1947-09-17 A regular meeting of the Board of County Supervisors of Albemarle County, Virginia, was held at the Office Building of said County on the ~Tth day of September, 1947. Present: Messrs. P. H. Gentry, E. J. Ballard, T. E. Bruce, Henry Chiles, C. Pur- Officers present~ County' Executive, Commonwealth's Attorney, and Depu6y Sheriff. Minutes of the meeting of August 20, 1947, were read and approved. Application having been made to the Board of County Supervisors of this County to take into the Secondary System an extension of Route 7~6, it is hereby ordered that Messrs~ · J. I. Maupin, Henry McComb Bush, M. Y. Sutherland, Ashby Adams and Gordon Wheeler, resident freeholders of this County, any three of whom may act, be and they are hereby appointed Viewers whose dut~ it shall be to examine such road and report upgn~ the expediency of es- tablishing the same~ they shal, as soon as practibie after receiving this order, proceSd to make the view, and may examine other routes and locations than the one proposed, and if of the opinion that there is a necessity for establishing a public road, they shall locate the same, return .a map or diagram thereof, with a report to the Board ~tating locations of such road, the convenience and inconvenience that wilt result as well as to the individuals as to the pffblic, whether the said road will be one of such mere orivete convenience as to ma~e it proper that it should be opened, established, and kept in order by the person or persons for whose convenience it is desk, ed, whether any yard, garden, or orchard will have to be taken; the names of the landowners on such road, which of such landowners shall require compensation, what will be a just compensation to the landowners requiring compensation, for the land so taken, and for the damages of the residue of the tract, if any, beyond the pe- culiar benefits ~o be derived in result to such residue f~om the road to be established; and all other facts ana circumstances in their opinion useful in enabling the Board to determine its expediency of establishing the road, and they shall file such report with the Clerk of this Board; In the event that some of the landowners do not require the compensation and they ~i will execute written consent, giving the right of way in question, the said Viewers shall ob~ tain such consent and return it with their report; Provided, however, that the Chairman of the State Highway Commission, sometimes called the State Highway Commissioner, shall forthwith be notified of and made a party to these proceedings, and that he shall, likewise be notified of the time and the place of the meeting of the Viewers herein d~signated. Application having been made to the Board of County Supervisors of Albemarle County, Virginia, to have discontinued the old road from Boonesville to Beddows Mill, it is ordered that Messrso J. i. Eaupin, Henry McComb Bush, ~. Y. Sutherland, Ashby Adams. and Gordon Wheeler, any three of whom may act, be appointed viewers whose duty it shall be to view the portion of said road now desired to be closed, and.make a report in writing Whether in their opinion, any, and if any, what inconvenience would result from disoontinuing the same; the viewers herein named shall meet at said road on the 2nd day of October, 1947, to view that portion of the road to be closed, and file with the Clerk of this Board their report in writing. It is further ordered that the State Highway Commissioner shall be made a party to these proceedings. Application having been made to the Board of County Supervisors of Albemarle County, Virginia, to have discontinues a portion of the old Stony Point[~oad, it is ordered that ~essrs. J. i. i~,aupin, Menry McComb Bush, M. Y. Sutherland, Ashby Adams, and Gordon Wheeler, any three of whom may act, be appointed viewers whose duty it shall be to view th~ portion of said Stony Point Road now desired to be closed, and ma~e a report in writing whe2her in their opinion, any, and if any, what inconvenience would result from discontinuin~ the same; the viewers herein named hhall meet at said road on the 2nd day of October, 1947, to view that portion of the road to be closed, and file with the Blerk of this Board their re~ort in writing. It is further ordered that the State Highway Commissioner shall be made a party to these proceedings. The following requests were received for improvements: (I) Roads in Meadowbrook Heights - request for hard surface. (2) Road from East Market St. to Stock Market - request for hard surfac$. (3) Route 610 - Request to widen and surface with rock. Mr. P:au! H. Gale appeared and requested that the entrance to McIntire School be reoaired, a distance of approximately AO feet. Upon motion, made by Mr. C. Purcell McCue and seconded