An adjourned meeting of the Board of Supervisors of Albemarle County, Virginia, was held on
May 22, 1997, at 4:30 p.m., at the Walker Middle School, 1564 Diary Road, in the City of Charlottesville,
Virginia. (Note: On May 7, 1997, the Board put into its record the date of May 22, 1997, as one of the
dates the Thomas Jefferson Venture would be holding a meeting as part of its schedule. They did this in
order that the Board members could attend this meeting of the Venture.)
BOARD MEMBERS PRESENT THIS DATE: Mr. Walter F. Perkins and Ms. Sally H. Thomas.
NOT PRESENT THIS DATE: Mr. David P. Bowerman, Ms. Charlotte Y. Humphris, Mr. Forrest R.
Marshall, Jr. and Mr. Charles S. Martin.
BOARD OFFICER PRESENT: County Executive, Robert W. Tucker, Jr.
The meeting of the Thomas Jefferson Venture was called to order at 4:30 p.m., by the Chair of the
Thomas Jefferson Planning District Commission (TJPDC), Ms. Sally H. Thomas.
Mr. Chuck Rotgin requested clarification of the Vision Statement to specify who articulates
community needs. Ms. O'Brien said the articulated needs referred to in the Vision Statement were
ntended to mean those specified in local comprehensive plans. Members agreed that a reference to
comprehensive plans should be added.
Members were given further information on three Comparison Regions, the three had been
narrowed down from the six regions mentioned at the last meeting. Motion was offered by Ms. Kaye
Slaughter, seconded by Mr. Rotgin, with the members unanimously agreeing, to use Chapel Hill, N.C. as
the comparison region with the understanding that specific indicators could be extracted from other
regions for comparison.
Ms. Nancy O'Brien reviewed the point system used by the Virginia Department of Housing and
Community Development in reviewing requests for qualification. She noted that 10 of the required
minimum 20 points for qualification could come from existing regiona~ agreements.
Ms. O'Brien said the members need to decide whether the priority topics of economic disparity
and housing, should be combined into a larger category of economic underclass as they were grouped
during the prior group brainstorming session. Members agreed to keep both housing and economic
disparity as two priority topic areas.
Ms. O'Brien said members need to decide whether race relations should be a priority topic area or
a topic of discussion in all other topic areas. Members unanimously agreed to keep race relations as a
separate priority topic area.
Members then separated into six groups to develop Strategic Plan Proiects. for the six priority topic
areas: Beauty, Education, Sprawl, Economic Disparity, Affordable Housing and Race Relations. Reports
from each group were delivered at the end of the meeting. Staff will combine the reports into draft form
and mail them to the members.
Ms. O'Brien reminded the members that a public hearing on the draft regional strategic plan will
be held at the next TJ Venture meeting on May 29, 1997, from 4:30 p.m. to 6:30 p.m. in the Walker Middle
School Cafeteria.

With no further business to come before the Venture, the meeting was adjourned.
