(Note: On May 7, 1997, the Board put into its record the date of May 29, 1997, as one of the dates the Thomas Jefferson Venture would be holding a meeting as part of its schedule. They did this in order that the Board members could attend this meeting of the Venture.) BOARD MEMBERS PRESENT THIS DATE: Mr. David P. Bowerman, Mr. Forrest R. Marshall, Jr., Mr. Walter F. Perkins and Ms. Sally H. Thomas. NOT PRESENT THIS DATE: Ms. Charlotte Y. Humphris and Mr. Charles S. Martin. BOARD OFFICER PRESENT: County Executive, Robert W. Tucker, Jr. The meeting of the Thomas Jefferson Venture was called to order at 4:30 p.m., by the Chair of the Thomas Jefferson Planning District Commission (TJPDC), Ms. Sally H. Thomas. Ms. Thomas opened the public hearing on the Draft Regional Strategic Plan which had been advertised. Ms. Babette Thorpe, representing the Piedmont Environmental Council, delivered a written statement which lauded regional planning, but questioned the methods used to prioritize strengths and weaknesses and questioned whether the order of items in the plan reflected prioritization. Ms. Thomas noted that a written statement had been received from the Chair of the Regional Welfare Reform Steering Committee. The statement supports the draft Regional Strategic Plan, emphasizing both the Healthy Families and job training components. There being no other comments from the public at this time, Ms. Thomas proceeded with other agenda items. Ms. Nancy O'Brien reported that the Albemarle Board of County Supervisors approved the Venture Bylaws at its second meeting in May, with the understanding that a copy of the approved bylaws be forwarded t~ the County Attorney, and there be no departures from the draft bylaws. Next was a discussion of the Draft Regional Strategic Plan by members of the TJ Venture. Sections in the plan discussed were: Economic Disparities (Employment Centers), Economic Disparities (Healthy Families), Housing, Race Relations, Sprawl, Beauty and Education. It was a lengthy discussion, with members espousing many views. At the end of the discussion on Education, Ms. Thomas noted that a member of the public had come into the meeting after the first public comments were made. The citizen, an independent job search consultant, suggested that the education section citing scholarships might allow that such scholarships be available for entry level internships for high school students. Under Other Business, Ms. Sandy Snook said there will be a relevant program broadcast on C- SPAN from the Brookings Institute concerning Tier I Suburbs.