by Mr. Henry Chiles, the following resolution was unanimously adopted: ~ BE IT RESOLVED by the Board of County Supervisors of Albe- marle County, Virginia, that the State Highway Department be and is hereby requested to repair the entrance to McIntire School, a dis- tance of approximately A0 ft, this repair work to be done at the ex- pense of the School Board. Mr. Gale also ~ppeared and requested that the entrances to Esmont School, Mt. Fair School, and Batesville School be improved whenever the Highway Department had its equipment near the respective schools. Upon motion, made by Mr. T. E. Bruce and seconded by Mr. Henry C~ites, the following resolution was 'ananimously adopted; ~ BE iT RESOLVED by the Board of County Supervisors of Albe- marle County, Virginia, that the State Highway Department be and is hereby requested to improve the entrances to the Esmont School, Mt. Fair School and Batesville School whenever the Highway Department has its equipment near the respective school. ~r. T. S. Englar appeared concerning the Ordinance regulating the sisposal of human! wastes and excrements. This Ordinance was again tabled by the following recorded vote: Ayes - Mr. E. J. Ballard~ I~. Henry Chiles, Mr. C. Purcell McCue, and Mr. W. W. Wood~ Naes- Mr. T. E. Bruce. Upon motion, made by Mr. C. Purcell McGue amd duly seconded, l~f~. H. G. Cockrell was instructed to make arrangements with the City for the keep of dogs for the inspection of rabies. The following reports were presented, approved, and ordered filed: (a) County Executive - July and August, 1947. (b) University of Virginia Hospital. (c) District Home Board. Mr. H. G. Cockrell, Director of Finance, submitted a Statement of Expens_e~of the Department of Finance for th~ month of August, 1947, one-third of which to be borne by the State. Upon motion, duly made and seconded, this Statement was examined, verified, and ap- proved. ~,[r. ~. G. Cockrell, Director of Finance, submitted a Statement of Expenses of the Sheriff's Office for the month .of August, 1947~ two-thirds of which to be borne by the Sta~e.ii Upon motion, duly made and seconded, this Statement was examined, verified, and approved. Mr. H. G. Cockrell, Director of Finance, submitted a Statement of Expenses of the Commonwealth's Attorney's Office for the month of August, 1947, one-half of which to be borne by the State. Upon motion, duly made and seconded, this Statement was examined, veri- fied and approved. A Statement of Expenses incurred in the maintenance of prisoners confined in the County Jail during the month of August, 1~47, was submitted. ~pon motion, duly made and seconded, this Statement was examined, verified, and approved. A Smmmary Statement of Prisoner Days was submitted. Upon motion, duly made and seconded, this Statement was examined, verified, and approved. R~quests for an extension of the Crozet Water Line was received from the Crozet Lumber Company, Blue Ridge Motor Company, and several residents. Upon motion, duly made and seconded the request of the Crozet Lumber Company was approved and given first consideration and the Blue Ridge Motor Company was approved and given second consideration. The request rebuild'the present one inch line for seven hundred feet was approved. A request for an extension to ~roperty East of Crozet and South of the C&0 Line was ordered held until a right~ 22O - A communication from J. Mason Smith w~s presented, requesting that a two-way radio system be installed in the Sheriff's Cars. ~A Commi~ee c~nsisting of Mr. Henry Chiles and Mr. C. PurcelI ~cCue was appointed to work with Mr. H. G. Cockre!l on this matte~r. Upon motion, made by Mr. T. E. Bruce and seconded by Mr. G. Purcell ~cCue, t~e Sheriff was instructed to appoint a Deputy from the Sch~sville District. Communication was received~.from the State Highway Department re~arding Allocations of primary construction funds and was ordered filed. A Statement of receipts and expenses of the Clerk's Office for the year ending December, 1946, was presented and upon motion, made by Mr. C. Purcell ~cCue and seconded by Mr. ~. g. Wood~ ~r. H. G. Cockreit was instructed to publish this statement according, to La~. Repart was received from the Charlottesville Public Library for the month o~ August, 19A7, and was ordered filed~ An offer of ~100.00 was received from Claudia Shield Broom for one acre of land in the Scottsviile District. ~r. T. E. Bruce was instructed in investigate this property and ~r. H. Go Cockretl was authorized to act on Mr. Bruce's recommendation. A letter was received from the Bureau of Public Administration requesting a copy of the audit of accounts of the County, This request was approved. Claims of P. G. Li~on amounting to ~2~0.00 were presented and approved for payment.
