
¥~HEREAS, it has been brought to the attention of this
Board that the General Fund of this County has a surplus, and

been presented to the effect that this Board has the authority
to invest such Fund in United States Government Bonds,
NOW, THE!tEFOP~, BE IT RESOLVED by the Board of County
Supervisors of Albemarle County, ~irginia, that the Director of
Finance be and is hereby authorized and directed to purchase
United States Government Nar Bonds, Series G, in the amount of
$50,000.00.
The following resolution offered by Dr. L. G. Roberts, was unanimously adopted:
~HFJ~F~S, the Congress of the United States of America
has from time to time appropriated funds to be used in the rural
section of the United States for Home Demonstration Work, and
~EREAS, some of these funds are used in the furtherance
of this work in this State by the Extension Department of the
Virginia Polytechnic Institute at B~acksburg, and also by the
Department of Education at Richmond, and~~
V~EREA~S, it has come to the attention of this Board
that each group appears to be working independently of the other,
which at times results in an overlapping of the work and a waste
of effort, and doubtless a duplication of reports in so far as
the work accomplished is concerned,
NO~, THEREFORE, BE IT HESOLVE~ by the Board of County
Supervisors of Albemarle County, Virginia, that the attention of
the proper authorities be brought to this condition and urged
that such rearrangement of this ~ork be made as is necessary in
order to insure better results from the efforts and money ex-
pended in this work, and
BE IT FURTHEi~ IIESOLVED that a copy of these resolutions
be sent to Honorable Harry F. B)Td, and Honorable CarterGlass,
United States Senators from Virginia, Honorable Howard W. Smith,
Congressman for the Eighth District of Virginia, Honorable Colgate
W. Darden, Governor of Virginia, Dr. J. R. Hutcheson, Director of
Extension Division, and Dr. Dabney S. Lancaster, Superintendent
of Public Instruction.
Claims against the County amounting to $155,127.52 were presented, examined,
and a~lowed~-land ordered certified to the Director of Finance for payment and charged

Officers present: County Executive and Sheriff.
Mr. R. Co Ambler, Resident Engineer of the Department of Highways, cglled the
Board's attention to %he fact that several changes would be necessary in the Secondary
System of Highways in this County due to relocation and construction on Route 6.
Upon motion, dulymade and seconded, the following resolution was unanimously
adopted:
WHEREAS, it has been brought to the attention of the
Board of County Supervisors that certain changes in the Secondary
System of Highways in this County will be necessary due to re-
location and construction oh Route 6,
NOW, THEREFORE, BE IT RESOLVED by the Board of County'
Supervisors of Albemarle County, Virginia, that the Virginia
State Highway Cormmission be, and is hereby requested, to make the
following changes in the Secondary System of this County as shown
on map prepared by the Department of Highways, Division of Location
and Design, dated October 9, 1943, Project No. 680-t~7:
(1) Abandon Sections i, 2-C, 3, '4. 5, 6, 7,
8, 9, I0, and II.
(2) Revert from Primary to Secondary System
Sections 2 and 12.
(3) Add to the Secondary System Sections
l-A, 2-A, 2-B, and 9-A.
Nr. Robert Thraves appeared and requested the Board to ammend the emergency
ordinance which prohibits dogs from running at l~nge so as to permit dogs which had been
vaccinated to run at !~r~ge.
A copy of a resolution adopted by ~e Albemarle Uounty ~edica~ Society suggesting
certain regulations to be put into effect during the present emergency on account of
hydrophobia was presented.
Dr. T. S. Englar, County Health Officer, appeared and ~ecommended that the
ordinance which was adopted on September 7, 19A3 be re-enacted and made effective up to and
including November 19, 19A3.
The following ordinance was offered by Dr. Roberts and seconded by ~. Purcell
McCue:
BE IT ORDAINED by the Board of County Supervisors of Albemarle
County, Virginia, as follows, to-wit:
It shall be unlawful to permit the running at la~ge within
th~ boundaries of Albemarle County, Virginia, of any dog, and all
persons owning,~having convrol of or harboring any dog or dogs with-
in the County of Albemarle, Virginia, shall be, and are hereby
