1949-02-16A regular meeting of the Board of County Supervisors of Albemarle County, Virginia~ was held at the Office Building of said CoUnty on the 16th day of February, 1949. Present: Messrs. C. Purcell McCue, E. J. Ballard, Henry Chiles, C. R. DoTTier, and W. W. Wood~ and Gen. P. B. Peyton. Absent: None. Officers present: County Executive and Commonwealth's Attorney. Henry Chiles, chairman of the committee appointed to study the matter of offic? rental rates in the County Office Building and Court House, presented a report of the eom- ~ mittee, recommending the following rental rates: Room Nos_ . Duke appeared concerning the proposed rental increase on Room 107 and expressed the feeling that the proposed rate was excessive. Upon motion, made by ~ir. Ballard and seconded by Mr. DoTTier, the rates set forth above were approved to become effective July l, 1949, and Mr. Robinson was instructed to advise all persons now renting from the County of the changes in rental rates. Upon motion, made by SM. Wood and seconded by Mr.. Ballard, the follOWing reso- lutien was unanimously adopted: BE IT RESOLVED hy the Board of Coun2y Supervisors of Albemarle County, Vir~_nia~ that the Board does hereby approve the spending of Federal Aid Secondary funds on Route 641, beginning at the intersection with Route 29 and continuLug East to the beginning of surface treatment East of Burnley, a distance of approximately 5.0 miles. Upon motion, made by Mr. DoTTier and seconded by Mr. Wood, the following reso- lution was unanimously adopted:~ BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that the Board does hereby approve the spending of Federal Aid Secondary funds due Albemarle County on Route 795 from the end of surface treatment of Route 53 to the intersection with Route 620, a~:~distance of 2.4 miles. N~. ~. W. Shields, Resident Eng~meer of the Department of Highways, appeared and presented a report on the expenditures from the Secondary System Allocations. Communication was received from the Department of Highways ac~mowledging receipt of the Resolution of this Board requesting the Highway Department to construct a sidewalk along the north side of Route 240 in Crozet, and was ordered filed. ~[v. J. J. Edwards, Mr. J. O. Walton, and Mr. Sam Lockhar~, appeared and presented a petition requesting the Board of Supervisors to recommend that the Department of Highways have road No. 613 from the intersection of Highway No. 33 near Barboursville, Virginia. via BE IT RESOLVED by the Board of County Supervisors of Albem~r~le County-, Virg~Luia, that the State Department of Highways be and is hereby recommended to have included in the Primary System, Road No. 613 from the intersection of Highway No. 33 near Barboursville, Virginia, wla Stony Point, to Charlottesville~, Virginia. ~pplication having been made to the Board of County Supervisors of this County to approve an extension of Route 6~5, joining Route 231 at the old Edgewood School, a distance of 1.5 miles, it is hereby ordered that Messrs. The following claims against ~he Dog Fund were presented: (a) Claim of Nrs. J. 0. Wilson for five turkeys and eight chickens was presented. Upon motion, made byNr. Chiles and seconded byNr. Dottier, it was ordered that,s. ~Yilson be paid $28.00 for the four gobblers, $10.00 for the hen, and $10.00 for the eight chickens, a total of $48.00. Claim of Earnest Johnson for four sheep and one lamb was presented. Uoon motion, made by~r. Wood and seconded by Gen. Peyton, it was ordered that ~.~Ir. Jo!~uson be paid at the assessed value of $12.00 each, a total of ~ ¥6O.OO. ~ir. William R. Napier, Dog Warden, appeared and requested that he be given per- mission to use the siren off of the car of the former Game Warden, Mr. B. D. Chesshir. Mr. Robinson recommended that tlais siren be held in reserve for use by the Sheriff's Office. Upon motion, made by Nr. Dorrier and seconded by ~. Wood, this matter was taken under ad- visement. Communication was received from Dr. Richard T. Eugenbright stating that if he was to continue as Jail Physician~ he would appreciate being called in on Lunacy Co~missions. Nr. Robinson atated that ~he Sheriff had advised that he would call upon Dr. ~genbright to serve on Lunacy Commissions whenever possible in the future. Nr. D. A. Robinson, Director of Finsmce, submitted a Statement of Expenses of the ~Department of Finance for the month of January, 1949, one--third of which to be borne by the State. Upon motion, duly made and seconded, this Statement was ez~amined, verified, and ap- proved. Nr. D. A. Robinson~ Director of Finance, submitted a~Statsment of Expenses of the Sheriff's Office for tlhe month of January, 1949, two-thirds of which to be borne by the State. Upon motion, duly made and seconded,, t~his Statement was examined, verified, and ap- proved. lit. D. A. Robinson, Director of Finance, submitted a Sta6emen. g of Expenses of the Commonwealth's Attorney's ~ffice for the month of Janus~y, 1949, one-half of which to be borne by the State. Upon motion, duly made and meconded, this Statement was exam~ined, veri- fied, and approved. A Statement of ExpenseE incurred in the maintenance of prisoners confined in the County Jail during the month of January, 1949, was submitted. Upon motion, duly made and seconded, this Statement was examined, verified, and approved. A Summary Statement of Prisoners was submitted. Upon motion, duly made and secon-!i ded, this Statement was examined, verified, and approved. Claim of Dr. Richard T. Ergenbright, Jail Physicis_u, in the amount of $1.25, was presented and approved for payment. Com~u_uica~ion was received from Nr. I. T. Quinn, Executive Director of the Com~ mission of Game and Inland Fisheries, confirming the appointment of ~r. M. G. Elliott and W. R. Napier, as Game ~arden~and Dog Warden r~spective±~, o~ Albems~le County and the City Charlottesville on Saturday, January 15, 1949. ~h~. Robinson presented a letter from Nr. Randolph Odell, Commissioner of Parks, advising that he and possibly Senator ~ri~ht, would meet with the City and Cotauty Committees! regarding Lake Albemarle as a possible zomm~unity recreation center. NIt. Robinson advised that he and Mr. D. B. Narshall had contacted ~r. A. B. 0sgoodi! in regard to locating the two-way radio antenna in the tower on his property and had been advised by Nr. 0sgood that he was perfectly willing for this antenna to be located on his property as long as it was in his possession, but that The matter of the payment of the Lio/c Bill was again discussed and upon motion, made by Gen. Peyton and seconded by ~r. Chiles, 5~m. Robinson was authorized to settle the County's account with Li~. Communication was received from ~Elizabeth ~. Chamberlain submitting her resignatio~ as a member of th~ Co~uty Pls_Uning Commission, and Nr. Robinson recommended Capt. Roswell H. Blair to fill the unexpired term of Nrs. Chmuberlain. (2)A readmission must present an additional authorization. (3) Fourteen days, or less, will be the initial authorization for hospital care. (4) Patients are to be cared for at the rate of $11.68%~ per patient day. The County Executive presented and read to the meeting an' agreement for the pur- chase of street and highway lighting service, traffic lighting service and miscellaneous light and power service from the Virginia Electric and Power Company, a copy of which said agreement is attached to and made a part of these minutes, and the County Executive then stated that the proposed agreement for the purchase of electric service was, in his opinion, very advantageous to the County.
