1922-09-20 At a regular meeting of the Board of Bupervisors of Albemarle County Virginia, held at the 0curt House of said County on the E0th day of Beptember 19~2, Present: Hollis Rinehart, Chairman, ~.A.Calhoun, J.~.~ray, J.L.Pitts, O.Purcell ~cOue and O,A .~liller. The minutes of the last meeting were ~a~ and approved. E~SOLVED that the Clerk of the Board, who is also the Clerk of the ~ircuit Oourt, be and he is hereby directed to have rebound sll land Books and indexes now in his office which is his judgment need reindexing and to provide a suitable rack for the Oounty Tax Books and to hhmrge the same to the Oounty, ~D THaT the ~ommittee of the ~harlottesville and Albemarle Bar ~ssociation, that waited on this Board in regard to securing ~ new index for the County record, be and is hereby authorized to secure an estimate of the cost of sn index, without in any way committing the Oounty to have the index made or incurring any experts e. ON ~0TiON it was unanimously resolved that alt action of every sort, kind and descriptioh heretofore taken by this Board in regard to the looation, con- detonation, etc.. of a public road through the lands of ~-.E.~aupin be, and the same is hereby rescinded and annulled. .... }%~'- '~!- · ..I~N~TH~.~.~T~E~. Q.? the remaining 1921 ~tate Aid money allotted to maintenance and unecpended, a joint fund of $1,307.28, be it resolved: ,That the State Highway Commission be requested to transfer this allotment to the Construction ~und and apply same to the construction of ~oad ~ I in Eivanna District between Hydraulic and E~rlysville. In the matter of the Bridge and Eoad between ~hite Hall and ~lechums Hirer it is ordered that H.E.Lee go over and make a survey of the road and inspect the bridge and report at the next meeting of the Board. In the matter of the bridge at j.B. jarman~s it is ordered the County build a bridge not to exceed ~400,00 with the county forces. On motion duly seconded it is ordered that the sum of $80.00 be appropriated to ~hite Hall to build the Bridge above Harris~ ~ill on the ~echums hiver near the ivy line. In the matter of the road from Cart's Gate to the G~rth Road. On motion of J.~.~ray and seconded by $.~.Oalhoun, it is ordered that the contract be awarded to Hall ~ ~itchell the lowest bidders. In the matter of the Shadwell Road. Om notion duly seconded it is ordered that the contract to. construct said road be awarded to Olarke & Hhodes a~ the price of ~l?00.O0. The regualr monthly pay-roll of E.~f,~ee, Supt. of Eoads, was presented, examined and approved by the Board and ordered to be filed. G~.$tusrt ~qamm, -~-reasurer, presented to the Board a statement,, together with the vouchers of all warrants paid by him during-the month of ~u~ust 1922. The Board after examining all the warrants ordered the sta,tement to be filed and the following amounts spread: County w~rrants paid Charlottesville District Warrants paid ivy District Warrants paid Scottsville District warrants paid White Hall District ~arrants paid Hivanns District Warrants paid Samuel miller District ~arrants paid 1,00F .9~ it appearing to~ the Board that it will be necessary to borrow some~ money wi~.which to pay 'County expenses between now and the collection of 19£2 tsxes. It is therefore ordered t/~mt the Ohairman of the Board be, and he is hereby authorized in the anme, and on behalf of the County of Albemarle. to make arangements with some bank or banks for them to a-dvance the necessary not to exceed $10,000.00 and to execute such obligation or obligations in the name, and on behalf of said 0ounty as may be necessary to secure such advancement or ~dvancements, and also by such obligation or obligations and pledge 1922 taxes ~or sa~e. In the mstter of the painting of the 5cottsville Bridge. On motion of J,~..~'ray and seconded by O.Purcell i~IcOue it is ordered that the bridge across the ~ames Hirer at ~cottsville be repainted by the county at one half cost upon condition the Buchingham County pay the other half and also the amount Buckingham County is used in arrears for psat repairs. A delegation of citizens from Buckingham and ~lbemarle 0out, ties appeared before the Board and asked that a Bzddge be buil~ across, the ~ames Hirer at Hatton, Ya. which the county could not undertake for financial reasons but at the request of the citizens, the county ~greed to appoint a committee to confer with a. meeting from Buckingham County upon condition that there be no e~zpense to the 0ounty. The regular monthly payroll of E.E.Lee, Supt. of ~toads was presented, ex, mined and approved by the board and ordered to be filed. On motion of J.m, Fray end seconded by J.L.Pitts it is ordered ttmt committee ,composed of S.A.Oalhoun end C.~.~iller be appointed to investigate the conditions of the county jail and report back to the board st its next regular meeting. In the matter of the bids for repairs ~t the County 0ail. The bids for reRairs at the county ~s il were opened and M;R,~ Smith being the lowest bidder therefore on motion of C.Purcell h~cCue and seconded by j.L.Pitts it is ordered thst the contrsc,t be let to m.E.Smith and the work be done sccording to plans and specifications of i~.F.Lee, Supt of meads. On motion of ~.]~,Pitts and seconded by C.Purcell ~ic~ue it is ordered that the County employ a matron at the County home st $25.00 per month. Polled vote unanimous. In the t~atter of election-'and salary of the County Home Demonstrator. On motion of 0.2.Miller and seconded by O.Purcell McEue, ~iiss Bessie Dunn was elected ilome Demonstrator at a salary of ~800.00 per year as the Gounty's part with an assistant at $300.00. ~ye: Hollis ~inehart, ~.A.Calhoun, j.L,Pitts, C.Pnrcell ~icCue, and ~s to increase of Salary No. j.M. Ller. · The Board being of the opinion ttmt it is necessary to alter the loca- tion of the Public Road known ss the Pree Onion Hoed between Pree Union .and Boones- vil~e through the lands of O.R.~,~aupin, doth direct E,E.Lee~ the County Superintendent of roads for this County, to examine said road and report upon the expediency of altering the location of said road through the lands of O'.R.}fmupin. Ohs irnmn ~.t an adjourned meeting of the Board of ~upervisors of Albemarle t the 2~th day of Oct 1922: County, Va. held at the Oourt House of said Coun y on Present: Hollis Rinel~art, Chairman, ~.2.Cslhoun, j.M.~ray and C.~.Miller. The minutes of the last meeting were read and approved. The Board examined the delinquent returns and finding them to be current it is ordered that the snpervisors sign the necessary certificates. R.E. Lee, County Superintendent of t~oads for ~lbemarle County in pursusance of the order of this Board entered on~ the 18th day of October 1922, filed a written report, with a m~p, in regsrd to a proposed change and alteration in the location of the County Eosd leading from ~ree ~nion to Boone. sville in Said County, through the lands of J.R.Mmupin and thereupon this Board doth direct the staid E.E.~ee, County Superintendent of Roads, to enter into negotiations with the said ~upin to make proper efforts to acquire the necessary land or right of way through the tend of the said j.tl.Maupin, by purchaser, as per map filed with the said report of the said ~ee, and make report in writing to this Board at its next meeting.
