1946-02-20 A regular meeting of the Board of County Supervisors of Albemarle County, Virginia was held at the Office Building of said County on the 20th day of February, 1946~ Present: Messrso P. Hi. Gentry, E. J. Ballard, T. E~ Bruce, and W. W. Wood. Absent: ~essrs. Henry Chiles and C. Purcell ~cCue. Officers present: County Executive and Sheriff. Minutes of the meetings of January 16th and February 6th were read and approved. Mr. Julian Thomas appeared and requested the cooperation of the Board in the pre- vention of forest fires-. Upon motion, duly made and seconded, the cost of $~e~.~p=evention ~advertisements to Be published in the Daily Progress was assumed by the Board and the following resolution was unanimously adopted: WHEREAS, two~thirds of all forest fires in Virginia are caased by smokers, campers and brush burners, and WHEREAS, forest firew destroy timber needed by industry, spoil recreation and scenic areas and make poor hunting and fishing, and, WHV~REAS, the conservation of the forest resources is essential to the social and industrial prosperity of Albemarle County, and this Board wishes to cooperate with the Virginia Forest Service in the prevention and control of forest fires, NOW, THEREF01~E, BE IT ~ESOLVED, that each citizen of Albemarle Co,~nty who has occasion to burn brush and trash, or'~who smokes or builds campfires in or near the woods, be requested to be most careful not to start a forest fire, and to this end, it is sug- gested that all citizens observe the following forest fire pre- vention rules: BRUSH BURNERS 1. Rake or plow a safety strip. ~ 2. Have tools and water ready. 3. Pick damp, calm day to burn. 4o Burn after 4:00 P.M., if calm. 5. Drown smouldering fires with water or cover with clean dirt. 6. Inspect next morning. S~0KERS 1. Near throw a burning match, cigaret~, cigar or pipe tobacco in brush or grass. 2. Be sure your match is out. 3. Crush out your cigarette, your cigar, your pipe ashes. 4. Use the ash tray in your car. CA~P~S 1. Before building fire, clear a wide space free from grass, leaves, logs or sticks. 2. Before leaving fire, drown with water or ~ cover with clean dirt. Requests were presented for the inclusion of the following pieces of road in the Secondary S~stem: 400 feet of road at the North East end of Wilder Drive from the City Limits. ~2-. The balance of Route 672 from the ooint 1.8 miles from Doyles- ville to Free Union, a dist~nne of approximately 6 miles. .j. A piece of road about ~our miles south of Rt. 250 and about .2 of a mile east of the Miller School Road, a distance of approximately one mi%e. The following improvements were requested: 1. Repair Route 626 from Howardsville to Route 6. 2. Improve th~ 01d Lynchburg Road (Rt. 631) from the City Limits south to Moore's Creek, a dis%ance of 1.2 miles. (Attention called particularly to that section of the road from the inter- section with the Harris Road (#1013) to Moore's Creek, a dis- tance of .~ of a mile.) 13; ~, Black-top Road from Shadwe!l to the Milton Airport. Request was received to close the following road:: l. Old road in fro~of Mr. Hunter Perry's home. Gentry appointed a committee consisting of ~ar. Henry Chiles and l~r. E. J. Ballard to view these roads with Mr. R. C. Ambler, Resident Engineer, and to report to the !Board its recommendations. delegation appeared and requested the Board to urge the Highway Department to begin repair work on Route 626 immediately. Upon motions made by Mr. T. E. Bruce and seconded by Mr.-m. W. Wood, the State Department of Highways was requested to place Route 626 on the top of the list of ~mprovements to be made immediately. Go Cockrelt, Director of Finance, submitted a Statement of Expenses of the Department of Finance for the~ month of January, 1946, one-third of which to be borme by the i~ State. Upon motion, duly made and seconded, this Statement was examined, verified, and ? approved. Mr. H. G. Cockrell, Director of Finance, submitted a Statement of Expenses of the Sheriffls Office for the month of January, 1946, two-thirds of which to be borne by the State. Upon motion, duly made and seconded, this Statement was examined, verified, and lapproved.- ~. H. G. Cockrell, Director of Finance, submitted a Statement of Expenses of the Commonwealth's Attorney's Office for the month of January, 1946, one-half of which to be borne by the State. Upon motion, duly made and seconded, this Statement waz examined, veri- fi,d, and approved. A Statement of Expenses incurred in the maintenance of prisoners confined in the County Jail during the month of January, 1946, was submitted. Upon motion, duly made and ~econded, this Statement was examined, verified, and approved. A Summary Statement of Prisoner ~ays was submitted. Upon Motion, duly made and ~econded, this Statement was examine~, verified, and approved. Ballard, $1,500.00 was appropriated for the Welfare Department; $1,250 of this amount to be non-matching and $250.00 to be matching° A communication was received from the League o~ Virginia Counties and was ordered filed. Communication was received from Horace H. Edwards, City Attorney for the City of ~ichmond, and was ordered filed. The County Executive submitted a proposed Budget for the year beginning July l, 1946, and a synopsis of the same was ordered published according to law, an8 March~20, 1946, at l0 AoMo was fixed as the time for public hearing on same. Claims against the County amounting to $57,685.65 were presented, examined~, and allowed and ordered certified to the Director of Finance for payment and charged against the following funds: General Fund $ 9,546.70 School Fund 35,741.08 Dog Tax Fun~ 250.28 Mclntire T~ust Fund ~!.~ National Defense Training Fund 54.04 Crozet Fire Distract Fund 6.25 Commonwealth of Virginia Current Credit Account 12,056. Minutes of the meeting of February 20, 1946 were read and~approved. The following applicatio~rBpresented and acce~ted: Application having been made to the Board of County Supervisors of this County by Willie ~odgers and Robert Watson through their attorney, Mr. Walker C. Williams, to establish a mSst.ac~essible right-of-way from the Hodgers and Watson homes to the public road, it is ~_~am Miller, B. D, ~awyer, and C M. ordered that Messrs. Henry Bush, Hunter McCreery, W~ . Garnett, Jr., resident freeholders of this County, any three of whom~may act, be and they are hereby appointed Viewers whose duty it shall be to examine such road and report upon the ex- pediency of establishing the same; they shall, as soon as practible after receiving this order, proceed to make the view, and may examine other routes and locations than the one pro- posed, and if of the opinion that there is a necessity for establishing a public road they shall locate the same, return a map or diagram thereof, with a report to the Board stating locations of such road, the convenience and inconvenience that will result as well as to the private individuals as to the public, whether the said road will be one of such mere con- venience as to make it proper that it should be opened, established, and kept in order by the person or persons for whose convenience it is desired, whether any yard, garden, orchard will have to be taken; the names of the landowners on such road, which of such landowners shall require comoensation for the land so taken, and for the damages of the residue of the tra~t, benefits to be derived in result to such residue from the road to if beyond the peculiar any,
