the County Engineer~ of ~zll~em~le County, Virginia, mud provided further that this
authorization sh~ll ~e sub, ject to all the provisioms, res~rictioms and limitations
provide~ fo~ in such mat~ers amd with the ~istinct understanding %h~t whenever im the
judgemen$ of this Board or the proper Roml Authorities of this County or State the
