1944-10-18A regular meeting of the Board of County Supervisors of .Albemarle Couhty, Virginias was held at the Office Building of said County on the 18th day of October, 1944. Present: Dr. L. G. Roberts, and Messrs. E. J. Ballard, T. E. Bruce, P. H. Gentry, and W. W. Wood. Absent: Mr. C. Purcell McCue; Officers Present: County Executive and Commonwealth's Attorney. Minutes of the meetings of September 13, 194~ an~ september i9, 194~ were read and approved. Nr. Ha A. Haden, Director of Finance, submitted a Statement of Expenses of the Department of ~mnance for the month of Septembe~,. t944, one-third of which to be borne by the State. Upon motion, duly made and seconded, this Statement was examined, verified, and ap- proved. Mr. H. A, Haden, Director of Finance, submitted a Statement of Expenses of the Sheriff's Office for the month of September, 1944, two-thirds of which to be borne by the State. Upon motion, duly. made and seconded, this Statement was examined, verified, and ap- proved. A Statement of the Cost of Maintenance of Prisoners confined in the County Jail during the month of September, 1944, was submitted. this Statement was examined, verified, and approved. Upon motion, du!ymade and seconded, A Su~m~ary Statement of Prisoner Days served in the County Jail during the month of ~eptember, 1~$4, was submitted. Upon motion, duly m~de and seconded, this Statemeht was examined, verified, and approved. Claim of Dr. R. T. Ergenbright, Jail Physician, amou~uting to $2.2~, was presented and approved for payment. The following reports were presented and ordered filed: (a) County Executive. (b) Game ~arden~ (c) University of Virginia Hospital. Communications were received from Mr. George Gilmer, Attorney, concerning t~ erroneous assessment of certain lands in Albemarle County, Upon motion, duly m&~e and seconded, the following Resolution was unanimously adopted: WHEREAS, Mr. George Gilmer, Attorney, who has been employed to collect delinquent land taxes, has recommended that the following parcels of land be deleted from the CountY's Tax Rolls due to the fact that in his opinion the land is erroneously assessed: Tax_YeaR Nam~e Acreage District 192~-i954 Joseph Walker 18 8~/100 192~-1944 Susan ~. Smith 1~2~-!944 Jacob Smith 1 Scottsville White Hall Scottsviile Scottsviile (c) NON, THEREFORE, BE IT RESOLVED by the Coard of County Super- visors of Albemarle County, Virginia, that these parcels be considered as erroneous assessments on the basis of Mr. Gilmer's report and no further efforts be made to collect the taxes on same. The following resolution was unanimously adopted: NHEREAS, request has been received from the Peoples National Bank of Charlottesville to take down certain securities'whiCh it has deposited in escrow to protect the County's deposits, NO~, THEREFOP~, BE IT B~SOLVED by the Board of County Super= visors of Albemarle County, Virginia, that the Peoples National Bank be, and is hereby, authorized to take down and the National Bank and Trust Company authorized torelease the following securities: $~2,000 Washington County, Va., 4% Bonds due ?/1/63-67. $20,000 Galax, ~Va., 6% Bonds due ll/1/~. upon condition that said Peoples National Bank shall substitute at the same time the following securities:7 $105,000 Negotiable U, S. Treasury ~ Bonds of 6/15/52-54. BE IT! FURTHER RESOLVED that the Director of Finance of Albe- marle County, be, and is hereby, authorized to require additional security from the Peoples National Bank freak,:time to time as the County deposits in said Bank require, provided that the additional securities deposited by the said Bank shall be negotiable Bonds and Notes of the United States Government. · The following resalution ~vas unanimously adopted: BE IT RESOLVED by the Board of County Supervisors of Albe- marle County, Virginia, that the Commission on surplus Federal Property is hereby requested to locate from time to time ~uch items-as the County of Albemarle may require and notify'Mr. H. A. Haden, 200 County Office Building, Charlottesville, Virginia, of their availability. BE IT YURTPF~R RESOLVED, that the~Afore~Aid' H.~ A. Haden is hereby duly appointed to make inspection, or cause inspection to be made of said items and to forward to the Director of the Division of Purchase and Printing a purchase order far such i~ems as he deems it advisable for the County of Albemarle to purchase, and upon rec~$pt of said item or items, the Board of County Supervisors mill forward to the Commission on Surplus Federal Property a warr~ut made payable to the Treasurer of the United States in payment of sai~ item or items. Communication was received from E. H. Copenhaver, official of the Albemarle County Company of th~ Virginia Reserve Militia, advising that approximately one-ha!d of the members of the company were inactive and suggested that these inactive members b~ pe~mitte~ ~to purchase the uniform belonging to each member at one-half the original price orbe re- quired to ~eturn the uniform to the Company Oommander. Upon motion, duly made and seconded, ~he proposal submitted ~$ Mr. Copenhaverwas approved. Go~nunication from }fajor R. M. Youe~l, Commissioner of Corrections, was presented and ordered filed. The County Executive presented and read to the meeting an agreement for the pm~- chase of street and highway lighting service and miscellaneous light s_ud power service from the Virginia Electric and $ow~r Company, and the County Executive then stated that the pro- posed agreement for the purchase of electric service was, in his opi~ioh, very advantageous to the County. ~hereupon the following resolution was unanimously adopted: BE IT RESOLVED, by the Board of County'SUpervisors of Albemarle County~ Virginia,~that the proposed agreement for the purchase of street and highway lighting service, and miscellaneous light ~nd power service fro~~ the Virginia~Electric and Power Com- pany by the Oounty of Albemarle, Virginia, be and it hereby is approved. BE IT FURTHER RESOLVED, that the CoUnty Executive of Albemarle County be and he hereby is authorized and directed to execute and deliver the said agreement on behald of the County, and the Clerk~'of the BOard be and she hereby is authoriZed and directed to affix the seal of the County to the said agreement and attest the same. Copies of requests for salary and empense allowances for the Department of Finance~ Sheriff's Office, smd Office of the Commonwealth's Attorney~ addressed to the Compensation Board wsm presented and approved. The following resolution offered by'Mr. P. H. Gentry, seconded by Mr.-T. E. Bruce,- was unanimously adopted: BE IT RESOLVED, by the Board of Co~_~ty Supervisors of Albemarle County,'Vi~inia, that $1200.00 be and the s~me is~ hereby appropriated for the~ Local ~ar and Community Fund for the year 195~. Report on audit of the accounts and records of the County for the year ending june 30, 1955 was submitted by T. 0oleman. Afidrews and Company. Notice was received from the Virginia State Lines, Inc. that it would apply to the State Corporation Commission on November 8th to operate new bus lines in Albemarle Count~! which notice was ordered filed. Claims against the County amounting to $43~667.8~ were-presented, examined, and allowed and ordered certified to the Director of-.
