1948-11-17A regular meeting of the Board of ~ounty Supervisors of Albemarle County, Virginia~ was held at the Office Building of said County on the 17th day of November, 1948. Present: and W. W. Wood. Messrs. C. Purcell McCue, E. J. Ballard, Henry Chiles, C. R. Dorrier, Absent: Gen. P. B. Peyton. Officers present: County Executive and Mr. D. B. Marshall, Attorney of the Office of the Commonwealth's Attorney. Minutes of the meetings of October 20, 1948 and November i0, 1948, were read and approved. Mr. W. W. Shields, Resident Engineer of the State Highway Department appeared be- ~i fore the Board and presented a plan for the improvement of Route 692 beginning at the inter-~ section of Route 691 and westwardly to the intersection of Route 250 and Route 692, under Federal Aid secondary improvements. Mr. Shields brought out that this project 'has not !. previously been approved by the Federal Government and he requasted approval of this .Board of this project on the above basis. After consideration~of the above plan and request, the Board gave its approval of the plan for improvement as proposed by Mr. Shields. Iobst, State Forestry Supervisor, appeared before the Board and quested this Board to approve by resolution the Pine Seed Tree Act as enacted by the 1948 General Assembly. Upon motion, made by ~r. Dorrier and seconded by ~&r. Chiles, the fo!lOwingt resolution was unanimously adopted: BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that Section ~49-a-! of the Code of Virginia as enacted by the 19A8 General Assembly relating to pine seed trees, be, and the same is hereby, approved as being effective as of this date dn this County in cordance with the provisions of the Actl This order shall be entered on the official records of this Board and it is hereby ordered that an attested copy hereof be sent to the State Forester, BcE 1368~ University Station, Charlottesville, Virginia. The following claims against the Dog Fund were presented: (a) Claim of J. W. Correll was presented for three sheep and two lambs. Upon motion, duly made and seconded, it was ordered that the sheep be paid at the assessed value of $10.00 each and the lambs of 35 pounds @ $0.20 per pound. (b) Claim of S. C. Ladd was presented for one shee. p assessed at $10.00. No action was required by the Board. ' (c) Claim of Walter Mehring was presented for six hens weighing seven pounds each. Upon motion~ duly made and seconded, it was ordered that $2.00 each be paid for the hens. (d) Claim was presented for Robert Kennedy for six chickens weighing two and one-half pounds. Upon motion, duly made and seconded, it was ordered that Mr. Kennedy be oaid at the rate of $0.87{- per pound. (e) Claim was presented of Edward Haney for two sheep assessed at $12.00 each. No action was required by the Board. (f) Claim of J. T. Via wa_s presented for two sheep and one lamb weighing ni~ety pounds. Upon motion, duly made and seconded, it was ordered that the sheep be paid at the a~sessed value and the lamb @ $0.20 per pound. (g) Claim of Stephen Ludwig which was denied by the Board at the last regular meeting was presented again. Upon request of the Board, Julian Thomas investiEated this claim and recommended that this claim be paid. Upon motion, made by ~r. Wood and seconded by ~r. Ballard~ it was ordered that this claim be paid as follows: lA chickens weighing two pounds each and ll chickens weighing four pounds.each~ at the ~ate of $0.35 per pound. ~r. D. A. Robinson, Director of Finance, submitted a Statement of Expenses of the Department of Finance for the month of October, 19~8, one2third of which to be borne by the State. Upon motion, duly made and seconded, this Statement was examined, verified, and approved. Nr. D. A. Robinson, Director of Finance, submitted a Statemen% of Expenses of the Sheriff's Office for the month of October, 19A8, two-thirds of which to be borne by the Statel Upon motion, duly made and seconded, this Statement was examined, verified, and approved. Nr. D. A. Robinson, Director of Finance, submitted a Statement of Expehses of the Commonwealth's Attorney's Office for the month of October, 1948, one, half of which to be borne by the State. Upon motion, duly made and seconded, this Statement was examined, verified and approved. A Statement of Expenses ineurred in the maintenance of prisoners confined in the Coun~ Jail during the month of October, 1948, was submitted. Upon motion, duly made and seconded, this Statement was examined,verified and approved. A Summary Statement of prisoner days was submitted. Upon motion, duly made and seconded, this Statement was examined, verified and approved. ~r. Paul H. Cale, Superintendent of Schools, and ~r. J. T. Henley, Chairman of the School Board appeared before the Board and requested that funds be made available to take care of the County's Share of architect fees for the joint Negro High School. Mr. Robinson suggested that as a means of providing these funds the Board might making available to the School Fund the amount of their current levy as shown by theI consider original current assessment books of his office, aas~.~l~a$~makin~v~£1~ble to the School Fund the amount of their 1947 delinquent taxes at June 30, 1948, but that no further tax revenue be made available from the 1946 levy since the personal property for that year has already been turned over to Mr. Lyons for collection. He further suggested that in doing this, he recomn~ended that the same levies be made available to the Consolidated Road Debt Fund and the Fire District Fund. As a means of accomplishing this, he recommended the following resolution: BE IT ~RDERED that for the fiscal year ending June, 1949, the School Fund, the Consolidated Road Debt Fund, ara the Crozet Fire Dis- trict Fund receive the full amounts of their current levies as shown by the original assessment books of the office of the Director of Finance as follows: ~School Fund Consolidated Road Debt Fund Crozet Fire District Fund $340,~06.13 48,686.59 1,083.30 this to be accomplished by transferring from the General Fund to these fmnds the amount of their current levies as stated above and crediting the total of all tax income including penalty, interest, and land demptions to the credit of the General Fund and further that the amount of 1947 delinquent assessments of the School