1945-06-20 A regular'meeting of the Board of County Supervisors of Albemarle County, Virginia, was held at the Office Building of said Cov~ty on the 20th day of June, 1945. Present: Messrs. P. H. Gentry, E. J. Ballard, T. E. Bruce, Hen~..~-,~hiles, Co Pur- cell McCue, and Wo W. Wood. Absent: Noneo Officers present: County Executive, Sheriff, and Commonwealth's Attorney. Minutes of the meeting of May 16, 1945 were read and approved. The following reports were ~presented and ordered filed: (a) County Executive. (b) Game Warden. (¢) State Board of Correction. Mr. H. A. Haden, Director of Finance, submitted a statement of Expenses of the Department"of Finance for the month of May, one-third of which t~be borne by the State. Upon motion, duly made and seconded, this Statement was examined, verified, and approved. Mr. H. A. Haden, Directo~ of Finance, submitted a Statement of Expenses of the Sheriffts Office for the month of May, two-thirds of which to be borne by the State. Upon motion, duly made and seconded, this Statement was examined, verified, and approved. Mr. H. A. Haden, Director of Finance submitted a Statement of Expenses of the Commonwealth's Attorney's Office for the month of May, one-half of which to he borne by the ~Stateo Upon motion, duly made and seconded, t~is Statement was examined, verified, and approved. A statement of the cost of maintenance of prisoners confined in the County Jail during the month of May, 1945 was submitted. Upon motion, duly made and seconded, this i Statement was examined~ verified, and approved. A summary statement of Prisoner Days served in the County J~AI during the month of May, 1945, was submitted. Upon motion, duly made and seconded, t~is Statement was examined, verified, and approved. Claims of Dr. R. T. Ergengright, Jail Physician, amounting to $6.00 were presented and approved for payment. A Committee consisting of Mr. L. Ho Peterson, Mr. Hunter Perry and Mr. H, W. Watsh~ appeared concerning the question of zoning the County. Upon motion made by Mr. T~ E. seconded, by Mr. W. W. Wood, the matter was referred to the Planning Commission for further study and investigation. The following resolution was unanimously adopted." WHEREAS, at a meeting of the Board of County Supervisors held on the 8th day of May, 1945, a resolution was adopted appointing Mr. Hun~er G. Cockrell as County' E~eeutive and Director of Finance, effective not later than June 11, 1945, at a salary of $6,000.00 per year; and, WHEREAS, by arrangements made-between the said Board of County Supervisors and H. A. Haden and Hunter G. Cockrell, H. A. Haden agreed to continue as County Executive and Director of Finance until the close of business on June 30th, 1945, and Hunter G. Cockrell agreed to surrender his-former position, and to devote his time, be- tween June llth and Ju~y 1st, in familiarizing himsA~f with the d~ties of County Executive and Director of Finance; NOW, THEREFORE, BE IT RESOLVED: (1) That so much of the action of this Board taken at the meeting on the 8th of May, 1945, whereby Hunter G. Cockrell was ap- 108 (2) That Hunter G..Cockre!l be and he is hereby appointed ~ County Executive an~ Director of Finance of Albemarle County from and after "~th~ 1st day of July, 1945, at a salary of ~6,000.00 per year; (3) That there b~e~ and is hereby appropriated the sum of $333.33, to be paid to Hunter G. Cockrell as his compensation for special servises rendered for the pried beginning June tlth and ending J~e 30th, 1945, and in accnrdance with the agreement with said Hunter G. Cocktail. Communications were received from Mr. George ~!lm~er.~, .Attorney, concerning the erroneous assessment of certain lands in Albemarle County. Upon motion, duly made and secondE the following resolution was unanimously adopted: WHEREAS, Mr. George Gilmer, Attorney, who has been employed to collect delinquent land taxes, has recommended that the following parcels of land be deleted from the County's Tax Rolls due to the fact that in his opinion the land is erroneously assessed: Tax Year 1924 1924 Na_me Acr_~ Distric~ William H. Wells 8 Scottsville William Ho Wells 10 Scottsville NO~, THEREFORE, BE IT RESOLVED by the Board of County Super- d, visors of Albemarle County, Virginia, that these parcels of land be considered as erroneous assessments on the basis of Mr. Gi!mer's report and no further efforts be made to collect the taxes on same. It was brought to the attention of the Board ~hat there was still a balance of $~1.08 charged against Go Stuart Hamm, former. Treasurer of Albemarle County° Mr° McCue made a motion which was seconded by Mro Chiles, that this amount be written off° ~The said motion was u~animously approved. The following resolution was unanimously adopted: WHEREAS, Escrow Agreements, bearing date November 15th, t9~Z4, between the Director of Finance, The Board of County Supervisors, and The Peoples National Ban~,~,:TheTNa~io~at~a~k~a~d Trust~COmpam~:~nd~he ~itizens Bank and Trust Company as depositories, and the National Bank and Tr~st Company, and the Peoples National Bank as Escrow Agents, respectively,.wer.e all executed by H. A. Haden, then Director of Finance; AND, WHEREAS, as of and on the 1st day of July, 1945, the ap- pointment of Hunter G~ Cockrell as County Executive and Director of Finance will be come effective, and new Escrow Agreements will be necessary. BE IT RESOLVED, that said new agreements~ all dated July 1st, !94~, between Hunter G. Cocktail, Director of Finance, The Board of County Supervisors, and the Peoples National B~k, National Bank and T~ust Company, and the Citizens Bank and Trust Company, as depositories, and the National Bank and Trust Company and The Peoples National Bank as Escrow Agents, respectively, submitted to the Board at this meeting, be ~nd they are hereby approved as to both form and substance, and the Chair- man of this Board is authorized end directed to execute the same, in trip- licete, on behalf of this Board, and the Clerk of the Board is directed to affix thereto and te attest the seal of the Board. An offer of $50.00 for seven (7) acres of la~ at Alberene was receive~ from Mr. J. A. Gibson. Upon motion~ duly made and seconded, this offer was accepted. A report from a group of citizens off.the Crozet Sani~tary District touching~a water supply for that District havimg been made to this meeting of the Board ~f~County Supervisors,~ together with a request that the said Bo~rd~ . appropriate a sum not in excess of $2,000.00 to upon motion duly made and seconded, the following resolution was adopted by recorded vo2e: Ayes - Messrs.~ P. Woc~ and Henry Chiles; Noes - None~ BE IT RESOLVED by the Board of County Supervisors of Albe- mar!e County that the sum of $2,000.00, or so much thereof as may be necessary, be and the same is hereby appropriated out of the General Fund of the County to cover the costs of a survey of water supply at Crozet, upon the condition that the sum so used for this purpose shall Board to discuss the school program. be repaid to the County by the Crozet Sanitary District whem and as the funds of said District become available.