Fund, the Consolidated Road Debt Fund, and the Crozet Fire District Fund be made available to these funds and that further collection of these taxes including penalty, interest, and land redemptions be credited to the General Fund and that in accordance with this order he be authorized to credit tax income to the General Fund and tr's~nsfer from the General Fund as funds become available from tax income the amounts of the levies set forth above. On motion made by Mr. Chiles and seconded by ~r. Wood, the above proposed reso~ lution was unanimously adopted. Upon motion, made by Mr. Chiles and seconded by Nrc Wood, the following resolution was unanimously adopted: BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that $18,900.00 be and is hereby appropriated from the unappropriated funds of the School Fund to be used as the County's share of architect fees for the Charlottesville and Albemarle County Joint Negro High School. Co~mnunication was received from Governor William $~. Tuck and was ordered filed. Lucy T. Johnson, Assistant County Home Demonstration Agent, submitted her resig- nation to be effective November 30, 1948. Upon motion, duly made and seconded, this resig~ nation was accepted. The audit of the accounts of the County of Albemarle for the year ending June ~0, 1948, made by T. Coleman Andrews & Company was presented, approved and ordered filed. Communication was received from J. Gordon Bennett, Auditor of Public Accounts, ac- cepting report on audit of the accounts of the County of Albemarle for the period ending June 30, 1948~ Communication was received from J. Gordon Bemnett, Auditor of Public Accounts, re~ garding the bond of the Director of Finance of Albemarle County. Upon motion, ~ad~ by Mr. Wood and seconded by Nr. Chiles, it was ordered that ~r. D. A. Robinson and Nr. D. B. Marshal~ investigate the cost of increasing the bond to the amount required by law. Nr. Robinson pointed out that all County aumotive equipment was fully insured and presented the following schedule of insurance coverage on other County property: Court House Building Court House Building County Office Building County Office Building County Jailor's Residence 4-H Club Building and Contents Crozet Fire House Boiler - County Office Building Safe - Director of Finance Office $10,000.O0 10,000.00 14,000.00 10,000.00 4,000.00 5,100.00 3,000.00 10,000.00 2,000.'00 Upon recommendation of Mr. Robinson, the Chairman appointed the following committee to work on adequate insurance on County property: Mr. Chiles, Mr. Robinson, and Mr. ~cCue. Mr. Robinson was instructed to get in touch with Mr. I. T. Quinn of the Commission of Game and Inland Fisheries and arrange a time when he could meet with the Board of County Supervisors to discuss the matter of a game warden in Albemarle County. It w~s brought to the attention of the Board that the term of ~r. E. H. Bain az a member of the Albemarle County Blanning Commission had expired. Upon motion, made by ~r. Chiles and seconded by Er. Ballard, ~r. Bain was reappointed for a term of four years. The matter of rental of office space in the County Office Building 'and Court House was again brought to the attention of the Board. The following Committee which was appointed to draw up a contract with the City of Charlottesville for the use of the Clerk's Office and the Court House was also named to make a study of the rental of other space in ~oth of these buildings~ ~r. Chiles, ~. ~ood, ~r. Fife~ and ~r. Robinson. A financial report from Pulaski County for the year ending June 30, 1948, was presented and ordered filed. ~r. Henry B. Goodloe, Secretary of the Electoral Board appeared before the Board and requested that they take necessary steps t~ward the appointment of a general registrar for the County of Albemarle with an office in the County Office Building and a reduction and relocation of the votin~ precincts in said County. There was no immediate action taken on the request for a gen~ai~registrar as this requires an act of legislature. ~r. Goodloe recommends that a committee, made up of a representative from the Board of Supervisors, Electoral Board and Commonwealth's Attorney's office, be appointed to make a study of the consolidation of certain voting precincts in the County. In complying with Kr. Goodloe's recommendation, the Chairman appointed ~. C. R. Dorrier to represent this Board on the above committee. The report~of the County Executive was presented, approved, and ordered filed. Communications were received from Fred C. Kimbo and ordered filed. The reporthof Mr. Davis A. Lyons, Delinquent Personal Property TaX Collector, was presented, apDroved~ and ordered filed. ~r. Robinson reported that ~r. Arnold had been here and made a test ~urvey from the proposed location o~ Carter's ~ountain and reported great improvement over the present location. ~r. Robinson further advised that the Virginia Electric and Power Company had estimated the cost of. running the electric line to the top of Carter's Mountain to be between twenty-five hundred and three thousand dollars, which expense would have to be borne by some- one other than the Power Company. After considerable discussion of other possible locations, ~r. Robinson was instructed to contact A. B. Osgood, land owner, to determine the possibility of relocation of the antenna to Patterson's ~ountain. Communication wms received from Colgate Darden, Jr.', regarding the SLH Contract recently executed by this Board advising that the University of Virginia Hospital would not be able to accept the Contract with the attached clause. This communication was referred to the Hospital Committee with the request that they ~eet with the officials of the University Hospital and the University of Virginia. Upon motion, made kY Mr. Chiles and seconded by Mr. Ballard, the following reso- lution was unanimously adopted: BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that $1,359.50 be and the same is hereby appropriated from~the Unappropriated Reserve of the General Fund to cover the purchase of a 1948 Chevrolet C~r for the Welfare Department. ~r. D. A. Robinson presented a claim of $154.48 for the expenses of the delagates to the League. of Virginia Counties meeting held at Old Point Comfort. Uoon motion, duly made and seconded, this claim was approved for payment.
